Before this street can be added to the Secondary System, a standard commercial entrance is required according to the VDH&T`s commercial entrance requirements. City of Winchester - See attached letter. Planning and Zoning - In general, B-3 zoning creates lower rates of traffic generation than B-2 zoning. The 60 foot right-of-way to the site has been approved and platted, but has not been accepted by VDH&T because of the insufficient number of occupied units. In this area, along this portion of Route 522 South, there are areas zoned B-2, B-3, and M-2. There are a number of heavy business uses in the area, including garages, wholesalers, and truck terminals. In general, B-3 zoning appears to be appropriate for this site.
