Dear Mr. Bushman:
The Frederick County Planning Department administratively approved
Site Plan 1062-90 of Sager Real Estate on March 15, 1991. This
plan calls for the construction of a 16,758 square foot real estate
office, a paved parking lot complete with curb and gutter, a
concrete ditch'stormwater release, 12 regular parking spaces, one
handicapped parking space, a handicapped ramp, a four foot concrete
sidewalk, three outdoor lighting fixtures, a 4' x 6' concrete pad
with a privacy fence for trash containers, a 5' x 10' sign, and all
required erosion and sediment control measures. Enclosed is a copy
of the approved site plan for your records.

Dear Mr. Wyatt,
Enclosed are 4 copies of the revised site plan #062-90 for Sager Real Estate to be located
in the Stephens City Professional Complex. These have been revised per the comments in your
letter dated January 29, 1991. These revisions are as follows:
1. The Engineers certificate has been signed.
2. The use of adjoining properties has been added to sheet 2 of 4.
3. The property line on Route 647 is an arc. The radius and length were difficult to
see and have been relocated to be more legible.
4. The location of the sign and size is shown on sheet 3 of 4 of the plans.
5. The maximum width of the drainage easement along the northwest property line
has been added to sheet 2 of 4.
6. The person I talked to at VDOT in Edinburg said the route number for Hyde
Court was 647.1 don't think they would assign duplicate numbers so it is possible
a number has not been assigned to it.
7. The correct tax I.D. number has been added to note 16 of the general notes.
8. The dimension of the parking aisle and parking spaces on sheet 2 of 4 has been re-
vised per your comments.
9. The percentage of landscaping has been added to sheet 3 of 4 of the site plan.
I have also enclosed the review comment sheet from the Fire Marshall that was previous-
ly omitted. I hope you find these revisions acceptable and can give this site plan final approval.
However, if you have any questions or need additional information, please let me hear from you.

This letter regards my review of site plan #062-90 for Sager Real
Estate of Stephens City. The Master Plan for this project was
approved August 21, 1989, and the Subdivision Plat was approved on
August 3, 1990. The site plan conforms to both the approved plan
and plat. Overall, the site plan is designed well; however, there
are a few revisions that need to be addressed in order to receive
final site plan approval. I offer the following comments:
1) The engineer certificate needs your signature.
2) The use of the adjoining properties needs to be included.
3) There is no surveyed boundary (degree, minute, second) for the
property boundary that fronts on Route 647.
4) If any signs are proposed for this project, the location and
dimension need to be shown on this plan.
5) The width of the drainage easement along the northwestern
property line is not shown.
6) Does Hyde Court have a Route number?
7) The tax map number (item 16 of general notes) is incorrect.
8) The parking aisle serving the ten (10) parking spaces needs
to be twenty-two (22) feet. This may be accomplished by
making the parking spaces 10' x 18' instead of 10' x 201.
9) The landscaping plan looks very good; however, the percentage
of landscaped area to site area needs to be provided.

(4) revised site plans for final approval. To my knowledge, the
only outstanding review agency comment is approval from the Fire
Marshal. If you have an approval letter from him already, please

Dear Evan,
We have reviewed the plan for the above referenced
property and have the following comments:
ACCESS
We have no comments on the access issues. The driveway
seems adequate to handle the traffic for this development.
A typical cross-section of the parking lot is covered by
note.
DRAINAGE
A drainage divide map corresponding with the drainage
calculations or stormwater run-off should have been
provided with the plan. In review, it appears that the
drainage calculations are reasonable.
A stormwater management plan was previously approved for
the Stephens City Professional Complex which also includes
this development.
EROSION AND SEDIMENTATION CONTROL
The proposed measures and narrative for the E & S control
needed on site were provided and are acceptable.

