CIVIL SH. OF7 29CS2000EROSION & SEDIMENTCONTROL NARRATIVEJULY 26TH, 2022DATE:SHEET TITLE:22-354PROJECT NUMBER:FNB BANKSTEPHENS CITY, VA 12/09/2022
Erosion and Sediment Control Narrative
Project Description
The "FNB Bank" project site is generally located in Frederick County, Virginia within the Shawnee
Magisterial District. This site is specifically located along the West side of Warrior Drive
approximately 1,000' south of the Tasker Road Intersection.
A Self-Storage Facility is currently under construction, adjacent to and west of the project site.
This project proposes construction of a Bank, with all associated appurtenances. A small Catch
Basin is proposed for management of Stormwater Quantity.
Existing Site Conditions
The site is currently Unimproved.
Slopes range from less than 0.50% to approximately 25%.
See the "Existing Conditions Plan" (CS1000) & the Pre-Development Drainage Map (CS6000).
Adjacent Property
The project is bound, on the west, by a Self-Storage, which is currently under construction, A
Shared Access Road is being constructed under coverage of the Self-Storage Facility Plans.
Unimproved Commercial Land binds the site to the south and north of the Shared Access.
Warrior Drive binds the site on the east.
Off-Site Areas
There is a linear utility strip proposed as part of this project, in order to bring necessary utility
services to the site. Also small Off-Site areas will be needed to construct an entrance return and
tie-out grading. Waterline "B" is proposed off-site.
Stockpile Areas:
The stockpiles will have to be kept out of the proposed grading area and to stay clear of all
construction activity. Stockpiles will be stabilized with temporary vegetation and protected with silt
fence to prevent soil loss and sediment transport from the stockpiles.
Soils .
All Soils within the delineated Drainage Areas are classified as "HSG D". See this sheet for an
Overall Soils Map, HSG Group Classifications and a Map Unit Legend. (SL - USDA Web Soils
Survey). The Physical propoerties of each soil type are summarized also. A Complete NRCS
Soils Report is included with the FNB Bank "SWM Narrative".
Geology
The Martinsburg Formation underlies the project site. See this sheet for more specific Geologic
Data.
Critical areas
A portion of the existing wetlands is to remain on-site. Care shall be taken during construction not
to disturb this area.
The "Ponded Water" existing on site must be drained before clearing and grubbing the site. See
the Phase I E&S Plans.
Erosion and sediment control measures
Unless otherwise indicated, all vegetative and structural erosion and sediment control measures
shall be constructed and maintained according to the minimum standards and specifications of
the Virginia Erosion and Sediment Control Handbook.
Structural Measures
Structural control measures shown on the plans intended to trap sediment shall be constructed as
a first step in any land-disturbing activity and shall be made functional before up-slope land
disturbance takes place.
Every effort shall be made to prevent silt from running off the site during construction.
Phase I:
A Construction Entrance (3.02) shall be installed at the location shown on the Phase I plan to
prevent mud and debris from being tracked onto roadways.
Install Silt Fence (3.05) as shown on the plans to intercept and detain small amounts of runoff
from disturbed areas during construction in order to prevent sediment from leaving the site.
Culvert Inlet Protection (3.08) shall be installed as shown on the plans to prevent sediment from
entering the existing storm system. The Stone Option is required at the Dual 48" Culverts.
Diversion Dike (3.09) as shown on plans to divert clean runoff away from work areas and contain
onsite runoff to erosion and sediment control practices.
Install temporary sediment traps (3.13) as a Phase 1 control measures prior to clearing the site;
they shall detain runoff long enough to allow the majority of sediment to "settle out" prior to
leaving the site.
Rock Check Dams (3.20) shall be used to stabilize drainage swales.
Roughen surface of slopes 3:1 or greater maximum 2:1 slope. (3.29) in preparation for temporary
or permanent seeding.
Temporary seeding (3.31) and/or permanent seeding (3.32) shall be placed on all critical slopes
(3:1 or greater) and all other disturbed areas to stabilize disturbed areas.
Phase II:
All controls installed in Phase I should remain until the site is stabilized.
Storm Drain Inlet Protection (3.07) shall be installed as shown on the plans to prevent sediment
from entering the existing storm system.
Outlet Protection (3.18) shall be placed on the outlets of all storm sewer pipes and culverts to
reduce erosion, undercutting and velocities.
