The property delineated on this plan is located near the Winchester Regional Airport along Admiral Byrd Drive in the Shawnee Magisterial District in the County of Frederick, Virginia. The owner of the property proposes to create additional outdoor storage space for shipping trailers. The expansion will result in approximately 35,942 square feet of additional asphalt pavement area, allowing for 59 additional trailers. Handicap Accessibility: HC parking spaces shall have a maximum slope of 1:50. HC ramps on the site shall have detectable warning surface per ADAAG 4.7 and 4.29. HC ramps off site shall be constructed per VDOT standards. 10. Lighting: No additional site lighting is proposed for this project. All existing lighting shall remain in place. 11. Buffering Requirements: The adjacent zoning to this area of development is RP which requires a Category "C" buffer. A 200' distance buffer has been provided which includes a 150' inactive buffer area and a 50' active buffer area. Due to existing topography and vegetation, no additional landscape screening was provided for this development. However, supplemental plantings may be required at the time of inspection. 12. Environmental Features: Wetlands - No wetlands have been identified within the construction area. Flood Plains - FIRM Community Panel Number 510063 01158 shows the area adjacent to the Buffalo Lick Run channel. No disturbance of the flood plain area will occur in the conjunction with this project. Sinkholes - No sinkholes have been identified within the construction area. Steep Slopes - Steep slopes are defined by the Frederick County Zoning Ordinance as land areas where the slope exceeds 50%. No areas of steep slopes have been identified within the construction limits provided on the plans. 13. Utilities: No new utilities are proposed with this expansion. If conflicts occur with existing utilities that require the utility line to be relocated, the relocation shall be installed underground. CONSTRUCTION NOTES 1.) The existing utilities shown on these plans are based on available information. The CONTRACTOR shall be responsible for determining the exact location of all utilities before commencing work and for any damages which occur by the failure to locate and preserve these utilities. If the CONTRACTOR should encounter utilities other than those shown on these plans, the CONTRACTOR shall immediately notify the engineer and take the inecessary and proper steps to protect the facility and assure the continuance of service. 2.) The CONTRACTOR shall have approved construction drawings prior to the start of construction. At least one copy of approved plans and revisions shall be kept on -site at all times. 3.) Cut and fill slopes shall not exceed 2-horizontal to 1-vertical unless otherwise called for on the plans. 4.) Controlled Fills: A. Controlled compaction shall occur in all fill sections for pavement, trenches for utilities and in other areas as designated on the plans. B. Controlled fills shall be compacted to 95% density as determined by methods per standard proctor ASTM D 698. Density shall be verified by a qualified soils engineer. C. Controlled fills shall be compacted in 8 inch lifts (loose thickness) to the specified density, beginning from the existing ground surface, unless otherwise approved in writing by a qualified soils engineer. D. The surfaces directly beneath areas to receive controlled fill are to be cleared, grubbed, and stripped of topsoil. The area is then to be scarified and compacted to a depth of 6 inches to the some density as the controlled fill to be placed thereon. E. Fill material shall be taken from approved borrow areas. It shall be clean soil, free of roots, woody vegetation, oversized stones, rocks, sandy soil, or other objectionable material. 15). Blasting is not permitted within 25 feet of existing utilities without owner permission. 6). All radii indicate edge of gravel, edge of pavement or face of curb as applicable. 7). Fire lanes shall be delineated as directed by the Frederick County Fire Marshall. 8). The CONTRACTOR shall coordinate the relocation of the existing utilities with the appropriate utility company as necessary. All utilities shall be placed underground. 9). The CONTRACTOR shall relocate the existing 8' chain link fence as directed by the OWNER or generally as shown on these plans. The area to receive the proposed pavement section will amount to approximately 35,942 square feet which, will connect to the existing pavement area. Construction operations required for this development are limited to the construction limits as shown on these plans. Existing Site Conditions The existing pavement slopes between 1 and 2 percent along the edge. The pavement area slopes very gently toward a grate inlet in the center of the paved area. This water is collected and carried to the on -site storm water detention facility. From the edge of the existing pavement the ground mostly slopes away from the trailer storage at on average slope of 30%. This area is heavily wooded. Post Development Conditions Clearing of the existing vegetation will occur only to the extent required to achieve final grades. The proposed paved areas will match the slope of the existing pavement and storm water runoff will be directed to the existing storm grate inlet. The remaining disturbed area will be covered either by permanent seeding/stabilization or by EC-3, type C, soil stabilization mats. Adjacent/Critical Areas The construction area is located in proximity to the existing Buffalo Lick Run. Care shall be taken to install and maintain erosion control devices along the construction area perimeter to ensure the protection of the existing woodlands and the existing stream. Off -site Areas During clearing and grubbing, the site contractor may transport any residue off -site as required. During earthwork operations, the contractor may import materials as required to achieve final grades and specifications. Erosion and Sediment Control Measures 3.02 Initially, a 12'w by 70'1 temporary stone construction entrance will be constructed parallel to the existing trailer storage. The entrance shall be maintained in a condition which will prevent tracking or flow of mud onto the public rights -of -way. This may require periodic top dressing with additional stone or the washing and reworking of existing stone as conditions demand and repair and/or clean out of any structures used to trap sediment. All materials spilled, dropped, washed, or tracked from vehicles onto roadways or into storm drains must be removed immediately. The use of water trucks to remove materials dropped, washed, or tracked onto roadways will not be permitted under any circumstances. 