SITE PLAN APPLICATION CHECKLIST
The checklist shown below specifies the information which is required to be submitted as part of the site plan
application. The Department of Planning & Development will review the application to ensure that it is
complete prior to accepting it. If any portion of the application is not complete, it will be returned to the
applicant(s).
(1) One (1) set of approved comment sheets are required from each relevant review
agency prior to final approval of a site plan. It is recommended that applicants
contact the Department of Planning & Development to determine which review

Please ensure a copy of the approved permit assembly is kept at the job site whenever working
within the Route 1092 right-of-way. I would also like to remind you of the need to erect and
maintain proper traffic control in accordance with our Virginia Work Area Protection Manual.

After review of the site plan for the above referenced project, the following comments are
provided on behalf of the Winchester Regional Airport Authority
1. The proposed building does not appear to penetrate the airport's FAR Part 77
surface based on the information provided therefore airport operations should not
be impacted by this building project. Due to the location of the proposed building
within the flight pattern, we are requesting that all lighting for this site be of the
shielded type to minimize possible light pollution on aircraft entering the pattern for
Runway 32.
2. During the construction phase of the building. all cranes will be required to have
an aviation obstruction flag or obstruction light visible during operations
and must be lowered at night unless lit Twenty-four hours prior to crane
operations. David Foley, Operations Supervisor for the Winchester Regional
Airport must be notified in order to issue appropriate information to authorities
providing pilot briefings about the crane operations.

We have received your revised site plan dated September 1, 2004 for the referenced project. It
appears all of our earlier review comments have been satisfactorily addressed. Please advise the
owner of our approval. Also please provide three (3) sets of approved construction plans
with signed seal for VDOT distribution.
The appropriate land use permit may now be applied for to cover work within the Route 1092
right-of-way. The permit is issued by this office and will require a minimum processing fee,
surety bond coverage, and the salary & expenses of a State assigned Inspector.
Once satisfactory application has been made, a permit will normally take approximately thirty
days to process and issue. Should you have any questions, do not hesitate to call.

Building addition shall comply with The Virginia Uniform Statewide Building Code and Sections
306, Use Group F (Factory and Industrial) of the International Building Code12000, Other Code
that applies is CABO A117.1-98 Accessible and Usable Buildings and Facilities.
Please note the requirements in the IBC for either Fire Barrier under section 705 or compliance
with height and area limitations with fire suppression provided. Note- section 507, tTnlimited
Buildings cannot be utilized without a minimum 40' to the property line with a'-' HR fire rating or
60' plus without a rating .
Foundations shall extend below the elevations of the existing sanitary sewer and fill material
placed parallel to the structure . Noted on sheet #3.
HC parking appears to be in compliance however please note that the side walk on the accessible
route shall slope at less than 1' in 20' at elevation changes or shall be designed and permitted as a
ramp per CABO A117.1-98. The parking and unloading area shall not slope more than 2°0 across --
area. -All required egress doors shall be accessible. Door locations is not indicated can the plan
"this time.
Design Professional lic. in VA shall seal the structural plans submitted for permit application and
special inspection requirements of Chapter 17 of IBC shall apply to this type of structure. (soils.
concrete, steel ect.)

manufacturing building, the new addition consists of 11,460 square feet. The parking lot expansion for this
addition will consist of forty-seven (47) spaces, including two handicap parking spaces. This site plan also
includes a screened outdoor storage area and new dumpster pad site where the former truck turn around area was,
the entire outdoor storage area will be screened by a board on board fence. All requirements of the Frederick
County Zoning Ordinance have been adequately addressed in the site plan, including approvals from all relevant
review agencies.
I am providing you with four (4) copies of the approved site plan. Please forward these copies to the appropriate
representative(s). Furthermore, advise the owner(s) that a copy should be kept for future reference, and an
approved copy must be kept on the construction site throughout the development process. Once site development
is complete, the owner(s) should contact this office to schedule an on -site inspection. Do not hesitate to contact me

We are in receipt of your comments dated July 22, 2004 and offer the following responses:
Comments from Frederick County Planning
Comment 1: Tractor Truck Trailers and Cargo Containers. Inspection of the existing use revealed that
there are three cargo containers and a tractor truck trailer in the existing truck turn -around area. In
addition, a tractor truck trailer is in one of the twin existing loading spaces and is currently being used for
storage. Please specify, the removal of the three cargo containers and the two tractor truck trailers being
used for storage. It wnuld be appropriate to specify the removal of these items prior to the issuance of an
occupancy permit of the proposed building addition.
Response: Per our discussion, the cargo containers will be permitted. They will be enclosed in the
proposed outdoor storage area. 'Fhe owner is aware the trailer needs to be removed once the storage area
has been constructed.
Comment 2: Future Storage Addition Suggestion. An employee of GRW informed staff of a current
storage problem during a visi► to the property and indicated that a future addition for storage is possible.
In light of this, staff would suggest that an addition for storage be considered on this site plan if a future
expansion is anticipated by the owner. ntis could eliminate the requirement for another site plan in the
future.
Response: We have informed the owner of the Planning Department's recommendation to incorporate a
storage facility into the proposed building addition.
Comment 3: Existing Loading Spaces. Please change the number of existing loading spaces to two, as the
existing facility has twin loading spaces, not one.
Response: The cover sheet notes regarding existing loading spaces has been revised to reflect two (2)
existing loading spaces.
Comment 4: Dumpster. Please specify the relocation of the existing dumpster to the approved dumpster
pad site. Currently the dumpster is sitting on gravel in the truck turn around area.
Response: 'Fhe proposed outdoor storage area provides an additional concrete pad to house the existing
recycle containers and trash dumpster.

