application. The Department of Planning & Development will review the application to ensure that it is
complete prior to accepting it_ If any portion of the application is not complete, it will be returned to the

Dear Joshua:
The above -referenced site plan was approved on February 19, 2008. The site plan is approved for the
construction of two office/warehouse buildings located on Frogale Court off of Shady Elm Road in the
Annandale Allied Industrial Park in the Shawnee Magisterial District. Required site improvements
include the following:
• Building i — 28,525 square feet of office space and 6,420 square feet of warehouse space.
• Building 2 — 34,565 square feet of office and warehouse space.
• Construction of parking lots with a total of 279 spaces (including 11 handicap accessible),
including curb and gutter, striping, handicap access and landscaping.
• Eleven loading spaces and two screened dumpster areas.
• Landscaping as indicated on the plan.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan,
including review agency comments from all relevant review agencies. I am providing you with three (3)
copies of the approved site plan. Please forward these copies to the appropriate representative(s).
Furthermore, advise the owner(s) that a copy should be kept for future reference, and an approved copy
must be kept on the construction site throughout the development process. Once site development is
complete, the owner(s) should contact this office to schedule an on -site inspection. Do not hesitate to

This is to acknowledge receipt of your plans with latest revisions dated 10/15/07 for the
referenced project. The plans appear satisfactory and are approved. Please advise
the developer accordingly. We have already received sufficient sets of approved
construction plans with signed seal for VDOT distribution.
I offer the following comments:
• A preconstruction conference be held by the engineer and/or developer with
the attendance of the contractor, various County agencies and VDOT prior to
initiation of work.
• Materials used and method of construction shall apply to current observed VDOT
Road & Bridge Specifications applicable during construction of this development.
• All drainage is to be carried within the right-of-way in ditch lines or gutters along
the street to a pipe or drainage easement.
• The contractor shall notify VDOT when work is to begin or cease for any
undetermined length of time. VDOT will also require 48 hours notice for
inspections.
• Land use permits will not likely be required since no work is proposed on VDOT
roadway ROW. If that should change, the appropriate land use permits shall be
obtained before any work is performed on the State's right-of-way. The permit is
issued by this office and will require a minimum processing fee, surety bond

coverage, and the salary & expenses of a State assigned Inspector.
• Any entrances constructed from the referenced street(s) shall meet VDOT
minimum standards. This is the developer's responsibility.
• Any signs to be installed will be in accordance with the approved plans and the
Manual on Uniform Traffic Control Devices (MUTCD), 2003 Edition.
. I suggest any utilities and/or storm sewer placed within the proposed right-of-way
be backfilled completely with C.R. Type 21-B Stone. This will greatly reduce the
possibility of any pavement settlement.
• A copy of any/all recorded plats of dedication for drainage easements or
additional right-of-way required for implementation of this proposed project
should be provided to VDOT prior to issuance of any land use permit.
Dedication should be made to the Commonwealth of Virginia.
A copy of any/all RECORDED PLATS of dedication to public use (the County of
Frederick) for drainage easements or additional right-of-way required for
implementation of this proposed project should be provided for VDOT review
prior to issuance of any land use permit.

Upon review of the site plan dated October 16, 2007, from Urban, Ltd., we offer the
following comments:
1. Provide culvert inlet sediment trap (plate 3.08-2 VESCH) in order to provide improved
sediment protection from entering the culvert downstream of future phase 2. Please add
this detail to the Erosion and Sediment Details sheet.
Because these comments are minor, we recommend approval of the subject project. All
remaining comments shall be addressed prior to Land Disturbance Permit application. Please
submit one set of the revised plan for our records.

Dear Ms. Perkins,
In response to the comments I received dated December 18, 2007 with your questions concerning
Annandale Industrial Park Lots 4 & 6 we offer the following:
Review Comments:
1 Comment: Subdivision. The subdivision needs to be completed and
recorded and the new property identification number (PIN)
needs to be referenced on the coversliect of the plan.
Response: The final plats have been approved and we are awaiting new PIN
numbers.
2 Comment: Access Easement. Show the access casement off of Frogale
Court for the Phase 2 building; the casement should be hatched
for clarification.
Response: The ingress egress easement has been hatched on all grading sheets
as requested.
3 Comment: Proposed Use. The plan shows "general office" but there are
only specific office uses permitted in the MI District. A note
needs to be provided on the coversheet that states only office
uses permitted in the MI District will be perinitted.
Response: A note has been added to both the `General Notes' on the cover
sheet and the `Building Uses' detail on sheet 2.

