Proposed Use: Plastics Manufacturing Plant. Improvements: 94,000 square foot manufacturing plant and office, access to the site by a 60' right-of-way from U. Review Evaluations: Frederick County Sanitation Authority - Proposed use of sanitary water and sewer cannot be split between City and County services. Applicant must use both County water and sewer. Va. Department of Highways and Transportation - The proposed entrance to this property appears to be satisfactory. The final decision will be made by the Traffic and Safety Division upon application for the entrance permit. Department of Public Works - O.K. as submitted. Roger Koontz Chairman, Board of Supervisors Frederick County 9 Court Square Winchester, Virginia 22601 Dear Mr. Koontz: l We appreciate all the fine efforts and cooperation we have received thus far in our efforts to locate an Amoco Foam Products Plant in Frederick County. Departmental representatives and county officials have been extremely helpful in aiding us to comply with Frederick County requirements. We do, however, have one area that is of major concern to US. We would appreciate your assistance in resolving the issue of supplying water and sewage service to the proposed plant site. Briefly stated, the problem relates to the cost associated with water supply. Mr. Frank Eskridge has explored a number of alternatives with Mr. Wellington Jones, but the only option seemingly available to us appears exceedingly costly. Water is�yailable to the proposed site at three points. U We would prefer to tie in tQ_ theme"__water__lirL-e . at..the- south __end, of the. Cather site, adjacent to Highway 11. Our second option would be to tie in..1o_.the-_8". line at the North end.of--the__Oathe.r__s ite , adjacent to Highway 11. We have been told, however, that these options are not _available to us because the water main at those points would provide Winchester city -__Water and not Frederick County water. It is my understanding that the only option available to us at this point is to run a line approximately 270' north to the north side of Redbud lane Mr. S. Roger Koontz September 20, 1979 Page Two and then westerly to the median in Highway 11 in .-front of Howard Johnson's motel to tie in with a 10" line. This option, at an approximate cost of $20,000, appears exceed- ingly expensive to us when the first two tie-ins are readily accessible to the site. We certainly have no objection to paying to construct a water �t" line from the site _to__Highway 11 or to Redbud Lane. We feel, .�t,`�61�,however, the construction of a line 630' down Redbud Lane to the median in Highway 11 is more properly a serving utility ^� construction project. We- would appreciate your assistance I in prQviing a water supply to a point either in Redbud Lane • or along Highway -11. A county line in Redbud Lane would .l be valuable to more than just Amoco Foam Products_ If that option is not tenable to Frederick County, we would appreciate consideration for supply from the City of Winchester water main discussed above. We have also considered one other option. Instead of tying - into the Frederick County sewer and water system, we have looked at possibly installing a septic tank and tile field system. I understand we could then purchase water from the Winchester City system. We would prefer, however, to tie into the county sewer system and have dropped that alternative from consideration. Opposition to this alternative w,-as received from Mr. Herb Sleuter of the Frederick -Winchester Health Department. In summary, we would appreciate your assistance in reaching a fair, equitable and rapid conclusion to this obstacle. Thank you for your assistance. I am looking forward to seeing you again. Suite 200 Atlanta, Georgia 30.339 404-955-5595 We are interested in obtaining industrial access funds in con- junction with building a new manufacturing facility in Frederick County, Virginia. The plant site borders State Highway 11, south of the intersection with Interstate Route 81 and North of the City of Winchester. The site is currently known as the Cather site. The manufacturing plant will produce Amocor and China Foam products for distribution to markets in eastern United States_ Both product lines are manufactured from polystyres._-ie products_ Amocor is currently used in the headliners of auto:iobiles. China Foam products are foam polystyrene products used i school feeding systems, Meals on Wheels programs and carryout restaurants, to mention a few applications. The plant will initially. be 94,000 square feet in area as sho-.-n on the site plan furnished to you. We estimate construction to start October 8, providing all permit requirements are satisfied by that date. During 1980 approximately 100 people will be employed at this site. This number is expected to grow to 300 employees with 3-4 years. We estimate manufacturing will begin in the second quarter of 1980. In excess of $6,000,000 will be spent to build and equip the facility. Renald's letter to me dated September 27, 1979 requesting a crossover on Route 11 at the proposed entrance to the Amoco Foam Products plant now under construction. This request has been reviewed,on the site, by Mr. J. B. Diamond, District Traffic and Safety Engineer, also Traffic Engineers from. our Central Office in Richmond. It is unfortunate that access to the proposed plant could not be obtained via Route 839 to Route 11 as the proposed location is wit'hin the zone of influence of the ramp from northbound Route 11 at the Route 37 interchange. Unless the developer can furnish some definite traffic information that would influence our position, we feel another crossover in this area would not be in the best interest of safety. Our Location and Design Division is currently conducting a study of the area of the crossover at Crown Cork and Seal. Everett McMurtry, the plant manager for this facility, also provided literature for the propane gas system that Amoco is installing. The following items were not available for presentation at this meeting: 1. Certification of joist construction - copy of letter dated 6/5/80, from Vulcraft attached. 2. Test on structural steel connections - copies of reports dated 5/28 and 5/29 from Foundation Engineering attached. 3. Block certification test reports - copies attached with letter from Supreme Block dated 6/6/80. 4. Mill tests on rebar - reports attached. 5. Mill test reports for structural steel used will be forwarded in the near future. 6. Letter from Crider and Shockey certifying that all concrete used on this project meets the specifications and that Crider and Shockey will stand behind all concrete used in the event of failure - letter will be for- warded in near future. 7. Welding certificates for welders used to erect the structural steel. It was determined that it would be impossible to issue a temporary occupancy permit on June 6, 1980, as the following items were not complete: Mr. Carroll Borwn Page 3 June 11, 1980 1. Finish grades to rough contours. 2. Sidewalks, concrete pads, headwalls, etc., not complete. 3. Grading and gravel subbase not complete at truck dock. 4. Shrubbery layout not reviewed by Planning Commission and installation approved. S. Finalize all electrical work inside building. 6. All incomplete areas not roped off. As these items were not ready for acceptance, it was decided that another in- spection would be held at 9:00 a.m., June 12, 1980. If these items are acceptable at that time, the Inspections Department will consider issuing a temporary oc- cupancy permit. John Riley also advised that it would be necessary for the Planning Commission to review the shrubbery layout prior to installation. Everett McMurtry advised that Amoco was preparing a plan and would contact his office on June 10 to set up a meeting to review the layout. Carroll, we hope that the progress that we have made in the previous week will prove to be satisfactory to you. It is our intention to comply with all state and county codes. If there is any phase of construction that does not meet with your satisfaction, please contact the undersigned at the earliest opportunity. When the project is completed in November, 1982, we could expect to add approximately 40 people to our operation (10 per shift). Existing parking and other support facilities will ac- comodate this increase without difficulty.
