This letter is to confirm the action taken by the Frederick County Board of
Supervisors at their meeting of May 13, 1987.
Approval of Rezoning Request #011-87 of Dominion Associates Group II, Inc. to
rezone 40 acres from A-2 (Agricultural General) to RP (Residential Performance)
for single—family dwellings. This property is designated as Parcel 41 on Tax
Map 65 and is located on the north side of Senseny Road (Route 657) approximately
three miles west of Interstate 81 and 3/4 mile east of Opequon Creek, across
Senseny Road from Glenmont Village.

Rezone 40 acres from A-2 (Agricultural General)
to RP (Residential Performance)
LOCATION: On the north side of Senseny Road (Route 657) approximately three miles
west of Highway 81 and 3/4 mile east of Opequon Creek, across Senseny Road from
Glenmont Village.
MAGISTERIAL DISTRICT: Shawnee
ADJACENT LAND USE AND ZONING: Vacant and agricultural land zone A-2, Agricultural
General, and residences zoned RP, Residential Performance, across Senseny Road.
PROPOSED USE AND IMPROVEMENTS: Single family dwellings
REVIEW EVALUATIONS:
VA Dept. of Highways & Transportation - No objection to rezoning.
Sanitation Authority - Water and sewer facilities are available in the
vicinity of the proposed rezoning. Developer will have to extend the lines
to provide service directly to the property.
Greenwood Fire Company - No problems with rezoning of this property.
Planning and Zoning - The following are issues that should be considered:
Comprehensive Plan - The Comprehensive Plan does not include this location
in an urban development area. However, it is obvious that this general
area has an established history of residential development served by
public sewer and water facilities. The Comprehensive Plan possibly needs
to be revised to reflect higher density development in this area. The
land in question does not include prime agricultural land.
Possible Impact - The site is surrounded on three sides by agricultural
and vacant land. A single-family, RP development is located across
Senseny Road. No substantial impacts on neighboring properties would be
expected.
r REZONING REQUEST #011-87
Dominion Associates Group II, Inc.
Under current RP requirements, we could project development between 3 and
10 units per acre resulting in between 100 and 400 dwelling units. Based
on standard trip generation factors, full development of this site could
result in between 1000 and 2000 additional average daily trips on Senseny
Road. Average daily trip counts on this portion of Senseny Road now
average around 2000 average daily trips. Obviously, development of this
site, together with development of adjacent land, could have a significant
impact on Senseny Road. However, Senseny Road is classified as a major
collector road and is intended to handle substantial volumes of traffic.
We will need to monitor levels of service on Senseny Road as development
continues.
Site Suitability - Water mains are available on the north side of Senseny
Road. Sewer main (8 inch) are available in Glenmont Village,
approximately 100 feet south of Senseny Road. Sewer service will need to
be extended to the site. The site is physically suitable for residential
development.
Conclusions - Sewer and water service is available in this area and RP
zoning at this location would appear to fit the pattern of development in
this area.
