It took some doing, but I found the Site Plan for the development. That plan, which was submitted in 1981, shows the four buildings within the main parcel, but it does not reflect current conditions, particularly in terms of parking areas. It may be possible to construct on "Parcel D," but it appears that it would be a challenge to provide adequate parking, as required by our Zoning Ordinance, for all uses within the Professional Center and construct a building over what is currently used for parking area. In any case, any new development there would need to be in accordance with a new Site Plan which reflects the current conditions as well as proposed conditions. I hope this provides what you need. REVIEW EVALUATIONS: Virginia Dept. of Highways and Transportation - A 35" X 24" pipe arch is to be installed under the entrance with the inlet end located just below the existing flume from the Big Man Restaurant. Grouted riprap is to be placed around the inlet as shown. Since the Frontage Road dead ends a short distance away, the curb radius can be located approximately 4' from the edge of pavement to avoid disturbing the existing flume. A concrete spill out will be required at the lower side of the entrance to direct water into the ditch as shown on the plan. A concrete flume is suggested at the north corner of the lot to discharge flow into the ditch with riprap provided at the end for erosion control. Due to the increase in runoff by the devlopment, a 35" X 24" pipe arch to replace the 15" pipe will be required under the existing private entrance as noted on the attached sketch approximately 100' north of the lot. A paved or grouted stone ditch is required from the new entrance pipe to the 24" under the Frontage Road. Department of Inspections - This building shall conform to Use Group "B", Section 204.0 of the BOCA Basic Building Code. Additional comment shall be given at the time of plans review. City of Winchester - A City water and sewer service is available in accordance with the policy for connections in the County. Planning & Development - No objection.
