This property is located on the northern side of Route 657 (Senseny Road), approximately one mile past Route 656 in the Shawnee Magisterial District. MAGISTERIAL DISTRICT: Shawnee ADJACENT LAND USE AND ZONING: Open space, agricultural, and residential land use and A-2 Zoning. PROPOSED USE AND IMPROVEMENTS: Development of single-family detached and/or attached residential building lots. REVIEW EVALUATIONS: VA Dept. of Highways & Transportation - No objections. Sanitation Authority - Approved for water and sewer. Greenwood Fire Company - No comment. Planning and Zoning COMPREHENSIVE PLAN: The 1976 Comprehensive Plan Land Use Map showed no urban development north of Senseny Road and west of Greenwood Road. The 1981 Comprehensive Plan shows no urban development at all west of Greenwood Road and north or south of Senseny Road. The map in the 1981 Plan is meant to be a generalized map, however, and is not intended to be a strict delineation. South of Senseny Road there has clearly been urban development and that development was in place at the time of the 1981 Plan. That mapshould, therefore, be at least amended to show the urban development south of Senseny Road. This area being proposed is currently shown as a rural development area. ZONING PATTERNS IN THE AREA: This tract and all adjoining tracts are currently zoned A-2. North of Senseny Road, the closest urban zoning (RP) is on the western side of Greenwood Road approximately 3,000 feet to the west. South of Senseny Road, the closest urban zoning (RP) is at Greenwood Heights, 1,000 feet to the west; and Burning Knolls, 200 feet to the east. Page 2 Ward Rezoning DEVELOPMENT PATTERNS IN THE AREA: Immediately adjacent to this parcel on the north side of Senseny Road are a series of relatively small residential lots ranging from 1/4 acre to 1 3/4 acre, all fronting directly on Senseny Road. To the north of these properties are large open parcels. Across Senseny Road on the south are large parcels, but there are currently large residential developments (Greenwood Road, Burning Knolls, Glenmont Village) relatively close to this development on the east and west. The area along Senseny Road is generally characterized by a mixture of agricultural/open space uses and residential uses on relatively small frontage lots. CURRENT USE: The current use of this property is vacant and the property is heavily wooded. TTTTT,TTTT.S An 8" sewer collector which serves Greenwood Heights is adjacent to this property on the west. That collector runs from Greenwood Heights to a pumping station to the north of this property. Another 8" collector from the Burning Knolls and Glenmont Village area runs east of this site to the same pumping station. Those two lines and the pump can potentially serve much of the land north of Senseny Road and west of Greenwood Road. Water is currently located along Senseny Road. GENERAL: The rezoning of this property would be a precedent for both rezonings of a residential nature and extensions of the urban development area north of Senseny Road and west of Greenwood Road. This area has a character of strip residential development along Senseny Road with larger parcels in the area currently being used for a low level of agricultural use. The soils in the area are fair to poor for agricultural uses and are in agricultural value classes from five to nine on a scale of ten, with one being the best agricultural soils in the County and ten being the worst. It is the staff's opinion, therefore, that extension of urban development into this land would not significantly impact agricultural lands in the County. Senseny Road currently provides adequate level of service. The staff discussed the roadway characteristics with the Resident Engineer and he is of the definite opinion that Senseny Road itself could adequately handle not only this development, but significant amounts of increased traffic. While congestion does occur at some peak hours, that congestion is not severe and dissipates rapidly. The traffic levels on Senseny Road should be monitored closely to insure that an adequate level of service is maintained. � I � • Page 3 Ward Rezoning STAFF RECOMMENDATION: Approval, for the following reasons: 1. This development and future residential development north of Senseny Road would not be a detriment to the character of the area and would not violate any other policies of the Frederick County Comprehensive Plan. 2. The extension of zoning and urban development into this area would be a logical and appropriate extension of the existing residential trends in the area.
