This is to advise that a commercial entrance will be required on
the above entrance.
For your informatibn I as enclosing a copy of the minim= requiraments
for a commercial entrance. On this type of entrance an inspection fee
and bond are required. There are three different ways the bonding can
be done:
1. A cash bond which will be returned upon satisfactory com-
pletion of this entrance.
2. We have bond forms which you could take to your insurance
company to get bonded.
3. Have a contractor that is bonded uith us get the permit on
your behalf.

Dear Mr. Riley:
This is with reference to your letter dated August 4, 1980, regarding
the placing of "No Parking" signs on Route 522 in the vicinity of the Valley
Flea Market.
This site has been reviewed several times by supervisory officers
of the State Police and in their opinion the signs are not warranted at
this time, there is parking but it is well back from the pavement and does
not interfere with sight distance or create a hazard.
We will be glad to discuss this with you, if you wish.

The purpose of this letter is to express my concern regarding
the response of the Highway Department to the Frederick County
Planning Commission's request for "no parking" signs to be
placed on Route 522 in the vicinity of the Valley Flea Market.
This office does not agree with the findings presented in your
letter dated September 29, 1980 and still is under the opinion
that pedestrian traffic crossing a major arterial is dangerous.
I would like to request that further study be undertaken
regarding the installation of "no parking" signs. It is felt
that the minimum requirement should be no parking on the west
side of Route 522 to minimize pedestrian crossing at this
location.
I look forward to receiving a response from you regarding
this matter as soon as possible. If I can be of any assistance
to you, please do not hesitate to contact me.

1980, requesting further study of the Frederick County Planning
Commission's desire for NO PARKING signs along Route 522 across
from the Valley Flea Market.
I am sure you understand our policy of asking the State
Police to indicate whether a specific situation warrants a
measure such as parking restriction. They are the enforcement
agency and can best judge whether circumstances dictate additional
signing.
Be that as it may, by copy of this letter to Mr. J. B. Diamond,
District Traffic Engineer, I am notifying him of this situation.
We will review it with him when it is convenient.
We will be back in touch with you as soon as practicable. If
you have further comments or questions, do not hesitate to call.
