On October 21, 2010, a meeting was held with Mark Cheran, Candice Perkins, Ron Mislowsky and JP Carr
to discuss a site plan submitted to the County for a new warehouse at the Probuild Site. At that
meeting, Staff agreed to allow the warehouse site plan to proceed by only addressing parcel 64-A-80M
with the submitted site plan. At that meeting, JP was informed that any future revisions to the ProBuild
parcel (64-A-80J) would require a new site plan and that site plan would need to address parking lot
upgrades. There were no_clisagreements during that meeting as to the future expectations for the
ProBuild site. Also discussed at that meeting was the removal of the lean-to that was attached to the
main building; staff was informed that the lean-to would not be rebuilt.
On December 1, 2010, a permit was applied for to demolish an existing garage area (referred to as lean-
to) on a structure located at 296 Arbor Court and construct a new attached shed roof building in its
place. The lean-to appears to have been constructed sometime between 1987 and 1988 without the
approval of a site plan and, therefore, was constructed in violation of the County Code. On December
15, 2010, staff received a call from JP Carr with Campfield, LLC who stated that the lean-to needed to be
demolished and rebuilt because it was unsafe. Staff informed Mr. Carr that Planning Staff would sign off
on this permit to alleviate the safety concern but would be unable to sign off on any further revisions on
the property without approval of a new site plan.
Please note that anv new site plans submitted for parcel 64-A-80J and/or 64-A-80M will need to
address necessary upgrades and revisions to the site. Upgrades include, but are not limited to, the
gravel parking lot which appears to have been installed'sometime in the late 1980's. This parking lot
was not installed per the requirements of the County Code. Staff will not sign off on any additional
building permits without the submission and approval of a site plan for the property that complies
with the Code of Frederick County.

PROPOSED USE AND IMPROVEMENTS: Construct a 200' X 140' (28,000 sq.ft.) roof truss
manufacturing facility with required site improvements
REVIEW EVALUATIONS:
Inspections Department - Proposed building must be fully sprinklered or
divided by three-hour firewalls into areas not more than 12,000 square feet.
Note: Any openings in fire walls can not exceed 120 square feet in area and
the combined width of all openings can not exceed 25% of the length of the
wall.
Health Department - No objections. Maximum of 20 employees. One -gallon
flush toilets required. Permit has been issued.
Greenwood Fire Company - No comment.
Planning and Zoning - The access roadway is proposed to be constructed by
VDH&T with industrial access funding. If this funding does not become
available, the applicant must construct an access road to County standards.
This same roadway provides access to the Herndon site (truck terminal) to the
west. No fire protection requirements are available at this site due to the
lack of water supply. The applicant should review the Inspection
Department's comments very carefully before proceeding.

RESOLUTION
BY THE
FREDERICK COUNTY BOARD OF SUPERVISORS
At a regular meeting of the Board -of Supervisors of Frederick
County, Virginia, held the 25th day of September, 1985, it was
duly moved and seconded that the following resolution be adopted.
BE IT RESOLVED, That the Virginia Department of Highways and
Transportation is hereby requested to construct a roadway to
provide access to the site of Glaize and Brothers, located west of
Route 728 in Frederick County, pursuant to Section 33.1-221 of the
Code of Virginia, 1950, as amended:
AND FURTHER BE IT RESOLVED, That the Board does guarantee the
Commonwealth of Virginia an unrestricted right-of-way of sixty
(60) feet with all necessary easements for cuts, fills, and
drainage; recorded in Deed Book 601, Page 748, in the Office of
the Clerk of the Circuit Court. The Board does also guarantee
that any adjustments of utilities will be done with funds other
than those authorized under Section 33.1-221 of the Code of
Virginia, 1950, as amended.

With regard to your letter of April 25, 1986, you are correct. I apolo€ize for
creating more confusion. Let me see if I can clarify matters somewhat.
The proposed access road for the plant Is not now in the Secondary System. The
estimated cost of building the road is $80,000.00. The available funding for the
road is $40,000.00 based upon the anticipated capital outlay.
Because the road is not now in the system, the $40,000.00 shortfall between the
estimated cost and the possible available allocation cannot come from the normal
secondary allocations for road improvements. It can only come from "other" sources,
e.g., the County or private sources.
We were able to use the secondary allocations for the airport access because the
road involved is a part of the system.
If additional funding is forthcoming for this fiscal year, we will need an additional
resolution from the Board affirming it as soon as practicable. The resolution
should indicate the source of this additional funding as specifically as feasible.
Again, I apologize for this confusion. Admittedly, access funding, whether airport
or industrial, is not readily understandable. I hope the above clears things a bit.

