Relocation of the hydrant to place all portions of the building within 300' of a hydrant. 2. Entrance design to meet VDH&T requirements. Box 601 - Winchester, Virginia - 22601 SITE PLAN #021-85 Air Freight Delivery Service Trucking Terminal and Office Zoned M-1 (Light Industrial) LOCATION: East of Route 11 South and North of Route 798 MAGISTERIAL DISTRICT: Back Creek ADJACENT LAND USE AND ZONING: Residential, institutional, and open space land use and A-2, B-3, and M-1 zoning PROPOSED USE AND IMPROVEMENTS: Develop a truck terminal and office with required site improvements on a 5.0 acre site REVIEW EVALUATIONS: City of Winchester - Reference the above, it appears Frederick County will provide sewer, and may request a master water meter connection from City (although master meter detail not correct.) No such request has been made and the City has no plans to provide any type of water or sewer service at this time. Highway Department - A commercial entrance permit will be required. Final design must be approved by this office. Inspections Department - Proposed buildings to be in compliance with the Virginia Uniform Statewide Building Code. Maintenance building (repair garage) requires sprinkling: Freight handling building may require sprinkling. Stephens City.Fire Company - Recommend the proposed Fire Protection Regulations 'be followed. The entire complex should be designed for fire protection,'not just the Air Freight Delivery Service, so adequate fire protection will be available as the complex develops. Sanitation Authority - Proposed connection will be permitted to connect under the limited moratorium. The Authority will provide water through a master meter and connection from the City main on Route 11. Planning and Zoning - Paved entrance way from Route 11 is currently shown as a private entrance which should act as the primary entrance to this site. A secondary gravel connection to Route 798 is also shown and Route 798 is SITE PLAN #021-85 Air Freight Delivery Service entirely inadequate as an industrial accessway. The Commission cannot prohibt a connection of a state highway, but use of this route would be very poor planning by the applicant. The hydrant location, as shown on this plan, is not meeting the fire protection requirements of this departmnet and would require either a relocation of the one hydrant shown or installation of another hydrant so as to place all portions of the building within 300' of a hydrant. STAFF RECOMMENDATIONS: Approval, subject to final entrance design approval by VDH&T and placement of a fire hydrant within 300' of all portions of the building.