Dear Joe:
Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can be
granted. At this time, administrative approval cannot be granted. This site plan is denied until the issues in
this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review
Staff's comments listed below and then prepare a revised site plan which adequately addresses each concern.
Review Comments:
1) Subdivision. The subdivision needs to be completed and recorded and the new property
identification number (PIN) needs to be referenced on the coversheet of the plan.

Dear Mr. Johnson:
Upon review of the site plan dated October 16, 2007, from Urban, Ltd., we offer the
following comments:
1. Provide culvert inlet sediment trap (plate 3.08-2 VESCH) in order to provide improved
sediment protection from entering the culvert downstream of future phase 2. Please add
this detail to the Erosion and Sediment Details sheet.
Because these comments are minor, we recommend approval of the subject project. All
remaining comments shall be addressed prior to Land Disturbance Permit application. Please
submit one set of the revised plan for our records.

In response to the comments I received dated November 19, 2007 with your questions concerning
Annandale Industrial Park Lots 4 & 6: We offer the following:

Plan Title. Revise the covershect to show site plan, not
subdivision design plan.
Response:
The coversheet has been edited in accordance.
2 Cominent:
Subdivision. The subdivision needs to be completed and
recorded.

Acknowledged.
3 Comment:
FAR. On the covershect, provide the FAR.
Response:
Floor area ratio tabulations have been added to the covershect,
beneath the sheet index, as requested.
4 Comment:
Access Easement. Show the access easement off Frogale Court
for the Phase 2 building.
Response:
The access easement off Frogale Court has been darkened for
clarity.
5 Comment:
Parking Space Numbers. The covershect shows a total of 287
spaces, sheet 4 shows 278 and the landscaping sheet shows 270.
Also, some of the parking space number labels on sheet 4 are
incorrect.

Response: The exact location and size of signage is not now Imown, however,

This is to acknowledge receipt of your plans with latest revisions dated 10/15/07 for the
referenced project. The plans appear satisfactory and are approved. Please advise
the developer accordingly. We have already received sufficient sets of approved
construction plans with signed seal for VDOT distribution.
I offer the following comments:
. A preconstruction conference be held by the engineer and/or developer with
the attendance of the contractor, various County agencies and VDOT prior to
initiation of work.
. Materials used and method of construction shall apply to current observed VDOT
Road & Bridge Specifications applicable during construction of this development.
• All drainage is to be carried within the right-of-way in ditch lines or gutters along
the street to a pipe or drainage easement.

The contractor shall notify VDOT when work is to begin or cease for any
undetermined length of time. VDOT will also require 48 hours notice for
inspections.
Land use permits will not likely be required since no work is proposed on VDOT
roadway ROW. If that should change, the appropriate land use permits shall be
obtained before any work is performed on the State's right-of-way. The permit is
issued by this office and will require a minimum processing fee, surety bond
coverage, and the salary & expenses of a State assigned Inspector.
• Any entrances constructed from the referenced streets) shall meet VDOT
minimum standards. This is the developer's responsibility.
. Any signs to be installed will be in accordance with the approved plans and the
Manual on Uniform Traffic Control Devices (MUTCD), 2003 Edition.
• I suggest any utilities and/or storm sewer placed within the proposed right-of-way
be backfilled completely with C.R. Type 21-B Stone. This will greatly reduce the
possibility of any pavement settlement.
• A copy of any/all recorded plats of dedication for drainage easements or
additional right-of-way required for implementation of this proposed project
should be provided to VDOT prior to issuance of any land use permit.
Dedication should be made to the Commonwealth of Virginia.
A copy of any/all RECORDED PLATS of dedication to public use (the County of
Frederick) for drainage easements or additional right-of-way required for
implementation of this proposed project should be provided for VDOT review
prior to issuance of any land use permit.
