As advised July 26, 1985 from the proposed site plan for the above referenced, I
am herewith enclosing a copy from the site plan showing some additions marked in
red.
You will note we have extended the curb to the property line on each side of the
proposed entrance as we feel this is future development land. Also, we have
called for a DI-3B drop inlet along with a proposed 1511 pipe across the roadway to
carry the additional run-off water as the existing culvert is not large enough to
accommodate the additional drainage.

This letter is to confirm the Frederick County Planning Commission's action at
their meeting of September 4, 1985:
Approval of Site Plan #020-85 of Stephens City Comfort Inn for a 58—unit motel
with parking area to be located on the east side of Route 1012, south of, the
Route 277, I-81, and Route 647 intersection in the Opequon Magisterial District
with the following additions:
1. On site BMP's must be employed to maintain post development runoff rates at
predevelopment runoff rates.
2. An 8" minimum diameter water main should be extended from Stickley Drive along
the south property line to a point where it can supply fire protection and
domestic water supplies to the site. A 20' easement is required around that
line.
3. All portions of the building must be within 300' of a fire hydrant. Access to
the hydrants must be directly from an approved and designated fire lane.
4. Fire lane access must be provided so as to place at least three sides of the
structure within 200' of an approved and designated fire lane.
5. All VDH&T requirements must be shown on the site plan.

Dear Mr. Riley:
Enclosed you will find two (2) copies of the revised site plan for the above referenced
project.
In its earlier approval, the Planning Commission had been presented with a 58 unit motel
scheme and no pool. We have since revised the interior of the building to provide a 60
unit motel and a pool. Also in accordance with further meeting with the Highway
Department and sanitary authority, further adjustments were made to conform to their
wishes.
To make certain that accurate records are maintained, I would like administrative
approval of these charges and the formal stamping of this revised plan, retaining a copy
for our records.
We are trying to close on the loan by January 15th, and I need to conclude this matter by
that date. In addition, I would appreciate noting this 60 unit motel approval by letter to
Douglas Greenlee, Esq., 12 Rouss Avenue, Suite 200, Winchester, VA. 22601.

PROPOSED USE AND IMPROVEMENTS: 58 unit motel with parking area
REVIEW EVALUATIONS:
Highway Department - A marked copy has been provided to applicant with
changes to drainage facilities, entrance road widths, sight distance grading,
and length of curbs.
Inspections Department - Proposed building to be built in accordance with
Virginia Uniform Statewide Building Code, and applicable standards. More
specific comments to be made at time of building plan review.
Stephens City Fire Company - Follow the guideline of the proposed Fire
Protection Regulations with special attention to fire flow, fire lanes, and
placement of hydrants. There should be a fire lane completely around the
structure, one additional hydrant (to be determined at a site visit) and
water supply shall be looped.
Sanitation Department - Additional fire protection will have to be provided.
Hydrant on long dead-end 6" line may not provide sufficient volumn of water.
Planning and Zoning - Post development run-off rates must be the same as
pre -development run-off rates. Retention of storm water may take place along
Route 1012 on this site.
Upgrading of the proposed 6" line is necessary and should be changed on the
site plan as per Sanitation Department requirements. Fire hydrant location
shall be shown as per the local fire protection guidelines; and fire lane
access must be provided so as to place 3 sides of the building with 200' of
an approved fire lane.

Tractor trailer parking is not anticipated on this site, however, the staff
would suggest that VDH&T place no parking signs along Route 1012 to prevent
such parking. All VDH&T comments shall be shown on the site plan prior to
staff approval.
STAFF RECOMMENDATIONS: Approval, with any required changes to be shown on the
plan prior to staff approval.
