The checklist shorn below specifies the information which is required to be submitted as part of the site plan
application. The Department of Planning & Develapment will review the application to ensure that it is
complete prior to accepting it. If any portion of the application is not complete, it will be retuned to the
applicant(s).
(1) One (1) set of approved comment sheets are required from each relevant review
agency prior to final approval of a site plan. It is recommended that applicants
contact the Deparim.eut of Planning & Development to determine urhich review
agencies' are relevant to their site plan application. A list of potentially relevant

Dear Travis:
The above -referenced site plan was approved on December 11, 2007. The site plan is approved
for the construction of an accessory storage building at 295 Front Royal Pike in the Shawnee
Magisterial District. Required site improvements include the following:
Construction of a 2,400 square foot storage building and one handicap accessible parking
space for the benefit of this building.
A board -on -board dumpster enclosure.
All required parking lot landscaping including the infill of the existing hedgerow along
Front Royal Pike.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site
plan, including review agency comments from all relevant review agencies. I am providing you
with four (4) copies of the approved site plan. Please forward these copies to the appropriate
representative(s). Furthermore, advise the owner(s) that a copy should be kept for future
reference, and an approved copy must be kept on the construction site throughout the
development process. Once site development is complete, the owner(s) should contact this office

comments received from your office. The revision to the plans as follows:
Plannine Comments (2nd Review):
1. A copy of the recorded consolidation is attached for your files. The vacated property lines and
both consolidated PIN's were removed from the plan; only the new PIN is shown.

Site Plans for Valley Health: Shared Services Accessory Building Addition, Sheets 1 through
3 of 3, including Sheet 1 — Title Sheet (dated 11-05-07), Sheet 2 — Site Dimension &
Composite Utility Plan (dated 11-05-07), and Sheet 3 — General Notes, Site Calculations, &
Details received by the Public Services Department November 6, 2007. Plans were
prepared by: Valley Engineering — Surveying — Planning, 3231 Peoples Drive, Harrisonburg,
VA 22801.
Based on our review we have no remaining comments and this plan is considered approved by
the City of Winchester Engineering Department. Please forward us three copies of signed final
plans for our records.
No error or omission in the plans, calculations or applications (whether these plans, calculations
or applications have been reviewed by the City or not) shall permit or release the applicant and
designer from constructing this work in any other manner than that provided for in the City
Ordinances.

Lauren,
Sorry if this is a repeat, but I got a failure notice saying this wasn't delivered.
I have been working closely with Valley Health in an effort to get this site plan approved prior to year's
end, as they will lose funding for this project if the approval process goes into next year. I believe we
are close to having approval from all the applicable review agencies. The building official is close to
doing his second review, and we are still awaiting the first round of comments from public works, but
thus far the comments have easily addressed.
I spoke with John Trenary (with the Inspections Department) on the phone, and he indicated that your
office could approve early permits for foundations, prior to full site plan approval. Valley Health's
contractor would like to apply for permits for foundations, so that work can begin as soon as possible.
Considering where the site plan review stands at this point, can the contractor apply for foundation
permits? If so, what do we need to do to begin this process?

Travis, Unfortunately Frederick County does not permit the use of a chain link fence NAth slats
for screening under any circumstances (parking lot or other wise) and this site plan will not he
approved unless the parking lot is screened by a three foot evergreen hedge, board on board
fence, berm or wall.
If you need a determination letter for this issue from the Frederick County Zoning
Administrator please send a request to Mark Cheran along with a $50.00 fee.

I understand that the definition of an opaque fence specifically excludes chain link with slats,
but N\-here does the ordinance require an opaque screen? Is there another section that requires
an opaque fence or screen, rather that the requirement for the hedge I mentioned in my
previous email? I guess my point is that I believe a 6' chain link fence vrith slats would
certainly proN ide as much, if not more screening than a 3' hedge.

Travis — the fence/hedge/berm/etc used for screening headlights needs to be an opaque
screening element and chain link fences even with the slats don't meet the county's definition
of an opaque screen.
The hedge along Rt. 522 may not have been installed for the purpose of screening headlights
and as such isn't doing a very good job of screening which is why we need that fixed with this

One more question for you on the required 3' hedge between the subject property and the
Virginia Associates property to the North. Section § 165-27 (i1)(a) states "A three -foot -high
evergreen hedge, fence, berm, or wall shall be provided to prevent headlights from shining on
public rights -of -way and adjoining properties." If the intent is to prevent headlights from
shining on adjoining properties, and walls are allowed, why can't the Owner install slats in the
existing chain -link fence? It seems like that would be more effective in satisfying the intent of
the Code rather than a hedge, as is evident along the front of the property where portions of the
existing hedge need to be filled in. Please let me know what you think.

Travis, Unfortunately Frederick County does not permit the use of a chain link fence with slats
for screening under any circumstances (parking lot or other wrise) and this site plan 1,vill not be
approved unless the parking lot is screened by a three foot evergreen hedge, board on board
fence, berm or Nvall.
If you need a determination letter for this issue from the Frederick County Zoning
Administrator please send a request to Mark Cheran along with a $50.00 fee.

I understand that the definition of an opaque fence specifically excludes chain link with slats,
but where does the ordinance require an opaque screen? Is there another section that requires
an opaque fence or screen, rather that the requirement for the hedge I mentioned in my
previous email? I guess my point is that I believe a 6' chain link fence with slats Nvould
certainly provide as much, if not more screening than a 3' hedge.

