Bise, II Planner 1 Department of Planning & Development 9 North Loudoun Street, 2nd Floor Winchester, VA 22601 RE: Site Inspection of Hampton Chase Dear Mr. Bise: The purpose of my visit was to answer questions regarding installation of first step control measures, however, after reviewing the approved Erosion & Sediment Control (E&S) plan for the above referenced project I noted some additional concerns. The approved E&S plan has not adequately addressed surface runoff during construction in accordance with Minimum Standard # 6 of the Virginia E&S Regulations. It would appear that a sediment basin should have been required for a project of this nature to properly address this Minimum Standard. The permanent stormwater detention facility on site does not provide this protection unless an adequate storage volume for the "anticipated sediment loading" from the disturbed areas is provided. Mr. Mattox's suggestion of trapping the sediment at the low flow orifice by means of a stone filter would not be acceptable due to the amount of drainage involved. I would recommend you consider addressing this problem prior to installing the permanent riser structure, at which time temporary modifications to the basin could be implemented to provide adequate control during the construction phase. I would also recommend a further review of the area receiving the outflow from the detention basin to determine its adequacy in accordance with Minimum Standard #19. There appeared to be an undefined area (channel) receiving the proposed stormwater. Outdoor lighting features have been shown on sheets 2, 6, 7, 8 and 10 of 18. b. The trash receptacle area has been shown on sheets 2 and 6 of 18. 4) The only natural environmental features are scattered trees, the limits of which are shown on sheets 6, 7 and 8 of 18. 5) A pedestrian crosswalk has been added between Lot 6 (Zero Lot Line) and Lot 1 (Townhouse Unit) on sheet 6 of 18. 6) We have analyzed the proposed sidewalk location between townhouse lots 18 and 28 and feel that the location as shown (note that sidewalks are not required) is the most efficient and appropriate. 7) A 3' safety fence and 6' gate has been added between Tot Lot #2 and the parking area. This addition is shown on sheet 2 of 18. 8) A bus stop area has been incorporated with the gazebo area on sheets 2 and 8 of 18. Note that the bike/jogging trail was incorrectly labeled as sidewalk on sheets 6 and 7 of 18. The trail is located approximately 75 feet northeast of the City of Winchester Corporate Limits. This labeling has been corrected, and the appropriate detail has been added on sheet 6 of 18. After we have received (and addressed, if necessary) the final comments from Donahue & Associates and the Frederick County Fire Marshal, we will provide you with four (4) copies of the final site plan for your approval. As you know, there were three (3) outstanding issues that required clarification prior to final site plan approval. These issues regard the use of a gazebo as a bus stop, the sidewalk location through the area specified as Tot Lot #2, and the pedestrian access behind the zero lot line homes. It is my understanding that the sidewalk through the area specified as Tot Lot #2 has been removed and a linear sidewalk has been added along the parking lot area. This revision is acceptable and resolves that issue. s I asked Mr. Jim Doran, Director of Frederick County Parks and Recreation, to provide me with an opinion regarding these three (3) issues, since each issue relates to recreational facilities. Enclosed is a copy of the memorandum from his department. Our department concurs with his opinion, and feel that his comments need to be provided on the site plan. Once items one (1) and three (3) are resolved, the deed of dedication is approved, and a sufficient bonding agreement is received, I can recommend final site plan approval for this project. My review of Hampton Chase, dated Sept. 24, 1990, was with the understanding that the gazebo, grill and picnic table would serve as a recreation unit. If we are now proposing to use the gazebo as a bus stop, I would no longer consider the area a recreation unit. I also question the adequacy of a gazebo, being open on all sides, as a bus s-tap during times of inclement weather. 2. Regarding the appropriateness of having a sidewalk through a tot lot area: I would not recommend a hard surface walkway through the tot lot area. It seems to me that it would be more appropriate to run the sidewalk parallel to the parking area, connecting to proposed sidewalks at each corner of the tot lot. It is imperative that the sidewalk does not run through the playground equipment protective areas. 3. As to whether or not I reviewed a proposal that included a linear right-of- way as a jogging trail: No. Furthermore, if the developer is interested in providing a jogging trail, I would recommend that it be concrete or asphalt. Wyatt, Planner II RE: Hampton Chase Site Plan DATE: July 5, 1991 This memorandum regards my review of the above mentioned site plan. I submitted my comments to Mr. Duane Brown, Project Manager for G.W. Clifford & Associates, on June 25, 1991. On July 3, 1991, I received a telephone call from Mr. Charles Maddox of G.W. Clifford & Associates. Mr. Maddox had three specific concerns related to my comments. Each comment affects your review; therefore, I feel it is necessary to receive input from you before any decisions are made. The comments of concern are as follows: 1) The approved Master Development Plan shows a bus stop at the end of Monitor Court, near Fort Collier Road; however, the Site Plan does not reflect this. Mr. Maddox said that the applicant proposes to use the gazebo located next to lot 29 in the townhouse section. I do not believe that a gazebo would provide adequate shelter on days where there is rain, snow or heavy winds. 2) Comment #6 in my review indicates that it is not appropriate for a sidewalk to be located through an area specified as a tot lot. This has been done to avoid running a linear sidewalk along the area used for parking. I would like your opinion on this issue. 