This is in reference to your April 14, 1986 letter concerning the additional funding
required to fully finance the proposed industrial access project to the roof truss
manufacturing facility of Glaize and Brothers' off of Route 728 in Frederick County.
Our previous correspondence to you indicated the anticipated capital outlay formula
shows there is a shortfall in the amount of possible industrial access allocation
which could be made available if approved and the anticpated cost to provide an
adequate road to serve the manufacturing facility.
Due to the fact this road to be improved is not currently part of the Secondary
System precludes the use of normal secondary funding in order to supplement this
shortfall. You may recall the Airport Access Road which has recently been completed
was financed in just such a manner.
Put in other words, the situation cannot utilize regular secondary improvement
money. The only type of funding available is industrial access supplemented by
funding from other sources either through the County or through private enterprise.
- This is a very firm poli.cv of the Virginia Department of Highways and Transportation,
but I am sure alternative suggestions will be considered.
I hope I have clarified the concern addressed in your letter. If not, please get
back in touch with me and I will try to explain further.

Presently, Glaize and Brothers are completing a new facility accessed
by Route 728 which will be used to manufacture wooden roof and floor
trusses. The building which has a planned capital outlay of $400,000.00
will consist of 200,000 square feet for the manufacturing area with an
additional 1,200 square feet for office space. The facility will employee
approximately 20 people.
Enclosed is a copy of fir. F. L.. Glaize's letter of February 5, 1986
detailing his company's proposed project and attaching a site plan of
the facility.
Also attached is a copy of a resolution passed by the Frederick County
3oard of Supervisors during the meeting of September 25, 1985
guaranteeing the Commonwealth of Virginia an unrestricted 60' right-of-
way along with necessary easements. Included in the body of the
resolution is the adjustment of utilities with funds other than those
appropriated for the construction of the industrial access road.
The present roadway serving Glaize and Brothers consist of a 16'
earthen road bed. The roadway extends approximately 1200' northwest
of Route 728. This alignment also serves an existing facility, D. A.
Herndon Company, which is located midway between Route 723 and
the Glaize and Brother's property.
The proposed usage of the roadway by Glaize and Brothers will be
10-15 light trucks and transportation for 20 employees per day.
Occasionally, shipments of raw materials approaching 80,000 pound
limit will be utilizing this section of road. Although the D. A. Herndon
Company which contracts mail service from the U. S. Postal Service

It is our recommendation the typical section of 24' of pavement with 6'
cut and fill shoulders and 3' ditch be ircorperated. The pavement
design should consist of 12" Aggregate Base Material Type I. No.
21-A, 3.5 inches Bituminous Concrete Type B-3 and 180 lbs. per
square yard, Bituminous Concrete Type S-10.
The projected cost for constructing the proposed roadway is estimated
at $80,000.00 including engineering and contingencies. The Industrial
Access Policy provides for a maximum allocation of both matched and
unmatched funds of $60,000.00. Therefore, it will be necessary to
acquire the balance of $20,000.00 from a separate source. We are
presently reviewing possible alternatives with Frederick County officials
with hope of acquiring the necessary balance of funds.
We have attached a location map depicting the site of the proposed
roadway. Estimated date for commencement of construction is July.
1986. Should additional information be deemed necessary to assist
with your processing of this application, please advise this writer.

We are requesting funds for approximately 1,200 feet of road
to connect our facility and that of Dennis Herndon to Virginia
Route 728. We expect to dispatch from ten to fifteen deliveries
per day on relatively light trucks. However, we receive shipments
of raw materials that approach 80,000 pound limit.
Due to the seasonal nature of the building industry, we are most
anxious to proceed with construction. We have targeted February 1st

At a regular meeting of the Board of Supervisors of Frederick
County, Virginia, held the 25th day of September, 1985, it was
duly moved and seconded that the following resolution be adopted.
BE IT RESOLVED, That the Virginia Department of Highways and
Transportation is hereby requested to construct a roadway to
provide access to the site of Glaize and Brothers, located west of
Route 728 in Frederick County, pursuant to Section 33.1-221 of the
Code of Virginia, 1950, as amended:
AND FURTHER BE IT RESOLVED, That the Board does guarantee the
Commonwealth of Virginia an unrestricted right—of-way of sixty
(60) feet with all necessary easements for cuts, fills, and
drainage; recorded in Deed Book 601, Page 748, in the Office of
the Clerk of the Circuit Court. The Board does also guarantee
that any adjustments of utilities will be done with funds other
than those authorized under Section 33.1-221 of the Code of
Virginia, 1950, as amended.