NARRATIVE
Project Description
The purpose of this project is to construct a 2996 S.F. real estate sales office in the
Stephens City Professional Complex subdivision located on State Route 647 in Frederick County
Virginia. The office building will be constructed on Lot 7 of the complex. The property is zoned
B-1, Neighborhood Business District.
Existing Site Conditions
The lot presently slopes in a southwesterly direction at 5.0% to a drainage culvert under
route 647. The vegetation cover consist of grasses and weeds. The site is well drained by a
drainage ditch constructed at the south end of the lot and the 24" CMP mentioned above that
discharges onto the Interstate 81 R/W. All drainage from the site flow through the 24" CMP.
Adjacent Property
The property is bounded on the south and east by business zoned land with McDonalds to
the south and an undeveloped lot of the complex to the east. The north side is bounded by Hyde
Court which is a street under construction that serves the Stephens City Professional Complex.
To the west is route 647 with the interstate immediately beyond that.
Soils
There are three soil categories that are located on this site. They are Berks channery silt
loam 1C, Blairton silt loam 313, and Weilkert-Berks channery silt loam. A description of the soils
and a location map are included at the rear of this report. The soils are indicated to have a severe
to moderate erosion hazard.
Critical Erosion Areas
Due to the moderate slopes of the site, there is not a severe erosion hazard. However, the
use of proper erosion control measures will reduce the risk of any soil loss.
Erosion and Sediment Control Measures
Unless otherwise indicated, all vegetative and structural erosion and sediment control
practices will be constructed and maintained according to the minimum standards and specifica-
tions of the Virginia Erosion and Sedimentation Control Handbook.
Structural Practices
Paved Ditch - 1.35
Paved ditch is to be installed as indicated on sheet 2.
2. Temporary Construction Entrance - 1.01
A temporary construction entrance will be installed where construction traffic enters
Hyde Court.

Silt Fence - 1.06
Silt fence shall be installed as shown on sheet 2 and detailed on sheet 4.
4. Construction Road Stabilization - 1.02
All roads and parking areas on the site shall be stabilized with gravel; immediately after
grading.
5. Straw Bale Barrier - 1.05
Straw Bale Barriers shall be installed as shown on sheet 3 and 4 and detailed on sheet 7.
Vegetative Practices
Topsoil Stockpile - 1.61
Topsoil shall be stripped from areas to be graded and stockpiled for later use. The stock-
pile locations shall be approved by the engineer.
2. Temporary Seeding 1.65
The topsoil stockpile and areas to be rough graded during the initial phase of construction
shall be seeded with fast germinating, temporary vegetation immediately following grad-
ing.
Management Strategies
1. Construction should be sequenced so that grading operations can begin and end as quick-
ly as possible.
2. Temporary seeding and other stabilization shall follow immediately after grading.
3. The job superintendent shall be responsible for the installation and maintenance of all
erosion and sediment control practices.
Permanent Stabilization
All areas disturbed by the construction shall be stabilized with permanent seeding
immediately following the finished grading. Seeding will be done with Kentucky 31 Tall fescue
according to Std. & Spec. 1.66 of the 1980 Virginia Erosion and Sediment Control Handbook.
Permanently seeded areas shall be protected during the establishment with straw mulch.
Stormwater Management
A stormwater management plan has been previously approved for the Stephens City Pro-
fessional Complex. The runoff from this site will drain into drainage facilities designed for the
complex. Therefore, stormwater detention will not be required.
Maintenance
In general, all erosion and sediment control measures will be checked weekly and after

each significant rainfall. The following items will be checked in particular.
1. The silt fence and baled straw will be checked regularly to determine if they are function-
ing properly.
2. All seeded areas will be checked regularly to see that a good stand is maintained. Areas
should be fertilized and reseeded as needed.
Runoff Calculations
The rational method was used for computing the runoff characteristics for this site. Cal-
culations for runoff are summarized on the following pages. The runoff can be grouped into 2
distinct drainage areas and they are summarized on the following calculations sheet. The first
drainage area covers the parking area, landscaped areas and a portion of the roof. The second
drainage area consist of the remainder of this site and the rest of the Professional Complex area.

