Baughan, AIA Baughan & Baukages, Architects Cave and Zerkel Streets Luray, Virginia 22835 Dear Mr. Baughan: This letter is to confirm the Frederick County Planning Commission's action at their meeting of October 2, 1985: Approval of Site Plan #027-85 of Jefferson National Bank to construct a 1,920 square foot branch bank with drive —through facilities and site improvements as shown on the site plan. This branch bank is to be located at the corner of Route 277 and Stickley Drive at the site of Toney's Supermarket in the Opequon Magisterial District. Box 601 Winchester, Virginia 22601 SITE PLAN #027-85 Jefferson National Bank Zoned B-1 (Neighborhood Commercial) LOCATION: Corner of Route 277 and Stickley Drive on site of Toney's Supermarket MAGISTERIAL DISTRICT: Opequon ADJACENT LAND USE AND ZONING: Commerical land use and B-1 and B-2 zoning PROPOSED USE AND IMPROVEMENTS: Construct a 1,920 square foot branch bank with drive -through facilities and site improvements REVIEW EVALUATIONS: Inspections Department - Proposed building to meet requirements of the Virginia Uniform Statewide Building Code and ANSI Standard for handicaps. Stephens City Fire Company - Satisfactory Sanitation Authority - Sewer and water service is existing. Proposed extension is acceptable to this agency. VA Dept. of Highways - It appears that the proposal is within our minimum requirements and would be satisfactory if and when this street is added to our Secondary System. Planning and Zoning - An additional entrance for this facility and the entire complex is to be provided to the center of the parking lot from Stickley Drive. This should ease some of the existing and future pressure on the Route 277 entrance. Final drive -through traffic will be traveling toward the Route 277 entrance. The staff discussed the possiblity of reversing this flow with the architect and is satisfied that this is not feasible. The Stickley Drive entrance will, however, provide the option of the use of Stickley Drive. Anew fire hydrant is provided at the new entrance and meets the fire protection requirements. As we discussed on the telephone on Wednesday, September 11, 1985, reversing the bank layout on the site plan would create traffic problems because the "stack" space at the drive -up window would back traffic up into the entrance off Route 277. We are, therefore requesting that the site plan be approved as shown with the addition of a new entrance from Stickley Drive. The new fire hydrant would be located adjacent to the new entrance. We are also requesting a variance of three cars in the re- quired parking (118 to 115) in order that we might get space for the new entrance which the county has requested we in- corporate into the project.