Riprap (3.19) shall be placed at the flume outlets to protect the soil from erosive forces and
reduce velocities.of concentrated flows. Filter Cloth shall be installed as part of the the Bank
Stabilization per Plate 3.19-1.
Rock Check Dams (3.20) shall be used to stabilize drainage swales.
Permanent seeding (3.32) shall be placed on all critical slopes (3:1 or greater) and as needed to
stabilize disturbed areas.
Soil Stabilization Blankets and Matting (3.36) shall be installed on disturbed slopes steeper than
3:1).
Vegetative Measures
Permanent or temporary soil stabilization shall be applied to denuded areas within seven (7) days
after final grade is reached on any portion of the site. Temporary soil stabilization shall be applied
within seven (7) days to denuded areas that may not be at final grade but will remain dormant for
longer than fourteen (14) days. Permanent soil stabilization shall be applied to all areas that are
to be left dormant for more than six (6) months.
Soil that has been stockpiled shall be surrounded with silt fence and protected by mulch and/or
temporary vegetation immediately after grading.
All earth berms, dams, dikes, diversions and Sediment Trap embankments are to be
machine-compacted, immediately seeded and mulched (hay mulch or straw) for temporary and/or
permanent vegetative cover within five (5) days after grading.
Management Strategies
Construction shall be sequenced such that grading operations will begin and end as quickly as
possible.
The site superintendent shall be responsible for the installation and maintenance of all erosion
and sediment control measures. Maintenance of these measures throughout the project are
critical to the effectiveness of the program.
After areas above controls have been stabilized, the controls shall be cleaned up and removed at
the direction of the Frederick County inspector.
All cut and fill slopes are to be seeded and mulched within five (5) days of completion of grading.
Cut and fill slopes shall be designed and constructed in a manner that will minimize erosion.
Slopes that are found to be eroding excessively within one year of permanent stabilization shall
be provided with additional slope stabilizing measures until the problem is corrected.
Erosion and Sediment Control Narrative
Management Strategies (Continiued)
Drainage swales shall be stabilized with check dams until vegetation has been well established,
at which time the check dams shall be removed.
Concentrated runoff shall not flow down cut or fill slopes unless contained within a temporary or
permanent channel, flume, or slope drain structure.
Whenever water seeps from a slope face, drainage or other protection shall be provided.
All storm sewer inlets that are made operable during construction shall be protected so that
sediment-laden water cannot enter the conveyance system without first being filtered or otherwise
treated to remove sediment.
Where construction vehicle access routes intersect paved or public roads, provisions shall be
made to minimize the transport of sediment by vehicular tracking onto the paved surface. Where
sediment is transported onto a paved or public road surface, the road surface shall be cleaned
thoroughly at the end of each day. Sediment shall be removed from the roads by shoveling or
sweeping and transported to a sediment control disposal area. Street washing shall be allowed
only after sediment is removed in this manner.
All temporary erosion and sediment control measures shall be removed within 30 days after final
site stabilization or after the temporary measures are no longer needed, unless otherwise
authorized by the local program authority. Trapped sediment and the disturbed soils areas
resulting from the disposition of temporary measures shall be permanently stabilized to prevent
further erosion and sedimentation.
Devices listed above are considered minimum erosion and sediment controls. Additional control
measures may be necessary due to contractor phasing or other unforeseen conditions. It is the
contractor's responsibility to provide additional measures to those shown, as needed, in order to
control erosion and contain sediment on site. All measures shall be installed according to the
standards and specifications in the Virginia Erosion and Sediment Control Handbook (VESCH).
Any changes made to this plan must be resubmitted for approval without exception.
Maintenance
All control measures shall be inspected daily by the site superintendent or his representative and
within 24 hours after any storm event greater than 0.5 inches of rain per 24 hour period. Any
damaged structural measures are to be repaired by the end of the day. Seeded areas shall be
checked regularly to ensure that a good stand of grass is maintained. All areas shall be fertilized
and reseeded as needed until grass is established.
Trapped sediment is to be removed as required to maintain 50% trap efficiency and disposed of
by spreading on site.
Gravel outlets shall be checked regularly for sediment build-up. If the gravel outlet is clogged by
sediment, it shall be removed and cleaned or replaced immediately.
