This small block of residential zoning is isolated and surrounded at this point by industrial and commercial zoning and the long-term trend in the area does seem towards industrial and commercial development. It is the staff's opinion that given the fact that there are adjacent Industrial and Commercial zones, this request would be a logical extension of the existing zoning districts which are adjacent to the property. The setback regulations in the M-1 zoning district would require that any industrial structures remain a minimum of 75 feet from the zoning district line. This setback would require that any structure remain approximately 90 feet from the existing residence. The staff does, however, recognize that in a general sense the policy of the Planning Commission in the past has not been to isolate individual residential zones or parcels by rezoning adjacent parcels to other categories. The long -run incompatibility between residential land uses and industrial land uses in this location is recognized by the staff. The adverse J Fort Collier, Shockey, Aikens Page 2 impacts of industrial development on this location would basically entail a decrease in the distance that would be required for industrial structures to be placed from the residence. Under the existing zoning pattern, the industrial structures would have to be placed approximately 150 feet from the existing residence and this would be decrease to approximately 90 feet. The staff would hope that by working with the developer at the time of construction, an additional entrance onto Route 11 South could be avoided. The property would have access to Lee Street and this would be a more suitable location for an industrial entrance. If this can be accomplished at the time of site plan approval, it would decrease one potential impact on the existing residence. STAFF RECOMMENDATIONS: Approval. This recommendation is based on the following factors: 1. The established pattern of land development in the area is not residential. 2. The rezoning request is a logical extension of adjacent industrial zoning. 3. The impact on the existing residence would not be significantly increased by the rezoning of these parcels.
