At this time, administrative approval cannot be granted, fhis until the issues in this letter, as well as all issues of the other review site plan is denied agencies, have been adequately addressed. Please review Staff s comments listed below and then prepare a revised site plan which adequately addresses each concern. Review COmments: 1, Approval Block. On the coversheet, correct the following: approval signature should read "Frederick County Zoning & Subdivision Administrator." 2. Plan Title. Revise the plan title to refer to this project as a Recreational Facility instead of an Art Center as there are multiple recreational components. 3. Project Details. Remove the proposed zoning line from the project details. Provide landscaping and green space calculations. Provide a street location rather than a County location. 4. Parking Lot. The current layout of the parking lot requires facility users to back out onto the street system. While the roads within this section are intended to be private, everything must maintain VDOT standards. Revise the parking lot to provide a driving aisle which will allow vehicular access to the parking spaces without requiring residents to back out onto existing streets. 5. Landscaping. Provide a landscaping plan Including details for the types and numbers of trees to be provided on site. 6. Sidewalks. Consider providing additional sidewalk connections as shown to encourage pedestrian access from all areas of Section I I . Provide a road detail, including the sidewalk, on the plan. 8. Gazebo & Obsei-vation Deck. Provide a detail for the gazebo including a size/square footage. Also, provide a building size for the observation deck. 9. Trail System. Provide a detail of the trail system on the plans. 10. Legal References. Provide the deed book and page number for all existing easements, rights -of -way, and adjoining properties. Label all right-of-way Nvidths. 11. Road System. Continue Norland Knoll Loop as shown on the plans. 12. Crosswalk. Consider providing a crosswalk as shown for pedestrian safety. 13. Setbacks. On the art center, provide setbacks to the front porches. 14. Signage. Any signage not shown on these plans will require a site plan revision in the future; show the location of any proposed signage. All new signage should be of monument style. After you have revised the site plan, please resubmit two copies so that I may verify the iIlformation contained oil the plan. I will need all approved review agency comment sheets and at least five copies of the final plan for approval. Per the master plan for this rezoning, a larger (10,000 square feet with pool and tennis courts) community center is required in Section 11, which is the age restricted section of Land Bay ILIA. The above referenced site plan is a supplemental recreation center in addition to the required 10,000 square feet center which will be submitted with Phase 2 and 3 of Section 11. Kurt Pennington, with Greenway Engineering, confirmed on 12/1 1/2007 that the plan for the larger center would be submitted prior to final plat approval of the final phase of section 11.