The contractor is responsible for keeping existing public roads in a clean, dust and mud free,
condition at all times.
Permanent Stabilization
All areas disturbed by construction shall be stabilized with permanent seeding immediately
following final grading. Seeding shall be done according to standard and specification no. 3.32 of
the VESCH. Permanent stabilization is defined as 90% uniform coverage on the entire site, ability
to inhibit erosion and mature enough to survive, including 2-3 inch cuttings.
Phases of Land Disturbance Activities
1. Mandatory pre-construction conference shall be scheduled as required by regulations.
2. Clearing and grubbing for sediment control devices only.
3. Installation of all Phase I erosion & sediment control devices.
4. Obtain county inspector approval.
5. Clear site.
6. Restoration and stabilization of disturbed areas.
7. Remove all erosion & sediment control measures with the approval of the inspector.
SWM Facility Long Term Maintenance and Repair Plan
Mowing: All grasses should be mowed at least twice each year. Grasses such as tall fescue
should be mowed in early summer after emergence of the heads on cool season grasses. They
should be mowed again in the early fall to prevent seeds of annual weeds from maturing. Mowing
of legumes such as sericea lespedeza and crown vetch can be permitted to grow on the dam or in
any part of the emergency spillway.
Liming and fertilizing: the soil should be sampled according to recommended procedures at least
once every 4 years. The sample should be tested at a qualified soil testing laboratory. Lime and
fertilizer should be applied in accordance with recommendations based on the tests.
Replanting and over seeding: if vegetation covers less than 40% of the soil surface, lime, fertilize
and seed in accordance with current recommendations for new seeding. If vegetation covers
more than 40% but less than 70% of the soil surface, lime fertilize and over seed in accordance
with current recommendations.
Removing trash and debris: trash, litter and vegetation (other than grass) will be removed as
needed (but no less than two times per year) to prevent obstruction to the flow of water, to
prevent movement of trash and litter to downstream properties, to maintain the integrity of the
structure, to provide an attractive appearance and to minimize water pollution.
Removing sediment: soil materials (including clay, silt, sand and gravel) will be removed before
the detention pool loses 10% of the designed storage capacity.
Sediment disposal: sediment disposal should be in accordance with current procedures for
disposal of sediment. Where required by the appropriate authorities, the sediment will be tested
for appropriate pollutants at the owner's expense before it is removed from the pond.
Repairs: repair slides, slumps and eroded areas promptly and in a workmanlike manner trash
racks, pipes, headwalls, etc. Will be maintained, repaired and/or replaced as needed to maintain
the integrity of the structure. Exposed metal surfaces will be painted to minimize damage due to
rust.
Maintenance inspections: the owner will be responsible for inspecting each stormwater
management structure after each significant rainfall. Once each year a representative of will
jointly inspect each stormwater management structure. Appropriate action will be taken to ensure
appropriate maintenance. All maintenance costs will be borne by the owner. Where structures are
to be maintained by more than one party, allocation of costs will be in accordance with terms set
forth in the maintenance agreement. Keys to locked access points shall be available to personnel
upon request.
Maintenance records: the landowner, or someone designated by the landowner, shall inspect the
detention pond within 24 hours after each rainfall event of one inch or more of rain. The owner or
the designee shall keep written records of these inspections. The records shall also include
maintenance and repairs performed. Copies of these records shall be provided to the county upon
request.
The water quality features shall not be modified in any way without prior approval by Frederick
County.
·Topsoil shall be spread at a minimum depth of 4".
·Pulverized agricultural limestone shall be incorporated into soil at a rate of 92 lbs. Per
1000 s.f. (2 tons per acre).
·Fertilize with 10-20-10 at a rate of 12 lbs. Per 1000 s.f. (500 lbs. Per acre). Seed mix
shall consist of 90% Kentucky 31 tall fescue and 10% Kentucky bluegrass applied at the rate of
200 lbs. Per acre.
Minimum Construction Standards
An erosion and sediment control program adopted with this plan must be consistent with the VESCH for
9VAC25-840-40 minimum standards:
1. Permanent or temporary soil stabilization shall be applied to denuded areas within seven days after final
grade is reached on any portion of the site. Temporary soil stabilization shall be applied within seven days to
denuded areas that may not be at final grade but will remain dormant for longer than 14 days. Permanent
stabilization shall be applied to areas that are to be left dormant for more than one year.