3.05 Silt fence will be installed downstream from the construction area and maintained until permanent seeding has been established. Silt fences shall be inspected after each rainfall and at least daily during prolonged rainfall. Any required repairs shall be made immediately. Damaged, decomposed or otherwise ineffective silt fence shall be replaced. Sediment deposits should be removed after each storm event. They must be removed when deposits reach approximately one-half the height of the barrier. Any sediment deposits remaining in place after the silt fence is no longer needed shall be dressed to conform with the existing grade and stabilized. 3.09 Temporary diversion dikes will be installed along the limits of construction inside the silt fence as shown on the Erosion and Sediment Control Plan. The dikes will be constructed with on -site and fill material and will be seeded with the temporary seeding mix immediately after installation. The dikes shall be inspected after each rain and repairs made as needed to the dike, flow channel, or outlet. 3.13 One temporary sediment trap shall be installed as the outlet control structure for the temporary diversion dikes. The traps will be constructed in accordance with the typical details and dimensions given on the plans. The traps will be constructed of on -site and fill material and will be seeded with the temporary seeding mix immediately after installation. The traps will be inspected after each rain and repairs made as necessary. 3.30 Replacement of topsoil will generally occur throughout the work site where vegetation is to be reestablished. Topsoil will be uniformly spread and rolled to a minimum depth of 6" or as called for on the plans. Topsoil shall not be placed while in a frozen of wet condition. 3.31 Temporary seeding in accordance with the E & S Std & Spec 3.31 will be applied all areas which will not be brought to final grade within 30 days. Embankment or excavated slopes denuded for a period of greater than 30 days shall be temporarily seeded and mulched. To coincide with the anticipated construction dates, the seeding will consist of 50 pounds per acre of German Millet. FOR Permanent Stabilization The contractor shall stabilize all denuded land within 7 days after the end of construction. Permanent stabilization shall be applied to areas that are to be left dormant for more than one year. During construction of the project, soil stockpiles shall be stabilized or protected with sediment trapping measures. The contractor is responsible for the temporary protection and permanent stabilization of all soil stockpiles on site as well as soil intentionally transported from the project site. The contractor shall establish vegetation on all areas not otherwise stabilized according the following specification: Seedbed Preparation: a. The first is type (41C) Welkert-Berks channery silt loam. These soils are characterized as being shallow and moderately deep, strongly sloping, well drained soils on a rolling landscape and on the tops and noses of ridges. The average slopes are from 7% to 15%. Permeability of the Welkert-Berk soils is moderately rapid, but the erosion hazard is severe. Depth to bedrock varies between 12-40 inches. These soils are in capability subclass IVe. The second soil type found on the site is type (41 E) Welkert-Berks channery silt loam. It averages slopes of 25% to 65%. This soil type is characterized as being moderately deep, steep, well drained soils on side slopes and ridges. Acid shale bedrock can be found at a depth of approximately 15 to 30 inches. Permeability is moderately rapid. Surface runoff is very rapid. No disturbance of the flood plain area will occur in the conjunction with this project. Sinkholes - No sinkholes have been identified within the construction area. Steep Slopes - Steep slopes are defined by the Frederick County Zoning Ordinance as land areas where the slope exceeds 50%. No areas of steep slopes have been identified within the construction limits provided on the plans. 13. Utilities: No new utilities are proposed with this expansion. If conflicts occur with existing utilities that require the utility line to be relocated, the relocation shall be installed underground. CONSTRUCTION NOTES 1.) The existing utilities shown on these plans are based on available information. The CONTRACTOR shall be responsible for determining the exact location of all utilities before commencing work and for any damages which occur by the failure to locate and preserve these utilities. If the CONTRACTOR should encounter utilities other than those shown on these plans, the CONTRACTOR shall immediately notify the engineer and take the necessary and proper steps to protect the facility and assure the continuance of service. 2.) The CONTRACTOR shall have approved construction drawings prior to the start of construction. At least one copy of approved plans and revisions shall be kept on -site at all times. 3.) Cut and fill slopes shall not exceed 2-horizontal to 1-vertical unless otherwise called for on the plans. 4.) Controlled Fills: A. Controlled fills shall be compacted to 95% density as determined by methods per standard proctor ASTM D 698. Density shall be verified by a qualified soils engineer. C. Controlled fills shall be compacted in 8 inch lifts (loose thickness) to the specified density, beginning from the existing ground surface, unless otherwise approved in writing by a qualified soils engineer. D. The surfaces directly beneath areas to receive controlled fill are to be cleared, grubbed, and stripped of topsoil. The area is then to be scarified and compacted to a depth of 6 inches to the same density as the controlled fill to be placed thereon. E. Fill material shall be taken from approved borrow areas. It shall be clean soil, free of roots, woody vegetation, oversized stones, rocks, sandy soil, or other objectionable material. 