The above -referenced site plan was approved on December 6, 2007. The site plan is approved for
the construction of an office/warehouse facility on McGhee Road in the Stonewall Magisterial
District. Required site improvements include the following:
• Construction of a 12,000 square foot warehouse building.
• Construction of 1,870 square feet of office and 2,450 square feet of showroom space.
• 24 parking spaces, with curb and gutter and one handicap accessible.space, as well as two
loading spaces.
• A fully screened outdoor storage yard.
• All required parking lot and impervious area landscaping.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site
plan, including review agency comments from all relevant review agencies. I am providing you
with five (5) copies of the approved site plan. Please forward these copies to the appropriate
representative(s). Furthermore, advise the owner(s) that a copy should be kept for future
reference, and an approved copy must be kept on the construction site throughout the
development process. Once site development is complete, the owner(s) should contact this office

Buildings shall comply with The Virginia Uniform Statewide Building Code and Sections 311, S

This is to acknowledge receipt of your revised plans with latest revisions dated November 28, 2007 for the
referenced project. The plans appear satisfactory and are approved. Please advise the developer accordingly.
Please provide two sets of approved construction plans with signed seal for VDOT distribution.
I offer the following comments:
A preconstruction conference be held by the engineer and/or developer with the attendance of the
contractor, various County agencies and VDOT prior to initiation of work.
Materials used and method of construction shall apply to current observed VDOT Road & Bridge
Specifications applicable during construction of this development.
. Our review and comments are general in nature. Should conditions in the field exist such that additional
measures are warranted, such measures shall be completed to the satisfaction of the Department.
• All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe or
drainage easement.
• The contractor shall notify VDOT when work is to begin or cease for any undetermined length of time.
VDOT will also require 48 hours notice for inspections.
• Land use permits will not likely be required since the roadway at the proposed entrance has not yet been
accepted into the State system. Should that change prior to construction, the appropriate land use permits
shall be obtained before any work is performed on the State's right-of-way. The permit is issued by this
office and will require a minimum processing fee, surety bond coverage, and the salary & expenses of a
State assigned Inspector.
• Any entrances constructed from the referenced street(s) shall meet VDOT minimum standards. This is the
developer's responsibility.
• Any signs to be installed will be in accordance with the Manual on Uniform Traffic Control Devices, 2003
Edition, and the approved plans.
• I suggest any utilities and/or storm sewer placed within the proposed right-of-way be backfilled completely
with C.R. Type 21-B Stone. This will greatly reduce the possibility of any pavement settlement.
• A copy of any/all recorded plats of dedication for drainage easements or additional right-of-way required
for implementation of this proposed project should be provided to VDOT prior to issuance of any land use
permit. Dedication should be made to the Commonwealth of Virginia.
• A copy of any/all RECORDED PLATS of dedication to public use (the County of Frederick) for drainage
easements or additional right-of-way required for implementation of this proposed project should be
provided for VDOT review prior to issuance of any land use permit.

Dear Gary:
Plaruling Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This
site plan is denied until the issues in this letter, as well as all issues of the other review
agencies, have been adequately addressed. Please review Staff's comments listed below
and then prepare a revised site plan which adequately addresses each concern.
Review Comments:
1. Project Information. The project information does not need to refer to phase 1 if no
additional phases are planned.
2. Site Use. It appears that the showroom area accounts for more than 15% of the site
use.
3. Parking Lots. The showroom for this business is not considered with the automobile
dealerships/furniture stores use and should be considered retail. The spaces should be
parked at one space per 200 square feet. Also, the total square footage of the
showroom on the cover sheet does not match the total on the plans. A raised
landscaped median is required at the end of all parking bays.
4. Employee Parking. The cover sheet indicates that the warehouse will have five
employees; however, only three spaces are located behind the fence near the
warehouse.
5. Outdoor Storage. There appears to be a large gravel storage lot located at the rear of
the building; this area should be labeled. The storage shed cannot be located in an
unpaved or non -graveled area.
6. Sidewalks. The sidewalk should be continued to the end of the parking bays as
shown on the plans.

7. Loading Spaces. Stripe the required loading spaces for each use on the site.
8. Legal References. Provide the deed book and page number or the instrument
number for all previously recorded easements, deeds, rights -of -way, etc.
9. Fencing. Label the fence on the plans as "board -on -board" as shown on the plans.
10. Screening. Provide a note on the plans which states that "modlrlccllions to the
grading of the site n7a)) require additional plantings at lime Of insImetion" to ensure
that the screening between McGhee Road and the parking lot for this site is
maintained. Also, provide the height of the SWM berm along the rear of the
property.
11. Dumpster Screening. Provide a detail of the dunipster screen.
12. Signage. Provide the actual proposed size of the sign rather than the maximum
allowed.
After you have revised the site plan, please resubmit two copies so that I may verify the
information contained on the plan. I will need all approved review agency comment
sheets and at least five copies of the final plan for approval. Comment sheets are
required from the following agencies: the Frederick Court) InsImctions Departinent, the
Frederick County Delmartment of Public N,'orks (County Engineer), the Frederick County
Fire Marshal, the Frecerick County Sanitation Authority, and the Virginia Department of
Transportation.