2. During construction of the project, soil stock piles and borrow areas shall be stabilized or protected with
sediment trapping measures. The applicant is responsible for the temporary protection and permanent
stabilization of all soil stockpiles on site as well as borrow areas and soil intentionally transported from the project
site.
3. A permanent vegetative cover shall be established on denuded areas not otherwise permanently
stabilized. Permanent vegetation shall not be considered established until a ground cover is achieved that is
uniform, mature enough to survive and will inhibit erosion.
4. Sediment basins and traps, perimeter dikes, sediment barriers and other measures intended to trap
sediment shall be constructed as a first step in any land-disturbing activity and shall be made functional before
upslope land disturbance takes place.
5. Stabilization measures shall be applied to earthen structures such as dams, dikes and diversions
immediately after installation.
6. Sediment traps and sediment basins shall be designed and constructed based upon the total drainage
area to be served by the trap or basin.
a. The minimum storage capacity of a sediment trap shall be 134 cubic yards per acre of drainage area and
the trap shall only control drainage areas less than three acres.
b. Surface runoff from disturbed areas that is comprised of flow from drainage areas greater than or equal
to three acres shall be controlled by a sediment basin. The minimum storage capacity of a sediment basin shall
be 134 cubic yards per acre of drainage area. The outfall system shall, at a minimum, maintain the structural
integrity of the basin during a 100-year storm of 24-hour duration. Runoff coefficients used in runoff calculations
shall correspond to a bare earth condition or those conditions expected to exist while the sediment basin is
utilized.
7. Cut and fill slopes shall be designed and constructed in a manner that will minimize erosion. Slopes that
are found to be eroding excessively within one year of permanent stabilization shall be provided with additional
slope stabilizing measures until the problem is corrected.
8. Concentrated runoff shall not flow down cut or fill slopes unless contained within an adequate temporary
or permanent channel, flume or slope drain structure.
9. Whenever water seeps from a slope face, adequate drainage or other protection shall be provided.
10. All storm sewer inlets that are made operable during construction shall be protected so that
sediment-laden water cannot enter the conveyance system without first being filtered or otherwise treated to
remove sediment.
11. Before newly constructed stormwater conveyance channels or pipes are made operational, adequate
outlet protection and any required temporary or permanent channel lining shall be installed in both the
conveyance channel and receiving channel.
12. When work in a live watercourse is performed, precautions shall be taken to minimize encroachment,
control sediment transport and stabilize the work area to the greatest extent possible during construction.
Nonerodible material shall be used for the construction of causeways and cofferdams. Earthen fill may be used
for these structures if armored by nonerodible cover materials.
13. When a live watercourse must be crossed by construction vehicles more than twice in any six-month
period, a temporary vehicular stream crossing constructed of nonerodible material shall be provided.
14. All applicable federal, state and local requirements pertaining to working in or crossing live watercourses
shall be met.
15. The bed and banks of a watercourse shall be stabilized immediately after work in the watercourse is
completed.
16. Underground utility lines shall be installed in accordance with the following standards in addition to other
applicable criteria:
a. No more than 500 linear feet of trench may be opened at one time.
b. Excavated material shall be placed on the uphill side of trenches.
c. Effluent from dewatering operations shall be filtered or passed through an approved sediment trapping
device, or both, and discharged in a manner that does not adversely affect flowing streams or off-site property.
d. Material used for backfilling trenches shall be properly compacted in order to minimize erosion and
promote stabilization.
e. Restabilization shall be accomplished in accordance with this chapter.
f. Applicable safety requirements shall be complied with.
17. Where construction vehicle access routes intersect paved or public roads, provisions shall be made to
minimize the transport of sediment by vehicular tracking onto the paved surface. Where sediment is transported
onto a paved or public road surface, the road surface shall be cleaned thoroughly at the end of each day.
Sediment shall be removed from the roads by shoveling or sweeping and transported to a sediment control
disposal area. Street washing shall be allowed only after sediment is removed in this manner. This provision shall
apply to individual development lots as well as to larger land-disturbing activities.
18. All temporary erosion and sediment control measures shall be removed within 30 days after final site
stabilization or after the temporary measures are no longer needed, unless otherwise authorized by the VESCP
authority. Trapped sediment and the disturbed soil areas resulting from the disposition of temporary measures
shall be permanently stabilized to prevent further erosion and sedimentation.
