Gentlemen:
I am enclosing plats of the property owned by KENRAY. KENRAY
is a partnership of J. Kenneth Robinson and Ray Robinson Jr.
This property is located approximately one mile from the
city limits of Winchester on U.S. Rt. 522 north at the Junction
of U.S. Rt. 522 north and Rt. 739 (Fox Drive and Apple Pie
Ridge Road).
We are requesting that three parcels of this land be rezoned
from A-1 to B-2.
These parcels are outlined in red on the enclosed plats and
numbered, parcel number 1, parcel number 2, and parcel number 3.
Parcel locations and descriptions:
Parcel Number 1:
Location: Located in the southwest quadrant of the intersection
of Rt. 739 (Fox Drive) and U.S. Rt. 522 and containing approximately
6.09 acres.
Description:
Bordered on the north by U.S. Rt. 522 and other land of KENRAY
(zoned B-1), on the east by Rt. 739 on the south by land of
Burl and June Carpenter and on the west by property right of
way of the Virginia Highway Department.
Parcel Number 2:
Location: Located in the northwest quadrant of the intersection
of Rt. 739 (Apple Pie Ridge Road) and U.S. Rt. 522 and containing
approximately 1.08 acres. This parcel being made up from those
properties previously owned by Mabel Cather and William and Mary
Gail Fraula.

Description:
Bordered on the north by property right of way of the Virginia
Highway Department, on the east by Rt. 739 Apple Pie Ridge Road
(dead ended), on the south by U.S. Rt. 522 and on the west by
property right of way of the Virginia Highway Department.
Parcel Number 3:
Location: North and west of relocated Rt. 739.
Description:
Bordered on the north by land of the Frederick County School
Board and other land of KENRAY, on the east by Rt. 739, on the
south by Rt. 739 and on the west by land of Robert J. and Sara

We are asking the rezoning of this parcel number 3 as far north
as is indicated in order to take full advantage of the topography
of this land for possible commercial use as specified under "Use
Regulations" pages 15 & 16 of the Zoning Ordinance of Frederick
County, Virginia approved 1967. Please rest assured that it is
not our intention, nor would it be to our interest to use this
land in any manner that would be objectionable or detrimental
to the Frederick County School Board or any of our other neighbors.
It might be noted that before selling to the Frederick County
School Board, KENRAY indicated that we felt the above described
land would be of commercial value and there was no objection
from those present.
If public water and/or sewer facilities are offered in this
area it would be our intention to have this land served by same.
This is evidenced by our having a tube placed under Rt. 37 and
Rt. 739 at KENRAY'S expense during the time of construction.
We are also enclosing our check to Harry L. McCann, Treasurer
in the amount of $80.00 to cover costs.
