To: The Board of Supervisors of Frederick County, Virginia
Re: Re -zoning of a Part of Madison Terrace Subdivision by
James R. Wilkins, Incorporated, and James L. Bowman
and Mary Jane Bowman, his wife.
Come now James R. Wilkins, Incorporated, and James L.
Bowman and Mary Jane Bowman, his wife, and say as follows:
(1) That your petitioners own different portions of
a Subdivision known as Madison Terrace, which lies partly in the
City of Winchester, Virginia, and partly in the County of
Frederick, Virginia.
(2) That the zoning in the City of Winchester is R-5
or Multiple -Family, and the zoning in the County of Frederick is
R-1 or Single -Family.
(3) That the portion in the County is bounded on the
East by Interstate Highway No. 81, on the South by Woodstock Lane,
and on the Northern side by R-5 in the City, and R-1 in the
County. Also a portion of the property in R-1 in the County is
being used for Multiple -Family dwellings.
(4) That your petitioners request the zoning change
from R-1 to R-2 for Lot Nos. 12, 13, 14, 15, and 11 which are the
property of James R. Wilkins, Incorporated, and for the same
re -zoning of Lots 29, 30, 31, 32, 33 and 34 which are the property
of James L. Bowman and wife.
(5) That this change in zonxg would encourage good
zoning practice and would clear up any difficulties concerning
inequities in the zoning as presently existing.
(6) That a plat of said property may be found of record
in the Clerk's Office of the Circuit Court of Frederick County,
Virginia, in Deed Book , Page , and a copy is
attached to this petition.
Your prompt attention to this matter would be greatly
appreciated.