This is to confirm our site meeting of February 20, 1986 with Mr. S. M.
Gyurisin representing Frederick County Planning Commission along with Mr. K.
D. Walker and this writer representing the Department of Highways.
During the meeting the requirements and procedure for processing a request
for Industrial Access Funding was discussed. In addition, copies of the
Industrial Access Policy, law and the administrative memorandum SR-1-85 were
handed out to both Mr. Gyurisin and yourself.
Upon reviewing the site, it was determined that the following should be
added as part of the conveyance of the 60' of rights -of -way.
1. Additional rights -of -way will be required at the intersection of the
proposed roadway and Route 728 to accommodate 75 feet radii, 6' shoulders
and 3' ditches.
2. 20' drainage easement will be required approximately 400 feet from
Route 728 running southeast across Lot No. 6 to the culvert under Route
728.
3. A 20' drainage easement will be required approximately 1000 feet from
Route 728 running eastward.
4. Additional right-of-way will be required at the termination of the
proposed roadway to accommodate a cul-de-sac with a 50' pavement radius,
6' shoulder and 3' ditch.
It was discussed that it would be desirable to obtain sufficient rights -of -way
to incorporate a maximum 220 curve to connect the proposed access road to an
existing 60' right-of-way which runs northeast and connects onto Route 50.
Providing the rights -of -way at this time would eliminate potential future
problems and reduce construction costs should the section between the Glaize

and Brother Lumber Company and Route 50 become eligible for industrial access
funds. In addition, the incorporation of this curve may provide sufficient
justification to construct the proposed roadway through to the P. T. and in
turn incorporate the construction of a new entrance to your facility.
Should the present 60' rights -of -way not be modified to incorporate a maximum
22° curve, the proposed industrial road will terminate at the Glaize and
Brother Lumber Company property line.
Other points which were discussed included Mr. Gyurisin's office acquiring
an estimate of usage (No. and type of verticals) which will be generated by
D. A. Herndon Company which is presently located midway through the proposed
roadway. The Department will also review D. A. Herndon Company to determine
if the facility qualifies for consideration of industrial access funding.
As advised, this office will forward the required documents to the Staunton
District Office for further consideration of your company's request for
application of industrial access funding.

Enclosed is a letter from Glaize & Brothers requesting that the Board of
Supervisors request that VDH&T use Industrial Access Road Funding to construct a
road in the JIC Industrial Tracts located on Route 728 (Victory Lane). The
purpose of this roadway would be to provide access to a proposed roof truss
manufacturing facility which Glaize & Brothers intends to build in the area. A
site plan for the facility has been approved by the Planning Commission. The
roadway would also provide access to an existing truck shop operated by Dennis
Herndon. If Industrial Access Funding is not forthcoming, Glaize & Brothers and
Mr. Herndon will be required to build an industrial access drive to County
standards.
All property owners affected have executed an agreement to dedicate adequate
right-of-way for the road to the County should Industrial Access Funding become
available. That agreement has been approved by the County attorney.

To assist in applying for Industrial Access Road funds, please
find the attached location sketch and site plan.
We have proposed to relocate our building component division
to this site. This facility will be used to manufacture wood
• roof and floor trusses. The manufacturing area will be housed
in a 20,000 square foot building with an additional 1,200 square
foot office area. The facility will employ approximately 20
people. We are planning a capital outlay of $400,000.00.
We are requesting funds for approximately 1,200 feet of road
to connect our facility and that of Dennis Herndon to Virginia
Route 728. We expect to dispatch from ten to fifteen deliveries

WHEREAS, Curtis R. Hansen and Shelia Hansen are the owners of
Lot 16 of the Lots shown on the plat of survey drawn by Richard U.
Goode, C.L.S., dated March 31, 1981, attached to a Deed of Vacation
and Resubdivision and titled "Final Plat of Proposed Industrial
