This plan calls for the construction of 180 townhouses with four (4) feet concrete sidewalks, an asphalt parking/maneuvering area complete with CG-6 curb and gutter, 418 parking spaces including 14 handicapped parking spaces with ramps and crosswalks, recreational facilities including tot lots, picnic facilities, and an asphalt court, pedestrian walkway connections to Baker Lane and Fort Collier Road, an eight (8) foot high board on board opaque privacy fence with full landscaping, stormwater management facilities, required fire protection and all erosion and sediment control measures. This project received Master Development Plan approval on November 4, 1987 and Subdivision Plan approval from the Planning Commission on February 1, 1989. The site plan conforms with both of the approved plans. The site plan was designed well and the overall concept of the plan is fine; however, there are some minor revisions that need to be made in order to receive final site plan approval. I offer the following comments: 1) A fifty (50) feet perimeter setback is required along the eastern property boundary line. This affects units 95-103, 104-111 and 120-129. 2) The cover sheet needs to be changed to reflect current parking requirements. Two bedroom units require 2.25 parking spaces. This will not create a problem with this plan as you have already provided the required amount of parking. 3) I have counted 418 parking spaces for this project. The note on the cover sheet says there are 409. Is this number correct? 4) All aisle widths need to be twenty-two (22) feet due to the use of 90 degree parking. 5) The use and zoning of adjoining properties needs to be provided. 6) The maximum site impervious ratio needs to be provided. 7) Does Baker Lane have a route number? 9 Court Square - P.O. I can not locate them. 9) Although I have read the comments made by Donohue, I question the placement of silt fencing for this project. --Should silt fencing be installed along the western property boundary during construction? --Why does the silt fence end halfway along the City/County border? --Why is there a break in the silt fence at the southeastern corner of this property? I realize that this plan was intended for preliminary review only, so I will briefly describe items that I will be looking for on the final site plan: 1) Pedestrian access along Fort Collier Road to Hampton Chase as well as along Baker Lane to the City limits. 2) Buffer details for full screening along the City/County border. 3) Crosswalks across the parking area to the play areas to warn motorists of children in the area. 4) The landscaping plan shows perimeter parking lot landscaping I like it! I hope this preliminary review is beneficial to your project. Please remember that all details for dedication and bonding need to be resolved in order to receive final plat approval. Our recommendations may be found on the attached plans marked in red and as follows: 1. Overall the plans reflect the changes discussed at our on site meeting of November 19, 1990. However, we feel a standard DI-3B drop inlet with 15" pipe should be provided at Station 20+15, Baker Lane, to accommodate surface drainage. Also, the proposed 24"x18" C.M.P. under the Baker Lane entrance should be connected to the adjacent drop inlet. 2. Several of the old typical sections should be eliminated from the plans and the proposed pavement design revised to reflect our new pavement designations. 3. The proposed sanitary sewer encasement pipe under Route 1322 should be extended as noted. 4. A standard VDOT stop sign will be required at the Baker Lane entrance. Please revise and resubmit four (4) copies for final approval. Should any changes be deemed necessary, please design them to meet or exceed the above recommendations. Standard CG-6 curb and gutter should be extended along the property frontage with Route 1200, Baker Lane, to provide a consistent 36' typical section from face to face of curb as noted. Curb drop inlets are to be provided as necessary to accommodate surface drainage. 2. The curb and gutter should be extended around the intersection with Route 1322 to provide a 12'x100' right turn lane with 100' taper as noted. The existing double line of 54"02" C.M.P.A. are to be extended as necessary in order to provide a minimum 50' radius. This design should align properly with ongoing improvements of the Baker -Knight Street Extended project opposite this intersection. For your use I have enclosed a black and white copy of the approved design for tho- Baker -Knight Street intersection. 3. Adjustment to the proposed utilities within the Route 1322 right-of-way will be required as noted. Please revise and resubmit four (4) copies for further review. Should any changes be deemed necessary, please design them to meet or exceed the above recommendations. Although site plans similar to these were reviewed and approved by this Department in early January, 1989, we feel the above recommendations are warranted at this time due to the increased amount of development and changing geometrics of the area surrounding this intersection over the past two years. I have been advised that neither the City or Frederick County have plans for the extension of Battle Street into the County. B. EROSION AND SEDIMENTATION: E. & S. measures have been adequately addressed. C. DRAINAGE DESIGN: The majority of the comments have been addressed. During construction of this project, grading controls and stake -out will be critical to ensure positive drainage on -site since much of the drainage is conveyed in surface gutters. Otherwise, pockets of standing water may develop during and after rainfall. Thoughts or suggestions are listed below. 1. I would like to emphasize to the developer and designer that deferential unbalanced fills against walls in excess of 7 feet require special structural consideration. Also, the minimum spacing between the top of ground and the bottom of the house framing is 8 inches. One example where this will need to be addressed by special architectural design is behind units 98 thru 111. It is my understanding that the developer has an architectural plan that will meet these requirements. I question the method for establishing the off -site drainage time of concentration (Tc). It is my opinion that the "Tc" will be shorter than the indicated 59 minutes and subsequently the peak flows would be higher. In review of the channel behind Lot 40 to Lot 1 it appears that the capacity will be adequate to handle the additional or increased flows this would create. In further review of the four large culverts under the entrance to the project, it appears that the proposed culverts will pass the 100 year flow with a headwater elevation of just less than 680. 3. The storm water runoff from the upstream areas within the City of Winchester and proposed development in Frederick County is routed through existing and proposed ponds for the respective local. This will help mitigate (or justify) the long time of concentration assumed in this design. The design calculations for the proposed culvert pipes beneath the proposed entrance from Cordor Street to the detention pond need to be provided. 3. The drainage calculations need to be re-evaluated. The "C" factor used for the offsite properties should be somewhere between 0.4 and 0.45 as a minimum. The 0.3 used is not conservative enough. 4. The pre-existing "C" for onsite should be 0.2 in establishing the total allowable pre -development runoff rate. 5. The pre -development flow to the pond needs to take into consideration the time of concentration from the furthest point where the offsite concentrated flows enter the property and travel to the pond site. The flow from the greatest drainage area enters from Battle Avenue and travels around the end of the property to the existing pond. If it takes 10 minutes to travel from the property line to the pond, the total travel time or time of concentration will be 69 minutes. The pre -developed flow should be based on the product of the IlOyr for Tc of 69 minutes, weighted total area "C" factor and a drainage area of 25.7 + 51.88 + 105.82 acres. 6. Similarly, the post -development flow will need to be determined. This should include a shorter total time of concentration, since the channel will be a prepared channel. 7. The drainage channels will need to be designed so that the 100 year design storm will not flood private property. 8. Additional elevations need to be provided at building corners, curb and gutter returns, drainage inlets and parking areas to ensure proper drainage and to provide control for construction. 9. The class of the proposed RCP is not stated in either the general notes, plan, or profile sheets. 10.
