Fisher's memorandum dated August 30, 1988, we are submitting a formal application for Industrial Access Funds to improve 0.32 mile of Route 669 in Frederick County. This section of roadway serves as access between Route 11 and the newly developed site for Butler Manufacturing Company. Butler Manufacturing Company manufactures components and ships completely engineered building systems for both agricultural and commercial markets in the Mid -Atlantic and Northeast Regions of the Country. These components which are primarily manufacturing from wood consist of wooden trusses, wood laminated beams and columns, doors, metal siding and roofing, and related trim and accessories. The facility presently consists of 59,000 square feet of building space (Figure A-1) located on some 32 acres of land. Plans are to double building space over the next several years. 10 to 15 acres will be utilized for storage of lumber prior to fabrication as well as staging and loading of the finished products. Projected capital outlay for this facility is $1,800,000 (Figure A-2). operations will be conducted primarily on a single daylight shift, Monday through Friday. Level of employment for 1989 is 30 personnel with anticipated levels of 55 for 1990 and 75 for the year 1991. The 1987 traffic count for this section of Route 669 was 149 vehicles per day. This facility has a projected generation in daily volume of 77 passenger/15 truck for 1989, 140/27 for 1990 and 194/38 for 1991. Truck traffic will transport raw materials to and finished products away from this site. Most of the outgoing trucks will be 40'-45' flat bed trailers. Approximately 400 of these trucks will transport over length loads requiring extendable trailers varying from 45'-75' in length. ,,-Mr. Paul F. Cecchini Attn: Mr. W. B. Coburn, Jr. March 28, 1989 - Page #2 - The existing roadway typical section consists of 18' of pavement with 4' shoulders located within 40' of right-of-way. The pavement structure was constructed in 1986 and is composed of 8" of aggregate base material surfaced with prime and double seal treatment.,. We propose the existing pavement be widened to 22' with 2' shoulders as allowed by AASHTO. The entire surface will be overlaid with 3.5" of Base Course Asphalt Concrete, Type B-3 and 165 Lbs./S.Y. of Asphalt Concrete, Type S-5 Modified. Due to the relatively flat terrain, reconstruction can be performed within existing right-of-way. No temporary construction easements or adjustment of utilities will be required. Construction may be pursued under a SAAP (No Plan) Contract initiated by the Residency Office. Estimated construction cost including 15.8 percent for engineering and contingencies is $115,280. Attached is a detailed breakdown of anticipated bid items and associated costs. Included with this submittal is a copy of the Frederick County Board of Supervisors' Resolution approved on January 10, 1989 supporting this request. Also attached is a copy of the application prepared by Mr. John R. Hill of Butler Rural Systems to supplement the package previously presented to you. From the information provided, we believe Butler Manufacturing is a qualifying industry and therefore support their request. I have spoken with Mr. Gerald E. Fisher of Secondary Roads and he concurs with the processing of this request for allocation from the 1988-89 Fiscal Year. It is the duty of the District and Resident Engineers to keep all roads in a safe and travelable condition at all times, therefore, a permit may be denied any applicant and all permits issued by the State Highway Commission may be revoked whenever, in the opinion of the State Highway Commissioner, the safety, use or maintenance of the highway so requires. 3. During construction, the Permittee shall furnish necessary signs, trained flag persons or other protective devices for protection of traffic and workers in accordance � n the specifications of the Department's "Typical Traffic Control for Work Area 'tection" manual or as directed by the Resident Engineer or his representative. All signs shall be in accordance with current edition of the "Manual on Uniform Traffic Control Devices." 4. No trees or shrubs on the State right of way shall be cut or trimmed without approval from the District Environmental Section or Resident Engineer and a properly executed Tree Trimming permit (Form TT) . 5. The entrance shall be constructed in accordance with the method prescribed below: rs\ /% inches of aggregate base material (crushed stone) type zz 6. Base materials as prescribed are subject to inspection for proper depth by Resident Engineer prior to paving. ' i 7. Entrance pavement shall slope away from highway pavement at a rate of _ foot for _feet. A neatly sawed joint is to be provided where entrance ement joins existing highway pavement. 8. Concrete curb island(s) shall be backfilled, topsoiled, and neatly dressed flush with the top of the curb for the entire length of curbing. These areas shall be seeded as noted or as directed by the Resident Engineer at the construction site. ` Where pipes are required under entrances, they shall be sufficient length to allow :1 slope from top of curb to ends of pipe. ,ad drainage shall not be blocked. The shoulders, ditches, roadside, and drainage 'c, as well as the pavement, shall be kept in an operable condition satisfactory `rtment. Necessary precautions shall be taken by the Permittee to insure "ion of adjacent properties, streams, etc., in accordance with the Depart - standard practices. t shall be used on the highway pavement. 12. Permittee shall be responsible for future maintenance of entrances to insure they provide safe ingress and egress to the highway at all times. 13. Permittee shall be responsible for correction of entrance pavement (when necessary) i` future resurfacing is performed on the highwav pavement. 14. This permit does not grant permission to grade near, adjust or disturb in any way, existing utility poles or underground lines in this area. Permission to do so must be obtained from the proper utility company and any expense involved must be borne by the Permittee. Prior to any excavation, the permittee shall comply with the terms of the "Underground Utility Prevention Act," Title 56, Chapter 10.3, Sections 56-265.14 thru 56-265.29 Code of Virginia as amended. 15. Any right-of-way monument signs or other markers within State right of way which are disturbed will be accurately reset by Permittee. 16. No work shall be done on adjacent property or on State right of way in front of said property without the property owner's written permission. 17. Prior to any planting of shrubbery on the right of way, a permit outlining the proposed planting must be received and approved by the Department. 18. The absence of a State Inspector does not, in any way, relieve the Permittee of his responsibility to perform the work in accordance with the approved design, specifications and provisions of this permit and no changes shall be made without the Resident Engineer's approval. 19. if during or before construction it is deemed necessary by the Highway Department to assign Inspectors to the project, the Permittee is to pay the Department an addi- tional inspection fee in an amount that will cover the salary, expense allowance and mileage allowance of the Inspector or Inspectors assigned by the Department for handling work covered by this permit. Said inspection fee to be paid promptly each month on bills rendered by the Department. 20. The Department of Highways reserves the right to stop the work at any time the terms of the permit are not satisfactorily complied with; and the Department may, at its discretion, complete any of the work covered in the permit or restore the right of way to Department standards and bill the Permittee actual cost of such work, 21. It shall be the Permlttee's responsibility to obtain any and all necessary permits that may be required by any other governmental agency. 22. No advertising signs or merchandise of any nature will be allowed in the curb islands or adjacent right of way. 23. No parking of vehicles will be allowed in curb islands, between curb and edge of pavement, in or adjacent to entrances. NOTE: Tenure of all commercial entrances to highways is not infinite nor is it meant to be transferred from one other to another. DeHaven. These plats are administratively approved as boundary line adjustments changing only the lot size, not the zoning boundary. The zoning of this parcel, less the 2.1529 acre adjustment, is industrial and permits the Butler Manufacturing use. The 2.1529 acre parcel added to the original 31.5358 parcel is zoned agricultural (A-2). Please see the attached plats. It is the understanding of this office that the adjusted or added portion and the ingress —egress easement are to be used for access, sewage disposal, birming and buffering.
