application. The Department of Planning & Development will reN iew the application to ensure that it is
complete prior to accepting it. If any portion of the application is not complete, it will be returned to the

The above referenced site plan was approved on April 24, 2008. The site plan is approved for the
shipping service center and office for Averitt Express located at 715 Front Royal Pike. Site
improvements include the following:
• 41 employee parking spaces
• 2 ADA approved handicapped spaces
• 17 truck parking spaces
• 122 trailer parking spaces, of which 53 spaces to be constructed during Phase I and 69
spaces to be constructed during Phase 11
• 3,300 square feet of office space
• 249 total plants for western landscape buffering
• 90 total plants for southern landscape buffering
• 88 total trees for parking lot perimeter and interior landscaping
All requirements of the Frederick County Zoning Ordinance have been met in the approved site
plan, including review agency comments from all relevant review agencies. I am providing you
with six (6) copies of the approved site plan. Please forward these copies to the appropriate
representative(s). Furthermore, advise the owner(s) that a copy should be kept for future
reference, and an approved copy must be kept on the coast action site throughout the
development process. Once site development is completc, the owner(s) should contact this office
to schedule an on -site inspection. Do not hesitate to contact me if you have any questions.

We are in receipt of your comments dated February 8, 2008 and offer the following responses:

Comment l: Lighting. 1111len received, provide the location of all lighting fixtures. Also, provide a detail of outdoor

Response: 'The lighting fixture locations have been added to the plans and a detail of the outdoor lighting can be foundn o
the "Detail Sheet" number 15.
Comment 2: Landscaping. On the easlerm boundary of the property, it is recommended that the 9 deciduous trees be
substitutedfor an evergreen, such as Leyland Cypress, as to provide.for a more aesthetic cover for the iruck parking.
Response: 'The 9 deciduous trees on the eastern boundary have been substituted with Leyland Cypress aS requested.
Comment 3: Landscaping. For the western landscape buffering, t1 is slated that 249 ll-ees are to be provided; however,
only 248 are accounted for. Please provide the one missing free.

It appears all of our earlier review comments have been satisfactorily addressed. Please
advise the owner of our approval. Also please provide four (3) sets of approved
construction plans with signed seals for VDOT distribution.
The appropriate land use permit may now be applied for to cover work within the VDOT right-
of-way. The permit is issued by this office and will require a minimum processing fee, and
surety bond coverage.

On Sheet 3, please provide a small sediment trap in drainage area 2. Because this is a fill
area, no excavation should be necessary and thus not interfere with the existing sewer
line.
2. On Sheet 3, place a note in drainage area 4, located above the. slope with the break in the
super silt fence, which states that the fence shall be placed so as not to funnel water
toward the opening in the fence.
Because these comments are minor, we recommend approval of the subject project. All
remaining comments shall be addressed prior to Land Disturbance Permit application. Please
submit one set of the revised plan for our records.

Dear Randy,
Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This
site plan is denied until the issues in this letter, as well as all issues of the other review
agencies, have been adequately addressed. Please review Staffs comments listed below,
and prepare a revised site plan which adequately addresses each concern.
1. Lighting When received, provide the location of all lighting fixtures. Also,
provide a detail of outdoor lighting.

