ATTENDEES:
Committee Members Present: Judith McCann-Slaughter, Chairman (Voting), Charles
DeHaven, Jr. (Voting), Kevin Kenney (Voting), Gary Oates (Voting) and Josh Ludwig
(Voting).
Committee Members Absent: Shontya Washington (Voting) and Lewis Boyer (Liaison
Stephens City.
Staff Present: Assistant Director, John Bishop Director, Wyatt Pearson and
Kathy Smith, Secretary.
ITEMS FOR INFORMATION ONLY:
1-Transportation Impact Fee Presentation: Julie Herlands, Vice President of TischlerBise a
Fiscal, Economic and Planning Consultants group gave a presentation on Road Impact Fees and
Cash Proffers for Transportation with study options and analyses available to the County.
TischlerBise is the County’s consultant on the Development Impact Model. After, discussion
consensus was reached to support using the firm to study Road Impact Fees and Cash Proffers
for Transportation.
2-County Project Updates: Renaissance Drive: Land disturbance is underway on the primary
road corridor. Staff is awaiting final execution of the signed agreements sent to CSX.
Gainesboro Road/Route 522 Intersection Project: Staff is currently waiting on VDOT’s review.
Route 37 Study: The consultant will soon begin interviews with the stakeholders as well as
issuing a survey to the Public. Staff met with the consultants on June 14, to review survey
materials and stakeholder’s list as well as discuss overall project approach.
3-Other: The Committee directed Staff to draft a letter to the I-81 Advisory Committee members
with the endorsement to accelerate the importance of the Diverging Diamond Interstate at I-81
exit 317, I-81 widening project scope, and the Redbud Road realignment projects with the
reference to the impact of the June 23, 2023, incident that backed traffic up to the West Virginia
line.
