Wilkins, Inc. 7 South Loudoun Street Winchester, Virginia 22601 Dear Jim: In answer to your letter of August 3rd to Roger tklderman, please be informed that the Board of Supervisors and the Planning Com- mission adopted the following administrative procedures for rezoning requests in 1969: a. submittal of rezoning petition accompanied by plat and survey in triplicate to the Board of Supervisors Executive Secretary. A check for eighty dollars ($80) must be submitted with each petition to defray the cost of advertising of Public Hearings. b. The Board of Supervisors will refer the petition to the Planning Commission for its recommendation. c. After conducting a duly advertised Public Hearing the Planning Commission recommends approval/disapproval to the Hoard of Supervisors. d. The Board of Supervisors then acts upon the petition after conducting its own Public Hearing and considering the Planning Commission recommendation. Some of the above may seem redundant, however, most is required by the Code of Virginia. one item that might be helpful - your petition can be accompanied by other exhibits which you believe might be useful. Krueger Secretary Frederic% County Planning Commission 19 Court Square I1linchester, Virginia, 22601 Dear Don: Reference is made to your letter of August 11, 1971 concerning the rezoning of Our land ,fronting on Route 659 just east of the City of Winchester, Virginia. Enclosed are three copies of a plat showing boundaries, Iocation, and dimensions of the land that we wish to have rezoned. I am also enclosing our checl� ,for P)80.00 to cover the cost of advertising. There are rental and apartment units to the north and west of this property, and recently a piece of land just west was zoned for multiple —family dwellings ,for Carlin Smith. Last year my associates and I built approximately sixty—five apartment units and they were all rented before construction was completed. Ile have a long wait— ing list and receive numerous calls daily for apartments and housing. 17e propose to use most of this land for townhouses, garden apartments, and this type of structures. !""✓e feel there is a great need and demand in Frederic% County for this type of project. After some study, I do not thtn.lti there would be any serious difficulty in obtaining sewer and water for this project from the City of Winchester.
