Only the main entrance street and cul-de-sac can be considered for State maintenance, and only if there are three (3) or more owners of these houses. If the townhouses are all owned by one person this would be considered a private road and could not be maintained with public funds. Our review of the drainage indicates a curb inlet st'd D1-2 is re- quired in the sag left of station 13 + 00 with a 15" pipe connection to the proposed D1-3B on the opposite side of the street. Additional large rip rap is recommended at the outlet end of the 24" outfall pipe due to the steep grade and velocity on the pipe. Two drainage easements will be required; a 20' width easement at the outfall to the property line where it appears to be well defined to the stream and 10' easement between the 12" pipe under Route 659 and modified D1-3A inlet opposite approximate station 12 + 70. Box 601 9 COURT SQUARE WINCHESTER, VIRGINIA 22601 Pursuant to our telephone conversation of September 21, I am enclosing specifications for the final seeding and stabilization work that needs to be done at Ash Hollow Estates. This office has two main areas of concern at this site, both of which can be addressed with very little difficulty if prompt action is taken. The first areas which need to be addressed are the common areas adjacent to occupied units and adjacent to parking lot areas. The specific areas which need to be reseeded are the area to the east of Unit 17, the area south of Unit 38, the area south of Unit 25, the area north of Unit 16, and the area north of Unit 8. These areas are relatively flat and could be used for relatively active recreation areas if adequate seeding is done. In these areas, the :Hain action that needs to be taken is a general reinforcement of the grass that is already grown. I would suggest that the areas be mowed down to a very low level and a combination of Kentucky Blue Grass and Tall Fescue be seeded. Once this seeding has taken place, there is a need for a full cover of hay mulch to be placed on these areas to stabilize the seed and allow the grass to establish itself. The other major area of concern are the sloped areas. These areas, specifically between Units 31 thru 38 and Units 39 thru 46 are low maintenance areas which will not be used for active recreation. Since they are fundamentally a different type of open space than the areas mentioned above, the main need in these areas is for a hardy ground cover to be established. On the relatively less steeped areas, this cover has been established and is working well. The main area that needs to be addressed is the area near the north end of the property, north of the rip -rap erosion control trap. In this area, the seed did not hold and the area has been taken over by weeds. In this area, there is again the need for a very close mowing along with preparation with a tractor and rake. Once this is done, the area can be seeded with a low maintenance mixture of Tall Fescue and rye grass. Again, the area must be fully mulched with hay mulch. 703/662-4532 Page Two Ash Hollow Estates It is anticipated that the cost of $1,000. This estimate, however, is exceed the figure given. In the absence of this• construction, it will be impossible for this office to grant occupancy of any further units on the site until the work is done. If this work is completed in a satisfactory manner, this office is prepared to grant final occupancy to all units which are now occupied on this site and to proceed with temporary occupancy on the newer units when needed. Any further stabilization efforts in conjuntion with the occupation of the newer units will be addressed at that time, but we feel that the work mentioned above will complete a major portion of the site preparation work that needs to be done at Ash Hollow Estates. I realize that it is in the best interest of this office, the residents of Ash Hollow Estates, and C & S Bank that the new units at Ash Hollow Estates be marketed. In lieu of again stating what areas are of particular concern to this office, I am enclosing a copy of that letter. As you can see, it specifies very directly the areas which need to be reseeded and stabilized and does emphasize that this department will not grant the occupancy of any further units either on a temporary or final basis until this work is completed. I will be in contact with First Federal Savings & Loan as the other property owner of vacant units in the development and I hope we can set up an agreement whereby this work can be completed and both C & S Bank and First Federal can proceed to market the remaining units in the development. Apply sod parallel to the curb of the parking area. Apply lime at the rate of 1OO#/1OOO square feet and fertilize at the rate of 3O# 5-10-5/1000 square feet (if not previously limed and fertilized). Keep the sod well watered until it is successfully established. Alternative 2 - Plant to crown vetch using crown or root divisions spaced 12" apart. Two to three years is required for full coverage using this method. Fertilize and lime as above. Apply straw mulch around crowns and anchor with pegs and twine. Water until crowns show successful establishment. Area #2 - Common areas to ends of townhouses - (2-7% slopes) Fertilize at the rate of 5OO# 10-10-10/acre. Disk or roto-till very lightly (especially larger bare areas) and overseed with 60# Kentucky 31 fescue/acre (1# 6oz/1000 square feet). Apply mulch at the rate of 70-9O#/1OOO square feet and anchor over bare areas larger than 10 square feet. Water well several times to ensure seed germination. Area #3 - Common area on steep banks adiacent to Ziegler propert Apply fertilizer at the rate of 500# 10-10-10/acre this spring. Overseed next winter (February 15th - March 15th) with 1# 6oz/ 1000 square feet Kentucky 31 fescue. Apply rip rap to the ditch between the manhole and the property line. In addition it is imperative that all of the above areas be temporarily fenced and posted with explanatory signs to ensure a successful treatment.