5). Blasting is not permitted within 25 feet of existing utilities without owner permission. 6). All radii indicate edge of gravel, edge of pavement or face of curb as applicable. 7). Fire lanes shall be delineated as directed by the Frederick County Fire Marshall. 8). Existing Site Conditions The existing pavement slopes between 1 and 2 percent along the edge. The pavement area slopes very gently toward a grate inlet in the center of the paved area. This water is collected and carried to the on -site storm water detention facility. From the edge of the existing pavement the ground mostly slopes away from the trailer storage at an average slope of 30%. This area is heavily wooded. Post Development Conditions Clearing of the existing vegetation will occur only to the extent required to achieve final grades. The proposed paved areas will match the slope of the existing pavement and storm water runoff will be directed to the existing storm grate inlet. The remaining disturbed area will be covered either by permanent seeding/stabilization or by EC-3, type C, soil stabilization mats. Adjacent/Critical Areas The construction area is located in proximity to the existing Buffalo Lick Run. Care shall be taken to install and maintain erosion control devices along the construction area perimeter to ensure the protection of the existing woodlands and the existing stream. Off -site Areas During clearing and grubbing, the site contractor may transport any residue off -site as required. During earthwork operations, the contractor may import materials as required to achieve final grades and specifications. Erosion and Sediment Control Measures 3.02 Initially, a 12'w by 70'I temporary stone construction entrance will be constructed parallel to the existing trailer storage. The entrance shall be maintained in a condition which will prevent tracking or flow of mud onto the public rights -of -way. This may require periodic top dressing with additional stone or the washing and reworking of existing stone as conditions demand and repair and/or clean out of any structures used to trap sediment. All materials spilled, dropped, washed, or tracked from vehicles onto roadways or into storm drains must be removed immediately. The use of water trucks to remove materials dropped, washed, or tracked onto roadways will not be permitted under any circumstances. 3.05 Silt fence will be installed downstream from the construction area and maintained until permanent seeding has been established. Silt fences shall be inspected after each rainfall and at least daily during prolonged rainfall. Any required repairs shall be made immediately. Damaged, decomposed or otherwise ineffective silt fence shall be replaced. Sediment deposits should be removed after each storm event. They must be removed when deposits reach approximately one-half the height of the barrier. Any sediment deposits remaining in place after the silt fence is no longer needed shall be dressed to conform with the existing grade and stabilized. 3.09 Temporary diversion dikes will be installed along the limits of construction inside the silt fence as shown on the Erosion and Sediment Control Plan. The dikes will be constructed with on -site and fill material and will be seeded with the temporary seeding mix immediately after installation. The dikes shall be inspected after each rain and repairs made as needed to the dike, flow channel, or outlet. 3.13 One temporary sediment trap shall be installed as the outlet control structure for the temporary diversion dikes. The traps will be constructed in accordance with the typical details and dimensions given on the plans. The traps will be constructed of on -site and fill material and will be seeded with the temporary seeding mix immediately after installation. The traps will be inspected after each rain and repairs made as necessary. 3.30 Replacement of topsoil will generally occur throughout the work site where vegetation is to be reestablished. Topsoil will be uniformly spread and rolled to a minimum depth of 6" or as called for on the plans. Topsoil shall not be placed while in a frozen of wet condition. 3.31 Temporary seeding in accordance with the E & S Std & Spec 3.31 will be applied all areas which will not be brought to final grade within 30 days. Embankment or excavated slopes denuded for a period of greater than 30 days shall be temporarily seeded and mulched. To coincide with the anticipated construction dates, the seeding will consist of 50 pounds per acre of German Millet. All temporary seeding areas will be mulched in accordance with the schedule included herein. 3.32 All disturbed areas will be stabilized by permanent seeding in accordance with the schedule included herein. 3.35 All seeded areas will be mulched in accordance with the schedule included on the construction plans. x x x At x x x x x x x Permanent Stabilization The contractor shall stabilize all denuded land within 7 days after the end of construction. Permanent stabilization shall be applied to areas that are to be left dormant for more than one year. During construction of the project, soil stockpiles shall be stabilized or protected with sediment trapping measures. The contractor is responsible for the temporary protection and permanent stabilization of all soil stockpiles on site as well as soil intentionally transported from the project site. The contractor shall establish vegetation on all areas not otherwise stabilized according the following specification: Seedbed Preparation: a. The first is type (41C) Welkert-Berks channery silt loam. These soils are characterized as being shallow and moderately deep, strongly sloping, well drained soils on a rolling landscape and on the tops and noses of ridges. The average slopes are from 7% to 15%. Permeability of the Welkert-Berk soils is moderately rapid, but the erosion hazard is severe. Depth to bedrock varies between 12-40 inches. These soils are in capability subclass IVe. The second soil type found on the site is type (41 E) Welkert-Berks channery silt loam. It averages slopes of 25% to 65%. This soil type is characterized as being moderately deep, steep, well drained soils on side slopes and ridges. Acid shale bedrock can be found at a depth of approximately 15 to 30 inches. Permeability is moderately rapid. Surface runoff is very rapid.
