As of this week, the steel structural components of the future Wal-Mart have been erected and the exterior wall sections are under construction. The proffer statement associated with the rezoning of the site included a number of transportation improvements that are to be constructed prior to the issuance of the certificate of occupancy. These are significant transportation improvements to Route 50 and the ramps at Route 37. In discussions with representatives from the Virginia Department of Transportation, the necessary permits to enable the proffered improvements within the State's right-of-way have yet to be issued; but more importantly, application for the permits has not been made with VDOT. I bring this to your attention because it is both VDOT's and the County's expectation, as stated in the proffer statement, that these significant road improvements will be constructed prior to the issuance of the certificate of occupancy for your project. Road improvements directly associated with the increase in traffic generation resulting from the Wal-Mart facility must be installed prior to the issuance of the certificate of occupancy. The County and VDOT will consider bonding the minor proffered road improvements that do not directly interfere with the movement of traffic, such as paved ditches or entrances that will not be used in conjunction with the opening of the Wal- Mart site. The proffer statement specifies that there will be one entrance sign for each of the three entrances into the development. These signs are proffered to be monument style and limited to 20' in height. Please remove the proposed pylon signs from these locations and provide details for the proffered entrance signs. All off -premise business signs are required to obtain approval through the conditional use permit process. 1;) Street & .Stop Signs. Please provide a notation on the site plan to the effect that street signs and stop signs shall be provided by the developer for each road intersection. 9) Drive-Thru Pharmacy. Please label what appears to be tubes for the drive-tlhru pharmacy. Please also show the required 90' of stacking distance for each drive-tlu•u lane. Please remove the landscaping calculations on page 2 of 51 and simply reference the separately submitted landscaping plan. There are inconsistencies between the two documents. 20) Curb & Gutter. Please provide curb and gutter with curbing a minimum of six inches in height. In our recent conversation on the telephone regarding this requirement; you indicated that the proposed CG-7 exceeded this requirement. However, after review of the typical details for the CG-7, it appears that this curbing is less than six inches in height. Please provide CG-6 for all locations which required curb and gutter. 21) Outdoor Stoz•age/Display Areas. Please show any areas where outdoor display or storage is proposed. If no outdoor storage or display is proposed, please provide a notation to this effect. Outdoor display in required parking spaces is not permitted. 22) HDP. Please clarify what 1-IDP stands for. This notation is found in the rear of the retail shops found to the west of the Neal -Mart Supercenter. 2.3) Architectural Standards. Please provide a summary of the architectural standards to be used within the proposed development/building. 24) Historical Home. Per the proffer statement, please provide staff with a copy of the historical analysis of the existing historical home prior to its demolition. 25) Loading Space Width. Please widen the proposed loading space so each loading space is a minimum of 12 feet. On page 3 of 51 there is a notation in the development analysis tabulation which states that all parking spaces for the Wal-Mart will be 9.5' x 18'. This calculates to 171 square feet. The Frederick County Zoning Ordinance requires all spaces to be a minimum of 180 square feet. However, it appears that the majority of these spaces are at angles other than 90 degrees and the measurement of 18' is actually 20'. Please re -label the dimensions of these spaces on the site plan to reflect this. The spaces which are at angles of 90 degrees do not appear large enough. Please enlarge these spaces to ensure that all spaces are a minimum of 180 square feet. 6) Curb & Gutter. Please provide curb & gutter for all parking areas. CG-6 is the standard type of curb & gutter used in this area. CG-2 is not appropriate for parking areas, because there is no gutter. 7) Entrance Spacing. At the eastern entrance to the development, please remove the individual lot entrances which are less than 200' from the intersection of Route 50 W. 8) Landscaping Plan and Calculations. Please provide parking lot landscaping calculations in accordance with Section 165-27 E (11) of the Frederick County Zoning Ordinance. For this development, one perimeter tree is required for every 2,000 square feet of impervious area up to 100,000 square feet, and one tree for every 5,000 square feet thereafter. In addition, one interior tree is required for every ten parking spaces. Please provide a landscaping plan. The landscaping plan must indicate the size, species, and location of the proposed landscaping. Based on the 473,114 square feet of parking area (impervious area) and the 1260 proposed parking spaces, Staff calculates that 251 total trees are required for perimeter and interior parking lot landscaping. 9) Evergreen Hedge Rows. Please provide an evergreen hedge row to screen headlights around the perimeter of all parking areas facing the proposed private road and adjoining residential parcel to the east. 10) Buffers and Screens. Please show details and typical sections of the required zoning district buffer along the right property line of the development. Please also show details and typical sections of the proffered buffers along the north and south property lines. These improvements need to be implemented as part of this site plan. Staff believes that it is more beneficial to have the ten foot wide landscape screen north of the proposed collector road if that road is constructed as part of the Wal-Mart development (Phase 1). 11) Loading Spaces and Calculations. Section 165-28, of the Frederick County Zoning Ordinance requires one loading space for the first 10,000 square feet of retail floor area, plus one loading space for each additional 30,000 square feet. Based on the 171,123 square feet of proposed retail area, please provide seven loading spaces. Loading spaces are required to be a minimum of 12 feet wide and 45 feet long with vertical clearance of 14 feet. Loading areas which are separate from parking areas are required to be paved. As proffered for the property, please provide a narrative explaining the conclusions of the geotechnical analysis. This analysis must be submitted for review by the Department of Public Works. 13) Sidewalks. Please provide sidewalks, walkways, and crosswalks throughout the development to provide improved pedestrian access to the facility. A sidewalk linking the future sidewalk of the collector road with the Wal-Mart facility is warranted. Please also show all other sidewalks around the buildings. Details of the proposed sidewalks must be shown on the site plan. 14) Floor Plan. Please provide a floor plan of the Wal-Mart building which shows the area of all proposed uses. It would be suitable to show this floor plan layout with the parking lot calculations to provide a reference of where each use is located on the site. 15) Use of Center Travel Lanes - Fuel Station. Please clarify what the center travel lanes will be used for. Drive-thru lanes are required to have a minimum of 90' vehicle stacking and be at least nine feet in width. 16) Four Parking Spaces Facing Road. There are four parking spaces which require vehicles to back directly onto the proposed road referred to as Little North Mountain Road. These spaces are located just to the east of the Garden Center. Please eliminate or relocate these spaces so they do not require vehicles to back directly onto the proposed road. 17) Container/Storage Areas. It is common for large retail facilities to use shipping cargo containers as storage. Storage within shipping cargo containers is only permitted if the containers are shown on the site plan and are permitted by the Frederick County Inspections Department prior to installation. Please show a location on the site plan where shipping cargo containers will be installed. Please also screen this area from adjoining roads and properties. 18) Proffered Architectural Standards. Please provide details regarding what architectural standards will be utilized for the proposed buildings as designated by the Architectural Control Committee. 19) Wal-Mart Sign. The overall layout plan shows the sign at the collector road entrance as a Wal-Mart pylon sign. Please be aware that the proffer statement limits signs within the 50' buffer area to 20' tall monument style signs; one at each entrance. Please re -label this sign as an entrance monument sign. Customers are encouraged to group boxes whenever this is practicable, especially at or near crossroads, at service turnouts, or at other places where a considerable number of boxes are located.
