This property is adjacent to (Ile Victory Road Industrial area. This application consists oftwo Pal•cels, 81 and 81B. Both Parcels are currently in the Mobile fIome Community (MI-11) District. The owners propose to rezone Parcel 81 (4.66 acres) Residential Performance (RP) and Parcel 81 B (0.85 acres) to Light Industrial (M 1). This report has been prepared for the puillose of assessing the impact on Frederick County by this rezoning. SITE SUITABILITY The subject property is located within the "Urban Development Area" as defined within the Frederick County Cojjjpr hensive Police, Plan. This designation reflects the intention of Frederick County to allow for more intensive development on the subject site. The purpose of this area designation is to direct the expansion and improvement of public utilities and infrastructure to areas that will be Intensively developed. In addition, the subject site is located within the Airport Support Area (ASA) which discourages additional residential development within the ASA. This property is located under the flight path of aircraft utilizing the airport and is therefore subject to aircraft noise. This impact is mitigated by inserting language into the apartment leases, subject to Airport approval that will inform all lessee's of the aircraft noise and prohibit them from complaining about the noise. Flood Plains This property is in flood zone "C", an area of minimal flood hazard as determined by reference to FIRM Community Panel No. 510147-0050-13. Wetlands I'he National Wetlands Inventory Map does not show any wetlands areas on this site. Mature Woodlands Approximately 30% of the 5.51 acre tract is wooded. The WCikert-Berks soil type, which covers approximately 40% of the site, is listed as "not suited" or "poor]), suited" to cultivated crops, hay or pasture. The remainder of the Site is covered by the Clcarbrook soil which is listed as "moderately well suited" to "fairly well suited" to these agricultural p117)oscS. Steep Slopes This site contains steep slopes along the frontage of Route 50/17 and along the rear of the property where (old Route 50 was located. These areas comprise approximately 25% of the site. ']')le site will be graded such that the proposed uses can be constructed while meeting the zoning requirements with respect to steep slopes. Constniction Concerns There are several aspects of the soils and the geology of the subject site that will need to be addressed in order to establish a residential community on this property. The depth to shale bedrock ranges from 27 to 30 inches. This shale can be reused as fill, since it is generally friable. The Clearbrook and soil has seasonally high water tables. Between October and April, the water table in this soil can be within two feet of the surface. These soils cover about 60% of the property. This feature will present only a minor obstacle, which can be surmounted with proper grading and sound geotechnical design. The Weikcrt-13crks soil type is listed as being a severe erosion hazard. ']'his soil type covers approximately 40% of the property. All construction on this site will conform to the standards within the Vir inia Erosion and Sediment Control Handbook. This will include the placement of silt fence, sediment traps. And it will also require reseeding of all disturbed not paved or built upon. These issues related to the on site soils and geology will be. addressed during the site planning and by implementing accepted construction methods while adhering to current County and State Codes. ADJOINING PROPERTIES The subject site is bounded on the east by vacant light industrial (M1) zoned land, on the south and west by vacant Rural Area (RA) zoned property, and on the north, across Route 50/17 by occupied RA zoned ]and. The area to the north of the site has a mix of uses, including a night club/bar and single family dwellings. Under this zoning, the maximum allowed density for parcel 81 (4.66 acres) is 37 units. Parcel 81 B is also zoned MHI. The parcel is improved with one building and a gravel parking area. The structure has been used as a tattoo parlor and as office space. The building is currently vacant. The maximum density allowed on this parcel is six (6) dwelling units. PROPOSED IMPACTS The proposed zoning for parcel 81 is Residential Performance. This district will allow for a maximum density often (10) units per acre or 46 residential units. The proposed zoning for parcel 81 B is Light Industrial (N41). This district for a floor area ration of 1.0 which could result in a maximum floor area of 37,026 square feet. TRAFFIC ANALYSIS The existing mobile home community on this property generates approximately 160 vehicles per day (vpd), based on ten (10) trip per day per single family dwelling. The proposed use on parcel 81, 36 apartments will generate approximately 237 vpd, based on a trip rate of 6.59 vpd in the ITE Trip Generation Manual, 6°' Edition. Parcel 81 B, when rezoned to M 1 will result in approximately 258 vpd, based on a trip rate of 6.97 vpd/1,000 square feet of