tillage, crop residue management, growing cover crops,
and including grasses and legumes in the cropping
system help to reduce runoff and control erosion and to
increase the organic matter content in the surface layer
and the available water capacity. Liming is needed to
offset the acidity of the soil. Fertilizing generally is
required to increase the amount of available nutrients in
the soil.
This soil is well suited to hay and pasture. Establishing
and maintaining a mixture of grasses and legumes and
preventing overgrazing are major pasture management
concerns. Overgrazing causes increased runoff and
excessive erosion. Using stocking rates within carrying
capacity, deferred grazing, using rotation grazing, and
liming and fertilizing help to maintain a good stand of
grasses and legumes, to reduce runoff, and to control
erosion. Liming is needed to offset the acidity of the soil.
Fertilizing generally is required to increase the amount of
available nutrients in the soil.
Potential productivity for trees on this soil is
moderately high. The soil is managed mainly for pine.
Seedling survival is affected by droughtiness during the
growing season.
Depth to bedrock is the main limitation to use of this
soil for community development.
This soil is in capability subclass Ile.
1C—Berks channery silt loam, 7 to 15 percent
slopes. This soil is moderately deep, strongly sloping,
and well drained. It is on broad valley uplands that are
dissected by drainageways. Slopes are smooth,
commonly complex, and about 500 to 2,500 feet long.
Areas of this soil are long and narrow or irregularly
shaped and range mainly from 3 to 50 acres.
Typically, the surface layer is dark brown channery silt
loam 8 inches thick. The subsoil is yellowish brown very
channery silt loam about 14 inches thick. The
substratum, to a depth of 30 inches, is strong brown
extremely channery silt loam. Shale bedrock is at a
depth of 30 inches.
Included with this soil in mapping are small
intermingled areas, generally less than 2 acres each, of
Blairton and Weikert soils. Blairton soils are moderately
well drained to somewhat poorly drained. They are in
slight depressions and along waterways. Weikert soils
are shallow. They are near slope breaks. These included
soils make up about 10 percent of this map unit. Also
included are small areas of soils that have a surface
layer of silty clay loam and small areas of rock outcrops.
These included soils and areas of rock outcrops make
up about 5 percent of this map unit.
Permeability in this Berks soil is moderate. The
available water capacity is very low. Runoff is medium to
rapid. The erosion hazard is moderate. Tilth is fair, and
natural fertility and organic matter content are low. The
shrink -swell potential in the subsoil is low. The root zone
extends to a depth of about 30 inches, but it is restricted
below a depth of 8 inches by shale fragments. The
surface layer and the subsoil are very strongly acid and
strongly acid, except where the soil has been limed.
Most areas of this soil are used for cultivated crops,
hay, and pasture. A few areas are used as woodland and
orchards.

