Dear Ronnie:
I am in receipt of your letter of September 10 concerning Section VII of Glenmont
Village. The purpose of this letter is to inform you that I agree with all points
of that letter. I do have, however, one additional comment. I would recommend
that the Deed of Dedication for Section VII explicitly make provisions for that
association to allow the participation of the other Homeowners Association in the
maintenance of the recreation facilities in Section VII. This would provide a
mechanism for cooperative maintenance of those facilities should the two
associations choose to pursue this avenue.
With that one additional recommendation, I f eel that the mechanism that you have
outlined in your letter would be acceptable to this department and would be
satisfactory in the eyes of the Frederick County Code.

Dear John:
This letter is to confirm our recent conversation on the subdivision
of the multiplex lots in Section 7 of Glenmont Village.
RGW, Inc. intends to subdivide Section 7 in the following manner:
1. Ashley Circle is to be a state maintained road.
2. Each building will contain 3 to 4 units as defined in
Sec. 5.57 (i.e. multiplex units to be arranged side by side,
back to back, or vertically).
3. Each building A,B,C etc. shall be responsible for the
maintenance of the physical improvements, parking lot,
sidewalk, etc. that adjoins the building. This maint-
enance does not include snow removal which would fall
under the Glenmont Village, Section 7, Homeowners Assoc.
4. Each building lot A,B,C, etc. shall be subdivided into a
deeded parcel of land with a perimeter approximately 15'-20'
larger than the size of the building. However, each building
must remain in the Homeowners Assoc.
5. Each building lot may be further subdivided into 3-4 units
as a condominium or townhouse.
The Homeowners Assoc. for the multiplex Sec. "7•' and the single family
Homeowners Assoc., Sec. 1-2-3-4-5-6 & 8 will be set up as two seperate
associations.
Both Associations may use the open space and natural amenities. The
use and maintenance of any physical improvements (i.e. shelters, slide,
multi purpose court, etc.) shall be the responsibility of the association
in which the improvement is located.

their meeting of September 4, 1985:
Approval of Site Plan #019-85 of Glenmont Village, Section 7, to develop a 7.147
acre site with 16 multiplex buildings containing 63 dwelling units on the south
side of Senseny Road in the Shawnee Magisterial District as per the enclosed site
plan.

As requested, a review of the above referenced subdivision has been made and are
co;-�.i;Ierts, recommerdatior.s and requirements are as following:
i. A minimum 50' radius should be corstructed for the flares at the intersection with
Senseny road.
2. A paved ditch i . needed right of Station, 0 + 50 to intercept curb water and flow
from tLe 15" pipe and carry it to the pipe under the connection.
3. Permanent drainage easement is required on each end of the pipe under the cul-de-sac
frorn maintenance of the pipe and out.fall.
4. Additional ite►as such as underdrains, protective covering, and erosion control are
shown on the plans.
5. The pavement and depth of the vase has previously been determined at a minimum
of 8" of 21-A and prime and double seal is required.
6. A permit must be applied for and approved beiore the cormlection that enters onto
the State's right-of-way i!; started.
7. All proposed cluster mailboxes to be placed back of the right-of-way.
The Department feels and recommends curb and gutter on the entire street, however
this is not mandatory based on our current subdivision policy.
A minimum 301, recommended minimum of 401, entrance is required for the parking lot
entrance. This may require revising: the parking lot base accordingly.
E•nclosea you will find a copy of the minimurn requirements and data for subdivision
streets prior to acceptance into the Secondary System. This is the responsibility of the
developer.

BELMONT VILLAGE

The following equipment is proposed for the Belmont Village subdivision:
2 20' x 15' shelters, approximate cost $8-10 square foot. Recommend
4' asphalt walkway be constructed from the circle to the shelter areas (walkways
and shelters off traffic circle as indicated on plat).
1 asphalt multi -purpose court, 90' x 50', 2 basketball goals.
All playground equipment housed in a 50' x 90' x 4' chain link fence
area (front play area multi -purpose court adjacent to traffic circle indicated
on plat) to include: a 3-seat tot swing, a 3-seat adult -type swing, 1 whirl,
3 spring animals, 1 climber, 1 12' x 12' sandbox, 1 slide, and 1 tot climber.

PROPOSED USE AND IMPROVEMENTS: Develop a 7.147 acre site with 16 multiplex
buildings with 63 dwelling units
REVIEW EVALUATIONS:
Sanitation Authority - Sewer laterals are to be shown on the plan.
Highway Department - See attached letter.
Inspections Department - Proposed buildings to be constructed in accordance
with the Virginia Uniform Statewide Building Code and National Standard
Specifications for Making Buildings and Facilities Accessible to and Usable
by Physically Handicapped People, ANSI A117.1-1980.
Greenwood Fire Company - The hydrant placement seems satisfactory, however,
the plan doesn't give height of buildings to determine the need for fire
lanes for rescue purposes; if buildings exceed 30 feet, we will need fire
lane access. Other than this the plan looks good.
Planning and Zoning - This site plan is consistent with the approved Master
Development Plan for Glenmont Village. All applicable RP zoning requirements
are being met. Those of particular interest are:
1. The existing single family detached -cluster lots are partially screened by
the existing wooded area to the west of this site. The distance buffer in
that area is, therefore, reduced 30% to 140'.

2. Two recreation units are required for this site. One unit is to consist
of those facilities listed as an example in the ordinance (multipurpose
court plus various types of playground equipment). The other is to
consist of three 10' x 15' picnic shelters with two picnic tables each and
a pedestrian walkway to each. This facility configuration has been
approved by the Department of Parks and Recreation.
The site plan has been revised to meet VDH&T requirements. The site plan
should be amended to include the following note: the design and installation of
the required recreation facilities shall be approved by the Department of Parks
and Recreation and the Department of Planning and Development.
STAFF RECOMMENDATIONS: Approval, with the amendment as recommended under Planning
and Zoning.
