ACCESS ISSUES 1. The site is within Stonewall Industrial/Lenoir City Industrial Parks. Access to this lot is consistent with the Master Development Plan and appears adequate. B. GRADING, DRAINAGE, AND STORMWATER MANAGEMENT 1. Notes to Designer: a) The emergency spillway should not be placed across the fill section of a dam or embankment. Typically the best place to incorporate a spillway is in a cut section. If this is not possible, the spillway needs to be stabilized in relation to the flow volumes and velocities. In this case the volume is relatively low and the velocities can be controlled to acceptable limits. However, if the spillway is to remain where it is indicated, rip -rap will be required as minimum down the face of the embankment. b) In determining the velocities through the spillway, there are at least two areas of interest; the control section (or broad crested weir) and the channel of the spillway or face of the slope. The velocities down the channel are generally the most critical since it may be greater. Therefore, a rip -rap stabilization will be necessary. c) The area "A" referred to in the continuity equation is the cross sectional area of the flow and not the drainage area used in the rational equation. d) For a broad crested weir, the C value will be closer to 3.2. Therefore, the spillway section will carry close to 17.00 cfs as indicated. It is AR(,Hi F, _1l sized adequately. e) The allowable release from the pond is not as high as indicated. The predevelopment runoff of 10.2 cfs is for the total acreage. To indicate the proper amount to be allowed from the pond, the total uncontrolled area should be deducted ie 10.2 - (6.29+1.14) = 2.77cfs. As it turns out, the discharge from the proposed orifice outlet will not exceed this amount. f) It is not clear how the inflow hydrograph was developed. The Q peak does not match any relationship to the parameters in the calculation package. Also, it is my experience that in using the Modified Rational approach for developing hydrographs, the greatest amount of required storage for a design storm does not always relate to the peak hydrograph. Therefore, a series of hydrographs should be considered to find the optimum discharge/storage requirements. g) In designing a culvert, it is ok to check the capacity of the pipe barrel as in a storm sewer design, however, the culvert entrance headwater elevation needs to be evaluated. The headwater elevation will be dependant on whether the culvert is under headwater (entrance) control or tailwater (outlet or pipe barrel) control. The VDOT drainage manual with the appropriate nomographs should be used for this. Under headwater conditions, the water surface elevation at the entrance of culvert 4 to 5 calculates to 718.63 which is close to the spot elevation of 718.9 at the driveway connection to the road pavement. This may be a little close for VDOT's liking. Since it is a cul-de-sac and a secondary road, it should be acceptable here but that will ultimately be up to VDOT. 2. We recalculated the pond design taking into account the considerations discussed above. With this we were able to make ourselves comfortable that the pond should operate as required for a 10 year storm event. C. EROSION AND SEDIMENTATION 1. An E & S plan and narrative was provided and appears adequate. ENGINEERS Based on the above, I can recommend approval of this plan A RC HITEC'1-S after the designer either relocates the emergency spillway in a cut channel or rip -raps the entire spillway control "N"SIS section and channel down the face of the dam with a class 1 rip -rap. ACCESS ISSUES 1. The site is within Stonewall Industrial/Lenoir City Industrial Parks. Access to this lot is consistent with the Master Development Plan and appears adequate. B. GRADING. DRAINAGE. AND STORMWATER MANAGEMENT 1. Notes to Designer: a) The emergency spillway should not be placed across the fill section of a dam or embankment. Typically the best place to incorporate a spillway is in a cut section. If this is not possible, the spillway needs to be stabilized in relation to the flow volumes and velocities. In this case the volume is relatively low and the velocities can be controlled to acceptable limits. However, if the spillway is to remain where it is indicated, rip -rap will be required as minimum down the face of the embankment. b) In determining the velocities through the spillway, there are at least two areas of interest; the control section (or broad crested weir) and the channel of the spillway or face of the slope. The velocities down the channel are generally the most critical since it may be greater. Therefore, a rip -rap stabilization will be necessary. c) The area "A" referred to in the continuity equation is the cross sectional area of the flow and not the drainage area used in the rational equation. d) For a broad crested weir, the C value will be closer to 3.2. Therefore, the spillway section ENGINEERS will carry close to 17.00 cfs as indicated. It is ARCHITECTS sized adequately. SCIENTISTS e) The allowable release from the pond is not as high as indicated. The predevelopment runoff of 10.2 cfs is for the total acreage. To indicate the proper amount to be allowed from the pond, the total uncontrolled area should be deducted ie 10.2 - (6.29+1.14) = 2.77cfs. As it turns out, the discharge from the proposed orifice outlet will not exceed this amount. f) It is not clear how the inflow hydrograph was developed. The Q peak does not match any relationship to the parameters in the calculation package. Also, it is my experience that in using the Modified Rational approach for developing hydrographs, the greatest amount of required storage for a design storm does not always relate to the peak hydrograph. Therefore, a series of hydrographs should be considered to find the optimum discharge/storage requirements. g) In designing a culvert, it is ok to check the capacity of the pipe barrel as in a storm sewer design, however, the culvert entrance headwater elevation needs to be evaluated. The headwater elevation will be dependant on whether the culvert is under headwater (entrance) control or tailwater (outlet or pipe barrel) control. The VDOT drainage manual with the appropriate nomographs should be used for this. Under headwater conditions, the water surface elevation at the entrance of culvert 4 to S calculates to 718.63 which is close to the spot elevation of 718.9 at the driveway connection to the road pavement. This may be a little close for VDOT's liking. Since it is a cul-de-sac and a secondary road, it should be acceptable here but that will ultimately be up to VDOT. M 2. We recalculated the pond design taking into account the considerations discussed above. With this we were able to make ourselves comfortable that the pond should operate as required for a 10 year storm event. C. EROSION AND SEDIMENTATION 1. An E & S plan and narrative was provided and appears adequate. Because of the flatness of the existing grades in the area, we suggest a R.E.C.P. or C.M.P.A. culvert be used under the entrance. The existing drainage ditch along Route 861 will need to be regraded as necessary to obtain positive drainage from this culvert. 3. The S.W.M.P. pipe is to be confined to private property and standard EC-1 erosion control stone added to the emergency spillway. 4. A half typical section of the entrance improvements is to be added to the plans. 5. The existing sight distance, speed limit and reference are to be added to the plans as noted. 6.