19. Properties and waterways downstream from development sites shall be protected from sediment
deposition, erosion and damage due to increases in volume, velocity and peak flow rate of stormwater runoff for
the stated frequency storm of 24-hour duration in accordance with the following standards and criteria. Stream
restoration and relocation projects that incorporate natural channel design concepts are not man-made channels
and shall be exempt from any flow rate capacity and velocity requirements for natural or man-made channels:
a. Concentrated stormwater runoff leaving a development site shall be discharged directly into an adequate
natural or man-made receiving channel, pipe or storm sewer system. For those sites where runoff is discharged
into a pipe or pipe system, downstream stability analyses at the outfall of the pipe or pipe system shall be
performed.
b. Adequacy of all channels and pipes shall be verified in the following manner:
(1) The applicant shall demonstrate that the total drainage area to the point of analysis within the channel is
one hundred times greater than the contributing drainage area of the project in question; or
(2) (a) Natural channels shall be analyzed by the use of a two-year storm to verify that stormwater will not
overtop channel banks nor cause erosion of channel bed or banks.
(b) All previously constructed man-made channels shall be analyzed by the use of a 10-year storm
to verify that stormwater will not overtop its banks and by the use of a two-year storm to demonstrate
that stormwater will not cause erosion of channel bed or banks; and
(c) Pipes and storm sewer systems shall be analyzed by the use of a 10-year storm to verify that
stormwater will be contained within the pipe or system.
c. If existing natural receiving channels or previously constructed man-made channels or pipes are not
adequate, the applicant shall:
(1) Improve the channels to a condition where a 10-year storm will not overtop the banks and a two-year
storm will not cause erosion to the channel, the bed, or the banks; or
(2) Improve the pipe or pipe system to a condition where the 10-year storm is contained within the
appurtenances;
(3) Develop a site design that will not cause the pre-development peak runoff rate from a two-year storm to
increase when runoff outfalls into a natural channel or will not cause the pre-development peak runoff rate from a
10-year storm to increase when runoff outfalls into a man-made channel; or
(4) Provide a combination of channel improvement, stormwater detention or other measures which is
satisfactory to the VESCP authority to prevent downstream erosion.
d. The applicant shall provide evidence of permission to make the improvements.
e. All hydrologic analyses shall be based on the existing watershed characteristics and the ultimate
development condition of the subject project.
f. If the applicant chooses an option that includes stormwater detention, he shall obtain approval from the
VESCP of a plan for maintenance of the detention facilities. The plan shall set forth the maintenance
requirements of the facility and the person responsible for performing the maintenance.
g. Outfall from a detention facility shall be discharged to a receiving channel, and energy dissipators shall
be placed at the outfall of all detention facilities as necessary to provide a stabilized transition from the facility to
the receiving channel.
h. All on-site channels must be verified to be adequate.
i. Increased volumes of sheet flows that may cause erosion or sedimentation on adjacent property shall be
diverted to a stable outlet, adequate channel, pipe or pipe system, or to a detention facility.
j. In applying these stormwater management criteria, individual lots or parcels in a residential, commercial
or industrial development shall not be considered to be separate development projects. Instead, the
development, as a whole, shall be considered to be a single development project. Hydrologic parameters that
reflect the ultimate development condition shall be used in all engineering calculations.
k. All measures used to protect properties and waterways shall be employed in a manner which minimizes
impacts on the physical, chemical and biological integrity of rivers, streams and other waters of the state.
l. Any plan approved prior to July 1, 2014, that provides for stormwater management that addresses any
flow rate capacity and velocity requirements for natural or man-made channels shall satisfy the flow rate capacity
and velocity requirements for natural or man-made channels if the practices are designed to (i) detain the water
quality volume and to release it over 48 hours; (ii) detain and release over a 24-hour period the expected rainfall
resulting from the one year, 24-hour storm; and (iii) reduce the allowable peak flow rate resulting from the 1.5, 2,
and 10-year, 24-hour storms to a level that is less than or equal to the peak flow rate from the site assuming it
was in a good forested condition, achieved through multiplication of the forested peak flow rate by a reduction
factor that is equal to the runoff volume from the site when it was in a good forested condition divided by the
runoff volume from the site in its proposed condition, and shall be exempt from any flow rate capacity and
velocity requirements for natural or man-made channels as defined in any regulations promulgated pursuant to §
62.1-44.15:54 or 62.1-44.15:65 of the Act.
