Upon review of the site plan dated March 7, 2022, we recommend approval of the subject
plan. Please be advised that a draft SWM/BMP maintenance agreement and receipt of nutrient
credit purchase (0.81 lbs) will be required with the land disturbance application (2.71 acres
disturbed).

This project has a sewer pump station that FW will own. Title to the pump station site shall be granted
to the Frederick Water in fee simple absolute. Also, (1) a copy of DEQ’s Certificate to Construct, (2) a
copy of DEQ’s Certificate to Operate, and (3) two copies of the FW approved O & M manual are
required. These documents must be received before service will be authorized. (4) Work cannot
commence that wo uld connect to FW facilities or require FW inspections until the contract is returned
to this office.

Mr. Wright,
A VDOT review has been finalized for the proposed Wawa site, located at the corner
of Amoco Lane and Martinsburg Pike, signature dated July 1, 2022 . We offer the
following comments:
You may remove the Auto-Turn exhibits for the WB-50 as WB-67 is the larger
vehicle and must be accommodated.
The WB-67 Auto-Turn exhibits demonstrate the vehicle driving into the opposing
lane of traffic and topping the curb to achieve the right turn into the site from
Amoco Lane. The entrance will need to designed to accommodate the truck
without impacting the adjacent travel lanes and without topping the curb. Our
experience has shown a minimum radius of 50’-75’ is needed to accommodate
the maneuver.
The VDOT General Notes that were included are not correct. I have provided
the appropriate VDOT General Notes to be in the plan set.
Please add a note to the pavement sections stating “Limits of full depth
pavement widening along Route 37/11 and Rte. 839 shall be determined by
excavation in the presence of a VDOT inspector and matching core samples
required per WP-2 detail.”
VDOT Staunton District has a memorandum for tree plantings on right-of-way,
which states tree plantings shall be a minimum of 15’ from underground utilities,
including stormwater pipes. Some plantings near the storm drain from Structure
B10 to Structure EX-1, which appear off-right-of-way, are still closer than 15’
from the storm structure and should be removed.
Please provide the existing cross slopes for Rte. 37/11 and Rte. 839 on the
entrance profiles. The allowable change in grade is shown on VDOT Standard
CG-11 Detail and is not to exceed 3%.
The plan advises the ADT for Rte. 37/11 is 18,285. Please revise to show the
correct ADT of 30,000.
VDOT Standard UD-4, Pavement Edgdrain is to be provided beneath the CG-6,
per the detail. Please include and show tying into storm drainage structure or
VDOT Standard EW-12.
For the right-in only entrance on Rte. 37/11, please add “Wrong Way” signage
with the “Do Not Enter.” These signs will need to be called out as R5-1 and R5-
1A from the current MUTCD. The sign size is also to be included.
Please provide storm and HGL computations for the existing inlets and storm
drains with the addition of CG-6. At a minimum, we need to be sure the spread
is within the allowable limits.
Sheet C-502 shows storm drain B-10 going to EX-4 on the 10 year storm
computation table. Should this be EX-1, not EX-4?
Please include all pages of VDOT Standard CG-12. VDOT Standard UD-4 and
PB-1 Details also are to be included.
The plan is still not including a TMP plan. You advised this is still being
prepared and will be submitted. Please be aware the site plan will not be
approved prior to the TMP plan being submitted and reviewed.
Please provide a resolution for the above comments by sending two sealed & signed
sets of revised drawings highlighted to show plan changes, a comment response
letter, as well as one digital copy of the plans. Should you have any questions,
