Adams Rezone 30.356 acres Parcel C from A-2 (Agricultural General) to M-1 (Industrial Limited) LOCATION: South of proposed airport road, Route 645 (Bufflick Road), and adjoining other property of applicant MAGISTERIAL DISTRICT: Shawnee ADJACENT LAND USE AND ZONING: Vacant and agricultural land zoned A-2 (Agricultural General) PROPOSED USE AND IMPROVEMENTS: Part of Upper Valley Business Park REVIEW EVALUATIONS: Transportation Department - No objection to rezoning. Health Department - No objection as long as property is served by central water and sewer. Sanitation Authority - Bids for the construction of water and sewer facilities which will serve this property will be received on October 7, 1987. Provided bids are within estimates, a contract will be awarded with completion in fall of 1988. Greenwood Fire Company - The Greenwood Volunteer Fire Company has no problem with rezoning this property, however, County water must be available before actual building starts. Inspections Department - This request for rezoning shall comply to the sections of the BOCA Basic National Building Code 1984 when the use groups have been determined and when building plans have been submitted. Planning and Zoning - The proposal is to rezone a 30 acre parcel that is included in the Upper Valley Business Park master plan which has been submitted for approval. The master plan will include industrial, office, commercial, and residential uses and is, therefore, a new concept for Frederick County. However, the staff would strongly support this kind of master planning for multiple use areas. REZONING REQUEST #021-87 C. Douglas Adams and Fern L. Adams Parcel C The parcel in question is located adjacent to a large area of land currently zoned M-1 so this rezoning would expand an existing industrial area. The proposed site would have frontage on the relocated Bufflick Road shown on the master plan. Mr. Adams has offered the right-of-way for the proposed relocation, the County and VDOT have generally approved the concept, and design of the new road is underway. The proposed M-1 area will be separated from RP areas to the south by a 100 foot strip of RP land which contains the wooded Buffalo Lick Run stream valley. The rest of the site is surrounded by land included in the master plan. The site is an appropriate location for industrial uses, and impacts on surrounding properties will be minimal. (signed) 400 Farm Acres Lose Round By TERRI HIGGINS Star Staff Writer After two hours of complaints from sev- eral of the 90 people attending Wednesday's public hearing held by the Frederick County Planning Commission, members agreed that industrial growth was better than resi- dential growth around the Winchester Municipal Airport, and voted to rezone 400 acres there from agricultural to industrial use. All commission members, with the ex- ception of Chairman Frank Brumback, who abstained, voted in favor of rezoning 257 acres owned by Annondale lawyer C. Douglas Adams, who plans to build an in- dustrial park across from the airport. The tmission unanimously approved the ,oning of 147 acres owned by George Glaize, also near the airport, bordering Vic- tory Lane and U.S. 50. Glaize also plans to build an industrial park. Both items will be included under public hearings at next week's Board of Super- visors meeting. Adams said after the meeting that he still has no definite plans for the park other than it will be "a quality plan" and that he will be careful in choosing the industries that make offers for the property. He said a number of businesses would want to locate in Win- chester because of the "people, the culture, and the airport is extremely important." He is considering building a lake in the section of Buffalo Lick Run which runs through his property for "aesthetic purposes." His wife Fern Adams, co-owner of the property, said, "We want to leave some- thing behind that will be an asset to the community and that we're proud of." Adams and Glaize made their requests to rezone from agricultural to industrial use after the county committed itself to connec- ting water and sewer lines to the area. Members of the Board of Supervisors and Planning Commission have spoken in favor of industrial development around the air- port because the location will attract quality industries that will increase the tax base. The property, they have said, is best used industrially or commercially, rather than residentially because of its closeness to the airport. But Wednesday night almost 90 people who live in the Bufflick Road/airport area packed themselves into the old county courthouse to complain about noise, pollu- tion, increased traffic, drainage problems, lack of privacy, safety, and other problems they feared with industrial growth and an expansion of the airport. Only two people, airport manager Ken- neth Wiegand and Airport Commission to IndusTr'j� member Paul Anderson, spoke in favor of the rezoning. Both men said industrial growth will serve a "mutual service" for the airport and the industries, and would pro- hibit a closing because of noise complaints from nearby residents. Most of those against the rezoning were concerned with the Adams property which borders 1,400 feet of residential property in Bufflick Heights. The commission and the Adamses' at- torney, Robert Mitchell, said there would be a 200-foot buffer between any construction and residential property and drainage pro- blems would be resolved with engineering designs. The major concern of the commis- sion was the condition of Bufflick Road, which is mostly unpaved with several curves and dips. Board of Supervisors Chairman Kenneth Stiles said the industrial growth in the narks may take up to 15 years and in that time the road could be improved, trucks could be prohibited, and another access from U.S. 522 to the Adams property could be built. But it was because of the road conditions and a prediction from the planning depart- ment that the traffic count could increase from 1,000 to 10,000 per day after industrial growth that Brumback abstained from voting. "I really feel that tract of land will have an impact on the community to a much greater degree than I'd feel comfortable with," he said after the meeting. But some youngsters don't get that opportunity, and in a rural area like Clarke County where hunting is a way of life, it's im- portant to learn about guns at an early age. That's where John Young comes in. Young, an avid hunter himself, is one of five 4-H Club leaders instructing youngsters in the use of rifles, shotguns, pellet guns, B-B guns, and bows and ar- rows.