3) The last item of concern reflects the area located behind the zero lot line homes specified as a ten (10) foot pedestrian access easement. This area sows a proposed four (4) sidewalk. The applicant would like to construct this as a stone/gravel improvement in lieu of concrete. Although the plan is generally consistent with the initial submission in terms of layout, there are some changes that will need to be considered by Planning Staff. These are discussed below: A. ACCESS The road and access plan is much the same as previously submitted. If VDOT does not have a problem iN accepting the centerline curve radii for Butler Avenue, I have no problem with this. The access to Ft. Collier Road has been improved from the original submission. B: GRADING, DRAINAGE, AND STORMWATER MANAGEMENT 1. The most significant change is a switch from a curb and gutter section to open ditches along Butler Avenue. This has significantly increased the amount of ditches and reduced the amount of storm sewer. 2. For lots of this size, open ditches are usually less desirable. There are several concerns of which inconvenience, soil stability, safety, and visual awareness are a few. Many of the complaints we have received have shown a sensitivity to the visual impacts of large quantities of concentrated surface runoff flowing through backyards and between houses. In much of Frederick County, the soils are categorized in the hydrologic soil group C, which induces higher runoff rates. Based on this, there is some risk in using lower runoff coefficient for either undeveloped or less dense residential development. For off site properties, it is generally good to use a runoff coefficient for the planned land use. For example, drainage area SS is planned to be a warehouse facility. The use of a C of 0.35 is most likely not reasonable. It is true that stormwater management, if properly designed and constructed, should control the release of runoff from that site to the pre -developed rates, however, a 0.35 may still be low. If for some reason stormwater management is not properly implemented, the downstream system will be inadequate. Care is recommended in allowing these values for this development. 4. Where surface drainage is to be permitted through the development, it is critical that extra care be taken not only in the design of these channels, but also in the construction. The designer has indicated in his design tables the channel configuration such as bottom width, and side slopes. The limits and/or location of these storm conveyance channels needs to be indicated on the plan. A typical section for each channel type needs to be shown so the contractor does not have to extrapolate the information from the design table. 5. Based on the grading plan, I assume that the housing units as proposed are slab on grade. 6. Additional spot elevations would be necessary to ensure construction per plan within the townhouse section in areas where the surface drainage may be critical. The setting of building pad elevations is very helpful, however, in some areas where contours indicate surface runoff toward those pads, spot elevations will show the contractor how to divert water away from the units. Example: Lot 1, (Townhouse) lots 53-56, (Townhouse) lots 5-8. C. EROSION AND SEDIMENTATION CONTROL 1. Straw bales in the drainage swale downstream for C-5 and C-8 should be changed to check dams. The above items need to be addressed before I can recommend acceptance of these plans. I do not believe that an open ditch sections road is appropriate with a development of this density. Therefore, pad grading needs to be well established prior to house construction. If one builder/owner does the zero lot line portion of the project, then this should not be a problem, but a one builder scenario is not guaranteed. The Master Development Plan was approved for this project on May 24, 1991, and the Subdivision Plan and Site Plan are still pending. Once all site plan comments have been addressed and the Subdivision Plan is approved with an acceptable deed of dedication and letter of credit, I will recommend final site plan approval. In order to approve the site plan, I will need approval from Donohue and Associates, the Fire Marshal, and revised drawings that reflect the following comments: 1) Sheet 2 of 18 should include the height of all structures. 2) Sheet 2 of 18 needs to specify the site impervious area. 3) Any outdoor lighting features, outdoor storage area, or outdoor trash receptacle should be located on sheets 6, 7, and 8 of 18. 4) Any natural environmental features should be located on this plan. 5) Crosswalks are shown on sheet 7 of 18 which is a good idea. I feel that a crosswalk should be included on sheet 6 of 18 to provide a sidewalk connection between lot 6 (Zero Lot Line) and lot 1 (Townhouse Unit). 6) Sheet 7 of 18 needs to be revised to provide linear access for pedestrians from the parking lot between lots 18 and 28 (Townhouse Units). The location of the present sidewalk is not appropriate as it goes through the area designated as Tot Lot #2. 7) Consideration should be given to provide a safety fence along the border that separates Tot Lot #2 with the parking lot. As usual, the overall concept, design, dimensions, and numbers are fine. I believe that once the outstanding comments have been addressed, all parties concerned will support the approval of this project. Our comments are as follows: ACCESS ISSUES: 1. It appears that adequate access is available to this project and we do not have any additional comments. DRAINAGE AND STORMWATER MANAGEMENT: 1. The designer appears to have done a good job in developing an intricate stormwater management system. I do not have any problems with the system concept but have a few minor comments. 2. One item I would like to point out for the designer's attention. The outfall pipe for pond #2 requires a 15-inch orifice over the inlet of the 18" outfall pipe. This should be indicated in the structure #12 notation and profile. A detail would also be helpful. 3. The proposed grading for the overflow weir to pond #1 does not show exactly what is planned by the calcs. A High Point of 681.75 is proposed for the crest of the weir. The two 682 contours do not indicate this. A minor change in connecting the contours and two spot elevations can easily correct this. 4. The northeastern entrance to the site will be temporarily inundated during the 100-year event as part of the emergency overflow for pond #3. The future extension of Butler Avenue to Ft.
