INC T 5s0.667.2139 BROOKE ROAD PROJECT #: 15761 —1 —0 F 5W.665.0493 FREDERICKCOLlNTY, VIRGINIA NARRATIVE ' Scope of Work: The purpose of this report is to present the results of computations and to design storm water conveyance structures required to extend the existing box culvert Park Center Drive crossing for Brooke Road Phase 2 site. The project is located in the Stonewall District, Tax Map 54, Frederick County, Virginia. The facilities described in this report were designed to comply with the requirements of Frederick County, Virginia and the Virginia Department of Transportation, Basis of Computations: This report uses the TR-55 and the Snyder Method Procedure as outlined in the Virginia Department of Transportation Drainage Manual t0 COIIIpLItC peak rLInOff rates from the drainage areas. The HY8 Culvert Analysis program was then used to aLiton)ate the culvert design methods described in FHWA publications Highway Hydrology, I-IydrauliC Design Series No. 2 (HDS-2); I-IydraLdic Design Of Highway Culverts, Hydraulic Design Series No. 5 (HDS-5); and Hydraulic Design of Energy Dissipators for Culverts and Channels and Hydraulic Engineering Circular No. 14 (HEC-14). ' Conclusions and Recommendation: ' The design of the storm drainage facilities for this project was influenced by the existing topography, existing land uses and cover conditions and drainage patterns. We offer the fol1ONVing COIIC1LISions and recommendations for the Storm water Conveyance StrLICtLIres ' for this project: • The existing three (3) 9.5' x 4' box Culverts under Park Center Drive are adequate to handle the peals flows from the 10 year and 25 year storm events without over topping the road. The box culverts will need to be extended approximately twelve (12) feet to accommodate the new access roadway. Basis of' Design: This project site lies on the south side of ROLIte 37 and the west side of U.S. Route 81 in the Port Collier Industrial Park and more specifically at the end of the existing Brooke Road Phase 1 and Park Center Drive. Runoff generally flows eastward towards U.S.Route 81 and into the existing Redbucl Run. The Soil Survey of Frederick County indicates that the soil on the site is predominately Frederick-Poplimento loams (Hydrogeologic Soil Group B). These soils have moderate infiltration rates when thoroughly wetted and consist of moderately deep to deep, moderately well to well drained soils with moderately fine to moderately coarse textures. See page 2 for soils map. Revised August 16, 2008 • Peak Runoff Computations were computed for the required storm events using SCS TR-55 and the Snyder Method. The size of the drainage areas were delineated and are shown on the included drainage area map. A runoff coefficient was computed assuming all industrial land Llse and a time of concentration was Computed. At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staffs comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments: 1) Brooke Road. Please note that Brooke Road needs to be shown on this site plan and completed concurrently with this development. Ensure that the turn lane on Brooke Road (proffer 3.3) is constructed with this project. This turn lane must be completed before the first occupancy permit on this property is provided. 2) Sil4nature Block. The signature block for the Zoning Administrator needs to include the expiration language: site plan valid for five (5) years from date of Zoning Administrator Approval. The approval block shown on the second sheet should be moved to the coversheet. 3) Proiect Summary. A project summary needs to be on the coversheet. This summary needs to show the following: site area (total) and developed area (disturbed area), building restriction lines (required and proposed), building height (max) and sign area. 4) Sheet 2. On sheet 2, the acreage summary does not match the building 3 summary; revise as indicated. The landscaping required under the building 3 summary does not meet the minimum 25%. If the parcel is 75.3 acres total and 25% minimum is required, the minimum landscaped area would be 18.4 acres, not 10.46 acres. Indicate if any wall pack or pole lighting is proposed for the site. If so, locations and details need to be provided. 13) Parking Spaces. A reference for the curb and gutter (minimum CG-6) needs to be provided on the plan and in the key notes on sheet C-205A. 14) Landscaping Plan.