m. For plans approved on and after July 1, 2014, the flow rate capacity and velocity requirements of §
62.1-44.15:52 A of the Act and this subsection shall be satisfied by compliance with water quantity requirements
in the Stormwater Management Act (§ 62.1-44.15:24 et seq. of the Code of Virginia) and attendant regulations,
unless such land-disturbing activities are in accordance with 9VAC25-870-48 of the Virginia Stormwater
Management Program (VSMP) Regulation or are exempt pursuant to subdivision C 7 of § 62.1-44.15:34 of the
Act.
n. Compliance with the water quantity minimum standards set out in 9VAC25-870-66 of the Virginia
Stormwater Management Program (VSMP) Regulation shall be deemed to satisfy the requirements of this
subdivision 19.
FNB BANK Site Specific Geologic Data
Martinsburg and Oranda Formations: (Shown as Green Areas on Map Below)
Description: Martinsburg Formation (Geiger and Keith, 1891). Three lithologic packages are recognized in the Martinsburg (in ascending
order): black shale and limestone; sandstone and shale; and sandstone (Rader and Biggs, 1976). The lower unit consists of 200 to 250 feet of
black calcareous shale, black aphanic, argillaceous limestone; and thin, light-brown K-bentonites. The bulk of the formation, more than 2800 feet,
is composed of olive-green to gray, fine- to medium-grained, lithic sandstone and greenish-gray shale and siltstone. These lithologies occur in
base-truncated Bouma cycles. Graded bedding, flute casts, and load casts are common. The upper unit, about 170 feet thick, is brownish-gray,
medium- to coarse-grained, quartz sandstone. The lower two-thirds of this sandstone contains near-shore, marine fossils. Oranda Formation
(Cooper and Cooper, 1946). Limestone and siltstone. Limestone, medium- to dark-gray, fine-grained, very argillaceous. Siltstone, black to
dark-gray; both lithologies silicified where in contact with a K-bentonite. Five K-bentonites identified in the type section (Rader and Read, 1989).

Study Point 1
Study Point 1 Summary
In General
This Study Point discharges to a Man-Made Stormwater Conveyance System, being a dual 48" Culvert.
This Culvert crosses Warrior Drive before discharging to a large trapezoidal Channel. This channel flows
to a 48" Culvert, which then conveys runoff across Tasker Road.
A large Upland Watershed flows to Study Point 1. It was necessary to obtain topography in order to
delineate the Upland Drainage Patterns. Off-site topography was obtained from available GIS Data and
should be considered approximate. Review of aerial photography aided identification of Drainage
Facilities in the Upland Drainage Areas. A field visit was conducted to verify locations and approximate
dimensions necessary to create a Drainage Model.
SWMF A is proposed at the Northern extent of the project site. This Facility is a small "Catch Basin"
serving to detain the necessary runoff volumes for controlled release, required to satisfy the Energy
Balance Equation and reduce the 2 & 10 Yr. 24 Hr. Storm Events.
A Concrete Weir is proposed to control release from the Catch Basin.
Channel Protection & Limits of Analysis for Channel Protection
Channel Protection is Satisfied by 9VAC25-870-66.B.1.b .
The Limits of Analysis for Channel Protection is Satisfied by 9VAC25-870-66.B.4.
The "Energy Balance Equation" is Satisfied at this Study Point.
Flood Protection & Limits of Analysis for Flood Protection
Flood Protection is Satisfied by 9VAC25-870-66.C.1.
The Limits of Analysis for Channel Protection is Satisfied by 9VAC25-870-66.C.3.a.
The Post-Development Peak Flow (Q10) is contained within the Downstream Conveyance System.U:\Accounts\LMGRO\LMGRO22001 - Branch Bank West Side Warrior_Tasker Rd\DESIGN\_SHEETS\SP\CS6700.dwg PLOTTED: 12/9/2022 10:40 AM, BY: Eric Gottshall PLOTSTYLE: Pennoni NCS.stb PROJECT STATUS: ----REVISIONS:OFFICE: 262-786-6776-
