PROPOSED USE AND IMPROVEMENTS: small and medium sized warehouse project
REVIEW EVALUATIONS:
VA Dept. of Highways & Transportation - No objection to rezoning. Before
this street can be added to the Secondary System, a standard commercial
entrance is required according to the VDH&T`s commercial entrance
requirements.
City of Winchester - See attached letter.
Planning and Zoning - In general, B-3 zoning creates lower rates of traffic
generation than B-2 zoning. The 60 foot right-of-way to the site has been
approved and platted, but has not been accepted by VDH&T because of the
insufficient number of occupied units. In this area, along this portion of
Route 522 South, there are areas zoned B-2, B-3, and M-2. There are a number
of heavy business uses in the area, including garages, wholesalers, and truck
terminals. In general, B-3 zoning appears to be appropriate for this site.

In response to your request January 30, 1987, please be advised as
follows:
• City water is available to Lot 1 in the Windy Hills
Subdivision, and a main extension for fire protection is
permitted provided the extension is approved by Frederick
County and City Council. The main extension is at the
developer's expense.
The sewer main is located upon Lot 1 and, therefore, considered
adjacent to the property. Individual sewer services can be
made in accord with City policy. No main extension will be
permitted.
• Prior to final site plan approval, the varification of the
exact sewer main location must be made. There appears to be a
conflict between -the site developer's plan and the 1979 Windy
Hills Subdivision plat.
Hopefully the above meets your requirements. If we can provide
additional information, please advise.
