To The Planning Commission and Board of Supervisors of
Frederick County, Virginia
RE: Proposed rezoning of Property Owned by Robert J. and
Asolva D. Crouse located 9 miles west of the Citv
of Winchester, Virginia, one and one-half miles off
of Route 50 on the south side of Route 614 in Frederick
County, Virginia and conveyed to Robert J. and Asolva
D. Crouse by deed of Gifford E. McPoland, Esther W.
McPoland and John Leslie Bell by deed dated March 28,
1968 of record in Deed Book 340, page 615 in the
Office of the Clerk of the Circuit Court of Frederick
County, Virginia from Agricultural A-1 to Agriculatural
A-2.
The undersigned Petitioners respectfully
petition the Frederick County Planning Commission and Board
of Supervisors to deny Application for Rezoning No. 078,
filed November 8, 1971 to rezone certain property owned by
Robert J. and Asolva D. Crouse from Agricultural A-1 to
Agricultural A-2. Although your Petitioners, who are

property owners in the area of the proposed rezoning, wish
to make it perfectly clear that they bear no personal ill -
feeling or animosity toward Robert J. and Asolva D. Crouse,
they respectfully represent that the proposed rezoning should
be denied for many reasons, of which the following are
representative:
(1) Such proposed rezoning will appreciably
depreciate the value of the surrounding property.
(2) It is a known fact that once the integrity
of zoning in a given geographic area is broken, areas
contiguous to the rezoned area become themselves rezoned,
thereby substantially altering the former character of the
area.
(3) The proposed rezoning would represent
spot zoning, which defeats the general purpose of the
zoning ordinance.
(4) The proposed rezoning and construction
and operation of a general store and gift shop will serve
no need that is not already served by numerous stores and
gift shops of similar nature located on Route 50 between
the Winchester city limits and its intersection with Route 614.
(5) Preservation of the area as it is pre-
sently zoned will result in more revenue to Frederick County
as the property in the general area is more suited to
ultimate development for residential purposes than to other
purposes.
(6) The proposed rezoning should be denied
because from an environmental point of view the present
zoning is much more satisfactory and suitable to the
present character of the land.

Quest that the proposed rezoning of the Crouse property be
denied.
