VIRGINIA PETITION FOR AMENDMENT OF THE FREDERICK COUNTY ZONING ORDINANCE To: Board of Supervisors of Frederick County, Virginia and Frederick County Planning Commission Re: Amendment of the Frederick County Zoning Ordinance from A-1 to B-2 to permit the erection and maintenance of a Truck Service Center Your Petitioner, Herbert E. Ratliff, respectfully represents unto the Frederick County Board of Supervisors and its Planning Commission the following: 1. That he is the owner of a 4.5913 acre parcel of real estate situate on the East side of Virginia Highway No. 642 and South and East of the Kernstown I-81 interchange as more particularly described by plat and survey attached hereto as Exhibit -A. 2. That said property was purchased October 2, 1965, by deed duly recorded in the Clerk's office of the Circuit Court of Frederick County, Virginia, in Deed Book 315, at page 813, for its intended use as a truck and auto service center. 3. That plans for such center were prepared in 1966 as will be noted from a copy thereof attached hereto as Exhibit-B. 4. That your petitioner believes and so alleges that at the time of the purchase of said real estate and the planning for its use the Frederick County Zoning Ordinance had not been adopted and was not until March, 1967. Your petitioner believes that at the time of adoption of the Zoning Ordinance said parcel would be classified as a non -conforming use within the intent of such Zoning Ordinance. I r S. That the Board of Supervisors Idid in March of 1967 adopt a Zoning Ordinance placing your petitioner's land in that certain district designated A-1 lwhich was contrary to its intended use. 6. That the use of said property as a truck and auto service center is not permitted in an A-1 district but would be a permissable use in a B-2 district. 7. That your petitioner intends to construct a truck service center building on said realty similar to that shown by Exhibit-C attached hereto. WHEREFORE, your petitioner requests that the Frederick County Zoning Ordinance be amended changing the classification of his property described hereto from A-1 to B- 2. LARGENT. Attractive interior of parts sales office was decorated by local Stran Franchised Builder. The entire Stran building is heated with gas unit heaters. Four 200,000 BTU units are used in the shop area, one 80,000 BTU unit is used in the hydraulic unit overhaul room, and two 200,000 BTU units are used in the parts and sales offices. Air conditioning is used only in the sales and office sections of the building and is supplied by an 11- ton unit. To keep the operating costs of this heat- ing and cooling equipment as low as possible, the Stran building is lined with 11/2 inches of glass fiber insulation. Stran building designs easily accommodate over- head door installations, and the building owner took full advantage of this feature. Eleven power - operated overhead doors are used in the shop area of the Stran building. Six doors measure 22' x 14', four are 14' x 14', and the smallest is 14' x 10'. Aside from his help in negotiating with local of- ficials, the Stran Franchised Builder gave Interna- tional Harvester a turnkey job. They enjoyed one - point responsibility for the site preparation, foun- dation, plumbing, electrical work, building erec- tion, and interior finish. The performance of their building since completion shows that this coordina- tion of responsibility pays off in a quality structure. International Harvester is a satisfied Stran building customer.
