PETITION TO RE -ZONE
TO: FREDERICK COUNTY BOARD OF SUPERVISORS
FREDERICK COUNTY PLANNING COMMISSION
Comes now your petitioner, Donald L. Bayliss, owner
in fee simple of certain tracts or parcels of land, lying and
being situate in Gainesboro Magisterial District-, Frederick
County, Virginia, lying and being situate on the Southern side
of State Route # 701, and just North of Route # 705, and just
West of U. S. Route # 522, and East of Route # 703, and
containing in the aggregate approximately 1600 Acres as shown
on a plat attached hereto which sets forth the various tracts
or parcels of land requested in this petition for re -zoning.
Your petitioner requests the re -zoning of approximate]
15 Acres on the Northeast corner of said area from A-1 to B-1
for the purposes of stores, gasoline service stations and other
uses in support of the residential development of the area of
the petitioner.
Your petitioner requests the re -zoning of the remainir
portion of said approximately 1600 Acres from A-1 to R-2 for
the purpose of development of residential lots in a recreational
type subdivision known as Lake Holiday Estates, surrounding a
large lake (it is estimated that the lake will contain 175 to
250 Acres, depending upon the height of the dam, the geological
environment and engineering feasibility, it being the intent
of your petitioner to create the largest lake possible), and
for the development of an 18-hole golf course, club houses for
the golf course and club houses for the boating and other
recreational uses of the land.

Your petitioner plans to establish a centralized
water and sewer system for the use of the lot owners and the
petitioner, approved by the Virginia SitLe Department of Iiealth,
the local Department of Health,and the State Water Control
Board.
The recreation to be offered in this area will be
boating, fishing, golfing and other related activities.
That in the opinion of your petitioner, it is for
the best- interests of the County of Frederick and its citizens
that the requested re -zoning in this area be granted.

The second important feature, the golf coarse and clubhouse facilities'
should greatly enhance the project as a quality connani'ty., The.golf course
is expected to cover about 204 acres and is to be bordered, in most parts, by
single family lots. The golf course will offer both the recreational facilities
of the course itself and the social facilities of the clubhouse to the residents.
Also included in the plans are various open space areas to be used by the
lot Owners. These areas are expedted to remain basically virgin land to be used
for such recreational activities as hiking and pichidking. To maintain these
areas, as well as the other private facilities, an association will be formed
from the lot owners of the community. Yearly dues would be established and
collected to nermit the maintenance of t'nese Drivate areaa and enable the
association to construct any additional recreational facilities desired.
A neighborhood cominercial area of 15 acres, with access to the surrounding
community, is to be set aside to Provide the basic shopTing needs. F'xamnles
are grocery and drug stores, gas statiors, cleaners and the like.
From a community of this type, many benefits, both direct and indirect,
would flow both to the County and to the residents of Frederick County. An
example of a benefit to the County is reflected in the attached com-putation
of tax revenues, which is a rough estimate only. For the residents of the
area, more jobs and income would unquestionably result for many years to come.
In aa..ldition, a duality project of the type now projected would undoubtedly
attract to the area many recreationally oriented families from WO-shington and
elsewhere who, in the absence of a project like Lake Holiday Estates, would
simpl:v 7(-eI.Qewhere to spend their Mine and money.

LAKE TiOLIDAY PROJECT
WATER AND SEWERAGE FACILITIES
It is proposed that the project be served by a central water
and sewerage system comprised of the following.
WATER
The water supply system would initially be served by a
series of wells. After the initial development occurs, a reservoir

would be constructed on Big Hollow to provide a surface supply for
the project. i
A treatment plant, storage tank and mains would provide a
potable supply to the development. Fire protection would also be
provided.
The ultimate system would have a capacity of 1.400 MGD to
provide for maximum day demands.
SEWERAGE
It is proposed to construct a secondary treatment plant on
Isaacs Cr(!("":_ to tret-itm(-,nt facilities for the project.
Stage development would insure flexibility in operation of the plant.
The plant would be designed as a biological treatment plant and
would make use of the contact stabilization treatment process.

Construction of the dam and lake would insure adequate dgi-
lution flows in the stream during summer months.
Ultimately the plant would be designed with a capacity of
