Dear Randy:
The above -referenced site plan was approved on June 4, 2008. Tlie site plan is approved for a 317
space parking lot for the existing Navy Federal Credit Union. This parking lot is located on Security
Drive in the Westview Business Center in the Shawnee Magisterial District.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan,
including review agency comments from all relevant review agencies. I am providing you with four
(4) copies of the approved site plan. Please forward these copies to the appropriate representative(s).
Furthermore, advise the owner(s) that a copy should be kept for future reference, and an approved
copy must be kept on the construction site throughout the development process. Once site
development is complete, the owner(s) should contact this office to schedule an on -site inspection.

This is to acknowledge receipt of your revised plans dated April 10, 2008 for the referenced project. The plans
appear satisfactory and are approved. Please advise the developer accordingly. Please provide 2 sets of
approved construction plans with signed seal for VDOT distribution.
I offer the following comments:
• A preconstruction conference be held by the engineer and/or developer with the attendance of the
contractor, various County agencies and VDOT prior to initiation of work.
• Materials used and method of construction shall apply to current observed VDOT Road & Bridge
Specifications applicable during construction of this development.
• Our review and comments are general in nature. Should conditions in the field exist such that additional
measures are warranted, such measures shall be completed to the satisfaction of the Department prior to
inclusion into the Secondary Road System.
• All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe or
drainage easement.
• The contractor shall notify VDOT when work is to begin or cease for any undetermined length of time. VDOT
will also require 48 hours notice for inspections.
• No VDOT land use permits will be required since Security Drive is not in the VDOT secondary system.
Should this change and Security Drive come into the system before this job is complete, the appropriate land
use permits shall be obtained before any work is performed on the State's right-of-way. The permit is issued
by this office and will require a minimum processing fee, surety bond coverage, and the salary & expenses of
a State assigned Inspector.
• Any entrances constructed from the referenced street(s) shall meet VDOT minimum standards. This is the
developer's responsibility.
• Any signs to be installed will be in accordance with 2003 MUTCD manual and the approved plans.
• I suggest any utilities and/or storm sewer placed within the proposed right-of-way be backfilled completely
with C.R. Type 21-B Stone. This will greatly reduce the possibility of any pavement settlement.
• A copy of any/all recorded plats of dedication for drainage easements or additional right-of-way required for
implementation of this proposed project should be provided to VDOT prior to issuance of any land use
permit. Dedication should be made to the Commonwealth of Virginia.

• A copy of any/all RECORDED PLATS of dedication to public use (the County of Frederick) for drainage

Planning Staff has reviewed the above -referenced site plan received by this office on
January 29, 2008 to determine if administrative approval can be granted. At this time,
administrative approval cannot be granted. This site plan is denied until the issues in this
letter, as well as all issues of the other review agencies, have been adequately addressed.
Please review Staffs comments listed below and then prepare a revised site plan which
adequately addresses each concern.
Review Comments:
1. Cover Sheet. Provide a complete breakdown of landscaping calculations on the

Our department has no issue with the handicapped parking being placed by the building provided that a revised
sheet showing any new curb and gutter and striping is prepared for the Navy Federal Credit Union Site Plan.
However, it is still preferred that sidewalks and crosswalks be provided to safely access the Navy Federal Credit
Union Building. Please don't hesitate to call to discuss this matter further.

Dear Randy:
Plaiming Staff has reviewed the above -referenced site plan to determine if administrative
approval call be granted. At this time, administrative approval cannot be granted. This
site plan is denied until the issues in this letter, as well as all issues of the other review
agencies, have been adequately addressed. Please review Staffs comments listed below
and then prepare a revised site plan which adequately addresses each concern.
Review Comments:
1. Project Details. Provide the parking lot setback requirements within the project
details section of the cover sheet.
2. Plan Title. Add "parking lot" to the plan title to differentiate between this plan
and the site plan for the main site.
3. Cover Sheet Notation. Provide a notation which states that this parking lot is
solely for use in conjunction with 64-A-159S (Navy Federal Credit Union) and
shall not be used for general parking for any other parcel.
4. Adjoining Property Information. Provide the adjoining property information
for all adjoining parcels.
5. Curb and Gutter. The "Modified CG-12 Type C" is not a permitted curb/gutter
type within the parking lot.
6. Sidewalks and Crosswalks. Provide crosswalks, sidewalks, and any necessary
handicap accessibility ramps as show on the plans.
7. Landscaping. Required landscaping must represent the list of approved
tree/plant types. Ensure that all of the required parking lot landscaping is from
the approved list of trees. Any additional landscaping is the choice of the
property owner; however, based on the provided landscaping calculations, no
additional landscaping is proposed beyond the requirements.

8. Signage. Any signage not shown on these plans will require a site plan revision
in the future; show the location of any proposed Signage. It may be appropriate to
post a sign at the parking lot entrances which states that the lot is only for Navy
Federal Credit Union use.
9. Driving Lanes. Label the width of the driving lane on the geometry plan in
addition to the dimension plan.
After you have revised the site plan, please resubmit two copies so that I may verify the
information contained on the plan. I will need all approved review agency comment
sheets and at least five copies of the final plan for approval. Comment sheets are
required from the following agencies: the Freclerick County InsImclions Department, the
Freclerick County Departmenl of Public Works (Count)) Enginect), the Freclerick County