Comment 5: Perimeter Landscaping Calculations. The one shade tree per 40' of parking perimeter is no
longer the method for calculating perimeter landscaping. Section 165-27 F. (11)(a) requires one shade tree
for every 2,000 square feet of impervious area. Please provide the total proposed impervious area and
recalculate the required number of perimeter trees to reflect the current zoning ordinance requirement.
Also, please modify the landscaping plan and planting schedule as necessary to reflect any changes.
Response: The perimeter landscaping calculations have been revised to reflect current landscaping
ordinances. The number of perimeter plantings did not change; therefore, no revisions were necessary to
the landscape plan.
Comment 6: Number of Trees. Please ensure that the number of trees shown on the landscape plan is
consistent with the number of trees called for in the planting schedule and the landscaping calculations.
The current plan shows 18 trees, but 20 trees are noted in the planting schedule and the landscaping
calculations. Please adjust as necessary.
Response: We have checked the number of trees shown on the landscaping plan. As per our original plan
submission, twenty (20) trees are shown.
Comment 7. Evergreen Hedge Rows. Please change the .spacing of the proposed evergreen hedge rows to
a minimum of three feet off -center. 77tree feet minimum spacing is the standard spacing distance used to
ensure a continuous hedge rowscreen. Please also change the size requirement to indicate that the shrubs
shall be three gallon container size at planting.
Response: The note regarding the sire of the shrubs has been revised. Additionally, the shrubs shown on
the landscaping plan have been adjusted to conform to the Moot on center placement, thus resulting in 2
additional shrubs. The totals on the landscape -planting schedule have been revised to reflect this
adjustment.
Comment 8: ExistingBuilding, Loading Parking. and Entrances. Please show the footprint of the existing
building, the existing parking areas, the existing loading spaces, the entrance off of independence Drive,
and the entrance to the adjoining parcel to the west, which is located off of GRW's driveway.
Response: The plans have been revised to show the entire footprint of the existing building, parking areas,
loading spaces, and the existing entrances on Independence Drive and along the western property line.
Comment 9: Easements and Utility Lines. Please show all existing and proposed easements and utility
lines. Upon review of the former site plan, the water lines and easements are not shown, nor are the
electrical lines and easements, the storm sewer easement, general utility easement, or the shared access
easement shown.
Response: 'rhe plans have been updated to include all existing utilities and associated easements.
Comment 10: Existing Sanitary Sewer Line. It appears that the existing sanitary sewer line will be
covered over by the proposed building addition. if this line must be relocated, please show the location of
the proposed new line and easement. Approval of the line at this location must be obtained by Building
inspections and theSanitation Authority.
Response: The existing sanitary line in question is the sanitary lateral for the existing facility. FCSA has
reviewed the plans and offered the following comment, "Do not need any drawings, FCSA not involved in
work." Consequently, the plans were approved by FCSA (John Whitaker) June 30, 2004. however, upon
consultation with the general contractor, it was decided the sanitary lateral should be relocated to avoid
future problems. 'I7ic relocation of this lateral is indicated on the plans.

Court. Victory Drive should be Victory Road.
Response: The street name errors on the vicinity map have been corrected.
Comment 14: Outdoor Lighting. Please provide a .statement that all lighting shall be shielded and
directed downward to prevent off -site glare. Please show all proposed lighting and provide lighting
details.
Response: A note regarding outdoor lighting "shielding and glare" has been added to the cover sheet and
site plan sheet. At this time, all proposed lighting will be determined by the owner's lighting contractor. In
order to help serve your comment, we have appended note #6 on the site plan sheet to address lighting
location and details.
Comment 1.5: Outdoor Storage. Please show all outdoor storage. If no outdoor storage is proposed,
please provide a statement to this effect on the site plan.
Response: Per our discussion, an outdoor storage area is now proposed. 'Phis area is reflected on the plans
and a note to this effect has been added to the cover sheet and site plan sheet.
Comment 16: Owner's Name. Please provide the contact person for the property owner. 77te signature on

Business Center Lot 5 and was approved October 10, 1997.
The stormwater, landscaping, parking, and other zoning requirements have been computed by
factoring in the existing building and its appurtenances.
The existing SWM pond adjacent to the site was designed based on ultimate build -out of the
surrounding 10.75 acre drainage area This existing pond is currently handling the existing
GRW complex as well as other developments within the drainage shed.
