The property with its 15 guest rooms operates under the Virginia's regulations for bed and breakfasts. Applicant requests to add a public restaurant within the Manor House building. Capacity is approximately 45 persons total in two existing dining rooms on the main floor, served by an existing approved commercial kitchen on the same floor. Applicant requests to hold between 12 and 15 events per year, which may be indoors or outdoors, in connection with the existing inn operation, with not more than 130 guests per event. Outside events will stop no later than 11 pm. There is currently adequate parking for both overnight guests at the inn, in addition to restaurant guests. Not included as an event, are small inside corporate events. There are only minor cosmetic renovations necessary to accommodate applicant's plan. No upgrades are contemplated to parking, interior roads, electricity or systems. Existing infrastructure will accommodate this request. The restaurant and inn operation will require the following employees. The kitchen staff will be full time employees; servers and housekeeping personnel will be part time. Staffing: 1 head chef 1 sous chef 1 kitchen helper 4 servers 4 housekeeping personnel 3 guest service personnel 1 grounds maintenance personnel 2 seasonal maintenance personnel Hours of operation will vary by season. The property will be open seven days per week, and will serve meals to both overnight guests and the public. Future plans would include wellness retreat services for guests, such as meditation and yoga, together with hiking trails currently on the property. This plan is consistent with the County's 2035 Comprehensive Plan, and in support of agritourism, farm to table activities, and in support of local wineries and breweries. The Inn proposes to source as much food and drink locally as possible. Additionally, the Inn provides accommodations close to areas of interest to tourists, such as the Cedar Creek and Belle Grove National Historical Park, wineries and breweries, old town Winchester, history tours, hiking trails, river sports, antique shops and other events close to the property. The plan for this property is to be a small, high quality boutique property, where guests enjoy local food and drink, and have access to activities in the local rural area.