2—Birdsboro loam. This soil is very deep, nearly
level, and well drained. It is on flood plains and low
terraces along the larger streams in the county. Areas of
the soil commonly are long and winding, and follow the
streams. They are about 500 to 5,000 feet long. They
range mainly from about 5 to more than 50 acres. Slope
ranges from 0 to 3 percent. The soil is subject to
flooding.
Typically, the surface layer is dark brown loam about
13 inches thick. The subsoil in the upper part is yellowish
red, mottled silt loam to a depth of 21 inches. In the next
Frederick County, Virginia 13
part it is yellowish red silty clay loam to a depth of 34
inches. In the lower part it is yellowish red, mottled silty
clay loam and yellowish red, mottled silt loam to a depth
of 60 inches or more.
Included with this soil in mapping are small areas of
Craigsville, Pagebrook, and Wheeling soils. Craigsville
soils are along stream banks and high water channels.
Pagebrook soils are in slightly concave areas. Wheeling
soils are scattered throughout this map unit. These
included soils make up about 15 percent of the map unit.
Permeability of this Birdsboro soil is moderate, and the
available water capacity is high. Runoff is slow. The
erosion hazard is slight. The surface layer is friable and
easily tilled when moist, but breaks up into clods if the
soil is tilled when too wet or too dry. The shrink -swell
potential in the subsoil is low. The root zone extends to
a depth of 60 inches or more. Natural fertility is medium,
and organic matter content is moderate. The soil
commonly is strongly acid, except where the soil has
been limed. The soil is subject to rare flooding. The
seasonal high water table is at a depth of 2 to 6 feet
from November through March.
Most areas of this soil are used as pasture and
woodland. A few areas are used for cultivated crops.
This soil is well suited to cultivated crops. Crops
respond well to lime and fertilizers. Using conservation
tillage, growing cover crops, including grasses and
legumes in the cropping system, and crop residue
management help to maintain organic matter content
and soil tilth, to reduce crusting, to increase water
infiltration, and to control erosion.
This soil is well suited to hay and pasture. Establishing
and maintaining a mixture of grasses and legumes and
preventing overgrazing are major pasture management
concerns. Overgrazing causes surface compaction and
increases runoff and erosion. Using stocking rates within
carrying capacity, deferred grazing, using rotation
grazing, and liming and fertilizing help to maintain a good
stand of grasses and legumes, to reduce runoff, and to
control erosion. Liming is needed to offset the acidity of
the soil. Fertilizing generally is required to increase the
amount of available nutrients in the soil.
Potential productivity for trees on this soil is
moderately high. Seedlings survive and grow well. The
windthrow hazard and the equipment limitation are slight.
Flooding is the main limitation to use of this soil for
community development.
This soil is in capability subclass I.
313—Blairton silt loam, 2 to 7 percent slopes. This
soil is moderately deep, gently sloping, and moderately
well drained to somewhat poorly drained. It is along
heads of drainageways and in broad upland depressions
Slopes are smooth or slightly concave or convex and
about 500 to 3,500 feet long. Areas of this soil
commonly are elongated. They range from 3 to more
than 200 acres.
Typically, the surface layer is dark brown silt loam
about 9 inches thick. The subsoil extends to a depth of
30 inches. In the upper part it is yellowish brown, mottled
silty clay loam. In the lower part it is light yellowish
brown, strong brown, and mottled channery silty clay
loam. The substratum, to a depth of 36 inches, is
yellowish brown, mottled very channery silt loam.
Fractured shale is at a depth of 36 inches.
Included with this soil in mapping are small areas,
generally less than 3 acres each, of Berks, Clearbrook,
and Weikert soils. Berks soils are well drained. They are
on low knolls and ridges. Clearbrook soils are along
waterways. Weikert soils are near slope breaks and in
eroded areas. These included soils make up about 25
percent of this map unit.
Permeability in this Blairton soil is moderately slow.
The available water capacity is low. Runoff is medium.
The erosion hazard is moderate. Tilth is fair, but the soil
breaks up into clods if tilled when too wet or too dry.
Natural fertility and organic matter content are low. The
shrink -swell potential in the subsoil is low. The root zone
extends below a depth of 23 inches, but root growth is
restricted by the seasonal high water table. The surface
layer and the subsoil commonly are strongly acid or very
strongly acid, except where the soil has been limed. The
seasonal high water table is at a depth of 1 /2 foot to 2
feet from November through March.
Most areas of this soil are used for cultivated crops,
hay, and pasture (fig. 2). Many areas are used as
woodland.
This soil is moderately well suited to cultivated crops if
drainage is installed. The soil is droughty during the
growing season. Crops respond well to lime and
fertilizers. Using conservation tillage, growing cover
crops, including grasses and legumes in the cropping
system, and crop residue management help to control
erosion, maintain organic matter content in the surface
layer and soil tilth, to reduce crusting, and to increase
water infiltration.
This soil is well suited to hay and pasture. The growing
season for alfalfa commonly is short because of the
seasonal high water table. Establishing and maintaining
a mixture of grasses and legumes and preventing
overgrazing are major pasture management concerns.
Overgrazing causes surface compaction and increases
runoff and erosion. Using stocking rates within carrying
capacity, deferred grazing, using rotation grazing, and
liming and fertilizing help to maintain a good stand of
grasses and legumes, to reduce runoff, and to control
