PROPOSED USE AND IMPROVEMENTS: General auction, auto repair and auto sales. REVIEW EVALUATIONS: Inspections Department - Building must be in compliance with the Virginia Uniform Statewide Building Code and the American National Standard Specifications for making building and facilities accessible to and useable by physically handicapped people, ANSI A117.1-1980. Highway Department - The proposed entrance appears to be within our minimum requirements and would be required prior to accepting the existing street into our Secondary System. Greenwood Fire Company - One additional hydrant should be placed near the center of the property. Sanitation Department - This agency has no comment as central water and sewer to be provided by the City of Winchester. City of Winchester - 1) Water and sewer service is available. 2) Prior to actual hookup, City requires knowledge of materials to be discharged into sewer. 3) Is this approval for Phase III only? 4) Grade ditch line to prevent water from reaching manhole. Planning and Zoning - The current proposal is a three phase installation of auto sales, auto repair, and auction facilities. Phase one will contain auto repair and sales facilities. Phase two will contain additional auto sales and parts sales facilities. Phase three will be auction facilities for automobiles and other items. Horne, Director .JT?4+ SUBJECT: Appeal by Albert Jacobin of Planning Commission Decision DATE: :March 7, 1985 Enclosed is a letter from Albert Jacobin, Jr. concerning a Planning Commission decision on the approval of his amended site plan on February 6, 1985. Also enclosed is the staff comment sheet concerning that site plan approval. The point that Mr. Jacobin would like to appeal to the Board of Supervisors is the Planning Commission's decision to require one additional fire hydrant near the center of the property. That hydrant was required to be installed prior to occupancy of Phase II of this development. This appeal is being submitted pursuant to Section 19-6-5 of the Zoning Ordinance. A copy of this section of the ordinance is also enclosed. The staff will present all of the information concerning this particular site plan to the Board of Supervisors at their meeting of March 13. Horne, Secretary.s SUBJECT: Informal Discussion With Mr. Al Jacobin DATE: March 27, 1984 Mr. Al Jacobin would like to appear before the Planning Commission at their April 4th meeting to discuss a proposal that he has for land located in the Windy Hill Subdivision between Garber Drive and Route 81. This area is currently zoned R-2 which the staff has determined does not allow major auto body or major motor repair to take place. The staff has consistently interpreted the ordinance in this way in the past. The ordinance is, however, not totally clear on the issue of major motor repairs if these do take place in conjunction with a retail sales operation. Mr. Jacobin would propose to have a retail auto sales operation at this location, but would also like to be able to conduct a certain amount of body and major motor repair. The staff has informed Mr. Jacobin that it is our determination that this can not take place in a B-2 zone. Mr. Jacobin would, however, like to appear before the Commission to discuss this matter. MAGISTERIAL DISTRICT: Shawnee Magisterial District ADJACENT LAND USE AND ZONING: Commercial zoning and commercial and residential land use. PROPOSED USE AND IMPROVEMENTS: Construct 7350 square foot racket ball court center in two phases. The racket ball will be the first project. Construct 3600 square foot easy auto center with 10 attached bays. The auto center will be the second project. Total number of parking spaces to be provided, is 90 spaces. REVIEW EVALUATION: VA Department of Highways and Transportation/Public Works - This street is not now in the highway system. However, to ensure that it will qualify for future addition, the entrance must be constructed in accordance with this site plan and the Department of Highways and Transportation commercial entrance standards. City of Winchester - Water and sewer is available. All City policies for connection will oe applicable. The manhole in the parking lot must be raised to be flush with the final grade at the developer's expense. Department of Inspections - Plans must conform to use group "B" business of the Virginia Uniform Statewide Building Code. Specific requirements will be noted on the construction plans.