floor area as indicated in the ITE Trip Generation Manual. Traffic data for Route 50/17 has been supplied by the Virginia Department of Transportation's Edinburg office. The annual average daily traffic volume estimate in the year 2000 for Route 17/50 from the intersection of Route 522 to the intersection of Carpers Valley Road (Route 723) is 21,000 vehicles. This volume should be projected at 5% annual increase to the proposed build out year of the site. The build out of this site is estimated to be three (3) years, therefore the estimated average daily traffic volume in the year 2004 is 25,525 vehicles. Based on the Above, impacts to the existing flow of traffic will be minimal. These impacts will be mitigated during the site plan approval process where by the existing entrance to the mobile home park will be upgraded and relocated to meet current standards. Access to the proposed RP zoned parcel shall be provided for by relocating the existing entrance to align with the existing cross over in Route 50. Access to the proposed MI parcel shall be through parcel 81A, to the east, to Arbor Court and thence to Route 50. 'WATER SUPPLY This development will have a minor impact on the existing water supply of Frederick County. This impact is outlined below. The impact of this proposed development on water supply systems is based on design volumes supplied by the FCSA. SANITARY SEWER This rezoning will add 11,480 gallons per day to the existing sewage system at final buildout. This impact is derived from our water demand calculations. A County sanitary sewer main runs along the front of Parcel 81B. "Phis main will he extended into Parcel 81 to serve the proposed development. DRAINAGE, Storm drainage and stormwater management will be addressed at the site plan stage ofthis development. The systems designed to address storm drainage and stormwater management will he in accordance with current County and State codes. Stormwater management for parcel 81 R will be incorporated into the development of the larger M I parcel to the south and east, shown as parcel 81 A on the county tax maps and owned by the contract owners of the subject site. SOLID WASTE DISPOSAL Solid waste generated by this proposed development is estimated by the following: Parcel 81 — RP zone. This parcel currently is occupied by a single family dwelling and fifteen mobile homes. This proposal will result in a maximum of 36 apartments, all increase of 20 dwelling units. The increase in solid waste is therefbre estimated based on the increased density. Wetlands The National Wetlands Inventory Map does not show any wetlands areas on this site. Mature Woodlands Approximately 30% of the 5.51 acre tract is wooded. This estimate is based on site visits and has not been conclusively verified on the ground. Soil Types Information for soil types on this site has been obtained from the Soil Survey of Frederick County, Virginia, prepared by the USDA Soil Conservation Service. The property is found on map number 36. Two (2) different soil types are on this site, Clearbrook (9C) and Weikert-Becks (41 C and 41 E). Bowman Consulting Group • Rev. September 6, 2001 Fi East Impact Statement Prime Agricultural Soils Neither of the two (2) soils found on this site are listed in Table 5 — Prime Farmland of the Soil Survey. The Weikert-Berks soil type, which covers approximately 40% of the site, is listed as "not suited" or "poorly suited" to cultivated crops, hay or pasture. The remainder of the site is covered by the Clearbrook soil which is listed as "moderately well Suited" to "fairly well suited" to these agricultural purposes. Steep Slopes This site contains steep slopes along the frontage of Route 50/17 and along the rear of the property where Old Route 50 was located. These areas comprise approximately 25% of the site. The site will be graded such that the proposed uses can be constructed while meeting the zoning requirements with respect to steep slopes. Construction Concerns There are several aspects of the soils and the geology of the Subject site that will need to be addressed in order to establish a residential community on this property. The depth to shale bedrock ranges from 27 to 30 inches. This shale can be reused as fill, since it is generally friable. The Clearbrook and Soil has seasonally high water tables. Between October and April, the water table in this soil can be within two feet of the surface. These soils cover about 60% of the property. This feature will present only a minor obstacle, which can be Slll'I11oL111tCC1 with propel' grading and sound geotechnical design. The Weikert-Berks soil type is listed as being a severe erosion hazard. This soil type covers approximately 40% of the property. All construction on this Site will conform to the standards within the Virginia Erosion and Sediment Control Handbook. This will include the placement of silt fence, sediment traps. And it will also require reseeding of all disturbed not paved or built upon. These issues related to the on site soils and geology will be addressed