HI Evan,
Following up on our discussion from yesterday, the perimeter boundary for the townhouse will apply to the areas
outside of the development (RA Areas), not internal to the development.
On a side note, we have a pending site plan for the Snowden Bridge Active Adult Recreation Facility that Kurt submitted
back in 2007. Can you let me know what the status of this plan is and if it is even still valid based on the changes
proposed by Brookfield.

We are in receipt of your comments dated December 10, 2007, and offer the following
comments:
Comments from Frederick County Planning and Development:
Comment 1: Approval Block On the coversheet, correct the following: aPrvval.ngnature .should read
`Frederick County Zoning & Subdivision Administrator.
Response: The approval block has been revised accordingly. '/
Comment 2: Plan Tide. Revise the plan title to refer to this project as a Recreational Facility instead of an
-Art Center as there are multiple recreational components.
Response: The plan title has been revised accordingly.
Comment 3: Project Details. Remove the proposed Zoning line from the project details. Provide landscaping
and green space calcuiations. Provide a street location rather than a County location.
Response: The proposed zonnn line has been removed from the project details. A street
location has been provided.
omment 4: Parking Lot. The exrrent layout of the parking lot rrquires facility users to back out onto the
reef system. lYhi/e the roads within this section are intended to be private, everything must maintain I �C)T
andards. Revise the parking lot to provide a driving aisle which will allow vehicular access to the parking spaces
without requinng residents to back out onto existing streets.

are also designed to connect to the street system (much like parking lot connections) by means
of a modified driveway entrance so that you do not have vehicles moving thru these entrances
like movements thru a typical street intersection. If the parking areas are to be redesigned to
include separate drive aisles and not utilize the PAD, we will loose a large portion of the open

Comment 5: Landscaping. Provide a landscapingplan including details for the types and numbers of trees to
be provided on site.
Response: A Landscape Plan has been added to the plan set.
Comment 6: Sidewalks. Consider providing additional. sidewalk connections as shown to encouragepedestrian
access from all areas of Section 11. In addition, the concrete walkway around the perimeter of the property should
match the six foot wide walking trail. Proiide a road detail, including the sidewalk, on the plan.
Response: An additional sidewalk connection has been made from the gazebo area to Parkland
Drive. The 5' concrete sidewalk around the perimeter of the property is in compliance with
ADA regulations and will not be increased to a width of 6'.
Comment 8: Gazebo & Observation Deck. Provide a detail for the ga.Zebo including a si.Zel square
footage. Also, provide a building side for the observation deck.
Response: Square footages for the concrete pads have been provided. Architectural details will
be provided with separate architectural plans that are necessary for review prior to the issuance
of building permits.
Comment 9: Trail System. Provide a detail of the trail system on the plans.
Response: A trail detail has been provided on the site plan.
Comment 10: Legal References. Provide the deed book and page number for all existing easements, sights

of -way, and adjoining properties. Label all right-of-way widths.
Response: Easements depicted in this plan set are relative to easements proposed in the
approved Section 11 subdivision design plans. Plats are being prepared, but have not been

Response: Setbacks are now provided to the porch./
Comment 1 4: Signage. Any signage not shown on these plans will require a site plan revision in the future;
show the location of any proposed signage. All new .agnage should be of monument style.
Response: A monument stele sign will be covered by a separate permit. The location of future
si�nagebas been depicted in the plans.

Comment: A�. ryou have revised the site plan, please resubmit two copies so that 1 may verify the information
contained on the plan. 1 will need all approved review comment sheets and at least five copies of the final plan for
approval. Comment sheets are rrquirrd from the following agencies: the Frederick County Inspections
Department, the Frederick County Department of Public Works (County Engineer), the Frederick County Fire
.Marshal, and the Frederick County Sanitation Authority. The Virginia Department of Transportation will
need to issue an approval for these plans as well even though the street rustem within section 11 is private.
Response: Approval letters from Public Works, FCSA, Inspections, Fire Marshal, Parks and
Recreation; and Airport are attached. VDOT's comments for Section 11 indicate that they
would not review the private streets system (see Section 11 comment response on file in your
office).

and alleys are both designed to accummodate vehicles backing out from adjoining; lots into the

Dear Kurt:
Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval call be granted. At this time, administrative approval cannot be granted, fhis
until the issues in this letter, as well as all issues of the other review
site plan is denied
agencies, have been adequately addressed. Please review Staff s comments listed below
and then prepare a revised site plan which adequately addresses each concern.
Review COmments:
1, Approval Block. On the coversheet, correct the following: approval signature
should read "Frederick County Zoning & Subdivision Administrator."
2. Plan Title. Revise the plan title to refer to this project as a Recreational Facility
instead of an Art Center as there are multiple recreational components.
3. Project Details. Remove the proposed zoning line from the project details.
Provide landscaping and green space calculations. Provide a street location rather
than a County location.
4. Parking Lot. The current layout of the parking lot requires facility users to back
out onto the street system. While the roads within this section are intended to be
private, everything must maintain VDOT standards. Revise the parking lot to
provide a driving aisle which will allow vehicular access to the parking spaces
without requiring residents to back out onto existing streets.
5. Landscaping. Provide a landscaping plan Including details for the types and
numbers of trees to be provided on site.
6. Sidewalks. Consider providing additional sidewalk connections as shown to
encourage pedestrian access from all areas of Section I I . In addition, the

concrete walkway around the perinleter of the property should match the six foot
wide walking trail. Provide a road detail, including the sidewalk, on the plan.
8. Gazebo & Obsei-vation Deck. Provide a detail for the gazebo including a
size/square footage. Also, provide a building size for the observation deck.
9. Trail System. Provide a detail of the trail system on the plans.
10. Legal References. Provide the deed book and page number for all existing
easements, rights -of -way, and adjoining properties. Label all right-of-way
Nvidths.
11. Road System. Continue Norland Knoll Loop as shown on the plans.
12. Crosswalk. Consider providing a crosswalk as shown for pedestrian safety.
13. Setbacks. On the art center, provide setbacks to the front porches.
14. Signage. Any signage not shown on these plans will require a site plan revision
in the future; show the location of any proposed signage. All new signage should
be of monument style.
After you have revised the site plan, please resubmit two copies so that I may verify the
iIlformation contained oil the plan. I will need all approved review agency comment
sheets and at least five copies of the final plan for approval. Comment sheets are
required from the following agencies: the Frederick County inspections Depai lment, the
Frederick County Department of Public if orks (Count)) Engineer), the Frederick Counly
Fire lllarshal, and the Frederick County ,Sawicalon Aulhorrty. The Virginia Department
of Transportation ivill need to issue an approwil for these plans as ii,ell even thou h the
street system li,ithin section 11 is private.

This site plan is associated with Phase One of Section 11. Per the master plan for this
rezoning, a larger (10,000 square feet with pool and tennis courts) community center is
required in Section 11, which is the age restricted section of Land Bay ILIA.
The above referenced site plan is a supplemental recreation center in addition to the
required 10,000 square feet center which will be submitted with Phase 2 and 3 of Section
11.
Kurt Pennington, with Greenway Engineering, confirmed on 12/1 1/2007 that the plan for
the larger center would be submitted prior to final plat approval of the final phase of
section 11.
