Pidgeon 17.72 acres zoned A-2 (Agricultural General) to be rezoned to RP (Residential Performance) LOCATION: South on Route 656 (Greenwood Road) and south of the Route 656 and Route 657 (Senseny Road) intersection. MAGISTERIAL DISTRICT: Shawnee ADJACENT LAND USE AND ZONING: Vacant and agricultural uses; zoned A-2, Agricultural -General, and residential uses zoned RP, Residential Performance PROPOSED USE AND IMPROVEMENTS: Detached single-family lots REVIEW EVALUATIONS: VA Dept. of Highways & Transportation - No objection to rezoning. It is noted ou the plat that the proposed streets at the intersection of Greenwood Road or Route 656 are not wide enough to accomodate a standard Secondary Road connection, if this is for a subdivision street. Sanitation Authority - Water and sewer lines are located along Greenwood Road. Greenwood Fire Company - No problems. Planning and Zoning - The parcel is relatively level land with sewer and water service available. It is adjacent to land zoned RP and is generally suitable for residential development. RP zoning fits the obvious land use patterns occurring in this area. However, the land only has access to public roads via platted, 56 foot wide rights -of -way along Greenwood Road. The Highway Department has told us that the widths of the right of way will restrict the possibility of having subdivision streets in the parcel accepted into the state sytem. The actual problem occurs because the entrances on Greenwood Road cannot be designed with acceptable curve radii because of the width at the rights -of -way at the entrance. The Department has told us that the rights -of -way can serve no more than one lot per entrance. This property cannot be developed for RP uses until access is provided by the developing of streets through adjacent properties. Pa ge 2 Settle & Pidgeon Rezoning A recommendation for approval is given because of the general land use patterns in the area. However, the rezoning will also imply the need for additional rezonings to RP on surrounding properties, which will probably be necessary to provide access to this property. Conditions imposed involved a more detailed plan sheet based upon close contour surveying and design review by our District Office. These conditions were met. The difference between these two situations is the fact we were provided more information and in greater detail in the latter case than in the former. In reviewing our file, we recommended approval for each application; the first applicant was represented by a real estate representative. We met with him and the planning staff at the site and reviewed the current plat of the tract. There was little data available to us to do a thorough review of the access points, but based on the information available to us, it was determined a standard secondary road connection could not be constructed without sustantial encroach- ment on adjacent, occupied properties. In particular, the standard radii (or flares) connecting the access road to the tie-in with Greenwood Road could not be constructed due to the apparent restrictive right-of-way width. When queried, the representative indicated the right-of-way was only fifty feet (50') wide. A skewed roadway such as is platted requires a much wider right -of --way than fifty feet (50'). We told this to him, and he seemed to understand. We later learned of the Glaize-Bowman involvement through contact with Mr. Charles Maddox of Gilbert W. Clifford & Associates, Based upon information provided by Mr. Maddox, we learned the platted right-of-way width of the access roads was fifty-six feet (56') . We gave Mr. Maddox a conditional "okay" on his proposal for a single access point. Conditions imposed involved a more detailed plan sheet based upon close contour surveying and design review by our District Office. These conditions were met. The difference between these two situations is the fact we were provided more information and in greater detail in the latter case than in the former.