during the site planning and by implementing accepted construction methods while adhering to current County and State Codes. ADJOINING PROPERTIES The subject site is bounded on the east by vacant light industrial (MI) zoned land, on the south and west by vacant Rural Area (RA) zoned property, and on the north, across Route 50/17 by occupied RA zoned land. The area to the north of the Site has a mix of uses, including a night club/bar and single family dwellings. EXISTING IMPACTS 2 1301%,111an Consulting Group • Rev. September 6, 2001 F' 'Ast Impact Statement Parcel 81 is currently zoned MH I and is improved with a single family dwelling and 15 mobile homes. Under this zoning, the maximum allowed density for parcel 81 (4.66 acres) is 37 units. Parcel 81 B is also zoned MIL The parcel is improved with one building and a gravel parking area. The structure has been used as a tattoo parlor and as office space. The building is currently vacant. The maximum density allowed on this parcel is six (6) dwelling units. PROPOSED IMPACTS The proposed zoning for parcel 81 is Residential Performance. This district will allow for a maximum density of ten (10) units per acre or 46 residential units. The proposed zoning for parcel 81 B is Light Industrial (M 1). This district allows for a floor area ration of 1.0 which could result in a maximum floor area of 37,026 square feet. TRAFFIC ANALYSIS The existing mobile home community on this property generates approximately 160 vehicles per day (vpd), based on ten (10) trip per clay per single family dwelling. The proposed use on parcel 81, 36 apartments will generate approximately 237 vpd, based on a trip rate of 6.59 vpd in the ITE Trip Generation Manual, 6"' Edition. Parcel 81 B, when rezoned to M I will result in approximately 258 vpd, based on a trip rate of 6.97 vpd/1,000 square feet of floor area as indicated in the ITE Trip Generation Manual. Traffic data for Route 50/17 has been supplied by the Virginia Department of Transportation's Edinburg office. The annual average daily traffic volume estimate in the year 2000 for Route 17/50 from the intersection of Route 522 to the intersection of Carpers Valley Road (Route 723) is 21,000 vehicles. This volume should be projected at 5% annual increase to the proposed build out year of the site. The build out of this site is estimated to be three (3) years, therefore the estimated average daily traffic volume in the year 2004 is 25,525 vehicles. Based on the above, impacts to the existing flow of traffic will be minimal. These impacts will be mitigated during the site plan approval process where by the existing entrance to the mobile home park will be upgraded to meet current standards. WATER SUPPLY This development will have a minor impact on the existing water supply of Frederick County. This impact is outlined below. RP zoned land: Water demand = 300 gallons/day/unit Number of units = 36 apartments Total residential demand = 10,800 gpd Bowman Consullim, Group • Rev. September 6, 2001 Fio?ast Impact Statement M 1 zoned land: Water demand = 20 gallons/person Number of persons= 40 people/acre M 1 acreage = 0.85 acres Total industrial water demand = 680 gpd The total water consumption is therefore approximately 11,480 gallons per clay. This will require an eight (8) inch water main to be exteIded to the site. There Is a twelve (12) irlCh County water main in parcel 81 B that the proposed 8 inch main will be connected to. The impact of this proposed development on water supply systems is based on design volumes supplied by the FCSA. SANITARY SEWER This rezoning will add 11,480 gallons per clay to the existing sewage system at final builclout. This impact Is derived from our water demand calculations. A County salutary sewer main ruIls along the front of Parcel 81 B. This main will be extended into Parcel 81 to serve the proposed development. DRAINAGE Storm drainage and stormwater management will be addressed at the site plan stage of this development. The systems designed to address storm drainage and stormwater management will be in accordance with current County and State codes. SOLID WASTE DISPOSAL Solid waste generated by this proposed development is estimated by the following: Parcel 81 — RP zone. This parcel currently is occupied by a single family dwelling and fifteen mobile homes. This proposal will result in a Iuaximum of 36 apartments, an increase of 20 dwelling units. The increase in solid waste is therefore estimated based on the increased density. Population = 3 persons/household = 60 persons Waste = 5lb/person/day Loading factor = 1.25 Density = 1,000 lb/cu. yd. Increase in residential volume = 0.375 cu. ycl./day Annual increase in volume = 137 cu. yd. Parcel 81 B — M I zone. The nearest item of historic significance is the Carper -Cunningham house and is approximately 2,500 feet from the site. This house is on Sulphur Spring Road and is not visible from the site. Based on our review of the historic landmarks survey, no impacts to any historic structures will result from this development.