Travis — the fence/hedge/berm/etc used for screening headlights needs to be an opaque
screening element and chain link fences even with the slats don't meet the county's definition
of an opaque screen.
The hedge along Rt. 522 may not have been installed for the purpose of screening headlights
and as such isn't doing a very good job of screening which is why we need that fixed with this
update.

Dear Travis:
Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This site
plan is denied until the issues in this letter, as well as all issues of the other review agencies,
have been adequately addressed. Please review Staff's comments listed below and then
prepare a revised site plan which adequately addresses each concern.
Review Comments:
1. Lot Consolidation. Provide a copy of the recorded consolidation for the file. The
lots should have been consolidated under one PIN; however, the plans still show both
PINs and the vacated property lines.
2. Vicinity Map. The scale for the vicinity map is still not shown.
3. Landscaping. Provide the proposed and existing tree types and numbers in addition
to the landscaping notes/calculations already shown. The hedgerow should be shown
across all parking spaces facing outward, as indicated on the plans.
4. Dumpster. The detail of the dumpster screen must be provided on these plans.
After you have revised the site plan, please resubmit two copies so that I may verify the
information contained on the plan. I will need all approved review agency comment sheets
and at least five copies of the final plan for approval. Per my email on 11/7/07, an actual

Dear Ms. Krempa,
This letter is to inform you of the changes that were made to the above referenced plan in accordance with the
comments received from your office. The revision to the plans as follows:
Planning Comments (1 p Review):
1. Lot consolidation has been completed and recorded.
2. Required project information was added to Sht. 2.
3. Vicinity map scale added, magisterial district added, and Health Department contact updated.
4. Project notes added on Sht 3 per comments (no new outdoor lighting is proposed)
5. Parking calculations added on Sht 2
6. Owner was notified that any outdoor storage must be properly screened. Owner indicated tractor
trailer would no longer be allowed park overnight, and no outdoor storage would be allowed.
7. Setback noted on plan, dimensional and intensity requirements added to Sht 2.
8. Existing landscaping shown and landscaping calculations added.
9. Breaks in the hedgerow are noted to be filled on Sht 2. New hedge adjoining the Virginia
Associates property added.
10. Entrances within 200-ft of the property shown.
11. All available legal references shown on plan. Legal reference for Front Royal Pike was not
available on the GIS.
12. Existing dumpster location shown on plan, and required screening was added.
13. No signage is proposed.
14. Location of outdoor lighting is noted on the plan, no new lighting is proposed.
I have also included the plan revisions in accordance with the other applicable review agencies comments I
have received to date. I am still awaiting comments from the Public Works office, and review from the FCSA
will not be required, as the water and sewer are owned by the City of Winchester (per telephone our
conversation). The City's review comments are included.
Frederick Co. Inspections:
• Egress door location shown on plan, and noted as handicap accessible. Requirements for slope noted
at door landing. Handicap parking space and signage detail added.

Dear Mr. Strong:
Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This
site plan is denied until the issues in this letter, as well as all issues of the other review
agencies, have been adequately addressed. Please review Staff's comments listed below
and then prepare a revised site plan which adequately addresses each concern.
Review Comments:
1. Lot Consolidation. A lot consolidation for this project is required as buildings
have been constructed over the property lines between 64-A-4B and 4J. The
consolidation must be completed and recorded before this Ulan can be approved.
2. Project Information. Provide the project information for this site on the plans.
See the application checklist for the required project details.
3. Cover Sheet. On the cover sheet, provide a scale for the vicinity map, provide a
magisterial district for the property, and update the contact for the Health
Department.
4. Project Notes. Provide a note which states that all utilities will be located
underground and another note which states that glare from outdoor lighting will
be shielded from adjoining properties and rights -of -way.
5. Parking Calculations. Provide a breakdown of all required spaces for each use
on the site and the provided number of spaces for each use. Also, include a total
number of parking spaces and the total number of required/provided handicapped
spaces. The handicapped spaces should be labeled on the plans.
6. Outdoor Storage. Any outdoor storage which takes place in the rear fenced yard
should be screened by a board -on -board fence. Inspection of the site revealed the
presence of a tractor trailer in the parking lot. This trailer must be removed from
the site or the appropriate outdoor storage area must be created.

7. Setbacks. Provide the required setback lines on the plans. Also, provide the
distance from the newly proposed shed to the property line. The 15 foot setback
label shown on these plans appears to point to the property line.
8. Landscaping. Show the existing landscaping on the plans and provide the
necessary breakdown of tree types/calculations.
9. Parking Lot Screening. Any gaps or breaks in the hedgerows along Route 522
and between this site and the Virginia Associates property will need to be filled in
with new landscaping. The hedge must be a consistent strip at a height of three
feet.
10. Adjoining Driveways. Show any entrances within 200 feet of the property lines
of this site. It appears that the entrance for Wolsley Real Estate property is less
than 100 feet from the entrance to this site.
11. Legal References. Provide the deed book and page number or the instrument
number for all previously recorded easements, deeds, rights -of -way, etc.
12. Dumpster. Provide a dumpster for the property and a detail of the dumpster
screen.
13. Signage. Provide the location and size of any proposed or existing freestanding
sign.
14. Lighting. Provide the location and detail of any outdoor lighting.
After you have revised the site plan, please resubmit two copies so that I may verify the
information contained on the plan. I will need all approved review agency comment
sheets and at least five copies of the final plan for approval. Comment sheets are
required from the following agencies: the Frederick Count), Inspections Department, the
Frederick County Department of Public TVorks (County Engineer), the Frederick County
Fire Alarshal, the Frederick County Sanitation Authority, and the Virginia Department of
Transportation.