Dear Mr. Kepler:
On behalf of the Winchester Regional Airport Authority, the following comments are provided on the referenced site
plan:
1. In accordance with the Code of Virginia, Section 15.2-2294, and the Federal Aviation Administration,
the applicant must file a Notice of Proposed Construction, FAA Form 7460-1 with the Federal Aviation
Administration for the proposed structure. Copies need to be forwarded to this office for record.
2. In accordance with the Code of Virginia, Section 15.2-2294, and the Federal Aviation Administration,
the applicant must file a Notice of Proposed Construction, FAA Form 7460-1 with the Federal Aviation
Administration for any temporary construction equipment to include cranes, derricks, etc. at a height
greater than the proposed structure. The FAA will conduct an airspace obstruction analysis and notify
the applicant in writing of their determination. The review process can take several weeks and until
the FAA completes their study, construction equipment exceeding the height of the proposed structure
cannot be used. Copies need to be forwarded to this office for record.
3. All cranes will be required by the Airport Authority to have an aviation obstruction flag and/or
obstruction light visible during operations and must be lowered at night unless lit regardless of the FAA
determination study. The FAA may have more stringent requirements resulting from their study.
Intended hours and dates of operation should be coordinated with David Foley, Operations
Supervisor Winchester Regional Airport Authority no less than forty-eight hours prior to start.
4. Outdoor lighting should be shielded and amber in color in order to minimize light pollution to pilots
approaching the Winchester Airport.
5. Any trees planted as part of the landscaping should be of the type that are slow growing with a
maximum mature height not to exceed the elevation of the proposed building to avoid future airspace
obstructions.
6. Controlled burning should be prohibited due to the close proximity to the runway and since the property is
within the flight pattern of the Winchester Airport. Unsuitable materials should be hauled away from the
construction site appropriately.
We are requesting that these comments and any requirements resulting from the FAA study, be considered as a
condition of approval for this site plan

Upon review of the site plan received November 20, 2007, we offer the following
comments:
Additional Phase I erosion and sediment control mcaSUreS shall be regUirccl besides Sllper
silt fence. As controlled fill is placed, slope diversions, slope chains, etc., shall be
required. Place notes on the plan with additional requirements. Sediment traps and rock
dams would provide additional controls as well.
2. Provide an intermediate plan for the constructioli of the ponds. As your plan goes from
Phase 1 without ponds to Phase II with the ponds built.
3. Prior to the issuance of a Land Disturbance Permit a comprehensive geotcchnical
engineering report shall be submitted to our office. The report shall make
recommendations on the pavement and controlled fill as well as a slope stability analysis
for the steep fill slopes which are shown on the plan.
4. Place a note on the plans that a certification from a professional engineer shall be required
for the stormwater ponds, storm sewer systems, etc. Also, a certification on the
geotechnical work shall be required as well.
5. Ellslll'e that at the bottom of each proposed channel, a transition area is designed to ensure
a smooth transition of the concentrated storm water to the existing channel. Your plans
indicate that the channel terminates before it reaches the bottom of the slope.

6. Provide a cross-section and profile of each proposed channel. Ensure that the class A-1
rip rap will be stable on the steep slopes which you have indicated.
7. The proposed debris cage for the stormwater ponds is not recommended due to clogging.

Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This
site plan is denied until the issues in this letter, as well as all issues of the other review
agencies, have been adequately addressed. Please review Staffs comments listed below
and then prepare a revised site plan which adequately addresses each concern.
Review Comments
1. Phasing. Provide a breakdown of the intended phasing activities on the cover
sheet.
2. I3uilding Calculations. Provide the FAR calculations and height for all
buildings.
3. Existing and Proposed Structures. Provide the specific usage for all
existing and future buildings.
4. Parking Lot Calculations. The provided parking lot calculations indicate
169,419 square feet; however, staff calculations conclude that there is 201,911
square feet. Revise these calculations accordingly and also provide a
breakdown of existing and future parking lot areas.
S. Parking. Provide the number of trailer spaces provided. Also, provide the
dimensions of each type of parking space, including handicap, employee, and
trailer parking spaces.
6. Loading Spaces. Provide the required and the provided number of loading
spaces needed according to § 165-28A(1) of the Frederick County Zoning
Ordinance.
7. Speed Limit. Provide the speed limit of Muskoka Court.

property do not meet this requirement. Provide the varying depths of this
woodland buffer along the southern portion of the property. In areas of
inadequate buffering, provide additional screening.
15. Screening A landscape screen is required along the trailer parking area. The
screen must meet the requirements set forth in §165-37B(1) of the Frederick
County Zoning Ordinance.
16. Fence Details Include examples, typical cross sections or diagrams of
screening to be used. The location and dimensions of required fencing and
similar features should be specified.
After you have revised the site plan, please resubmit two copies so that I may verify the
information contained on the plan. I will need all approved review agency comment
sheets and at least five copies of the final plan for approval. Comment sheets are
required from the following agencies: the Frederick County Ins]3eclions Depm'lrnenl, the
Frederick County Department of Public Works (Counly Engineer), the Frederick Counly
