This letter is to confirm the Frederick County Planning Commission's action at
their meeting of March 16, 1988:
Approval of Site Plan #002-88 of Marathon Bank for a bank building, zoned B-2,
1.5 acres, located on the east side of U.S. Route 11, approximately 3,000 feet
south of the intersection of Route 11 and Route 37, in the Back Creek Magisterial
District.

PROPOSED USE AND IMPROVEMENTS: A bank
REVIEW EVALUATIONS:
Transportation Department - See attached letter.
Sanitation Authority - 1) Clean out to be one joint pipe past lateral
connection; 2) Where is nearest fire hydrant?
Health Department - With public water and sewer connections, no objections.
Stephens City Fire Company - Shall comply with Chapter 10 of the Frederick
County Code as a minimum. There is no hydrant indicated on the drawings.
Respectfully request a fire hydrant be located at the main entrance,
southeast side.
Inspections Department - Shall comply with Use Group B (Business), Section
303.0, BOCA Basic National Building Code 1984.
Planning and Zoning - All VDOT comments on the attached letter have been made
or revised. The Sanitation comments on having a fire hydrant have been met.
There is a fire hydrant on this site plan. All planning, zoning, site
planning, and parking standards have been met. The Planning staff has no
objection to the approval of this site plan. All VDOT standards for the
entrance connecting with Street "A" will have to be met when the street is
constructed.

Dear Mr. Watkins:
As requested, we have reviewed the preliminary site plan to the above
referenced location. We offer these comments and recommendations:
1. The right turn lane on Route 11 should be 12' wide and end with a 36'
.ancurbed taper section.
2. Width of the north entrance on Route 11 is dependent on whether that
entrance is one-way or two-way. If one-way, width should be 20'. If two-
way, minimum width is 30'.
3. The south entrance on Route 11 should be 40' wide.
4. If the bank is built before Street "A", the right turn lane on Route 11
should begin with a 36' uncurbed taper section.
S. The right turn lane on Street "A" should be a minimum of 10' wide.
6. The entrance on Street "A" should have a minimum width of 30'.
7. Standard CG-7 combination curb and gutter should be used facing Route 11
while Standard CG-6 could be used on Street "A", assuming Street "A" will
have an operating speed of 45 mph or less.
8. Two DI-3B Drop Inlets will be required as shown.
9. All entrance widths are to be measured From pavement edge to pavement
edge, not curb fares.

Dear Mr. Edens:
This letter is to acknowledge receipt of your revised plans dated March 1,
1988 to the above referenced location. In review of the plans, we offer the
following comments.
1. The entrance width on the north entrance of Route 11 shall have a maximum
pavement width of twenty (20') feet since it is marked one-way in
accordance with our minimum standards of entrances to state highways.
2. The entrance on Street A shows a minimum width of thirty (30') feet. Our
office reconnnends forty (40') feet for egress and ingress of traffic as
this has been our policy in the past for two-way traffic.
3. If the bank is built before Street A, the right turn lane on Route 11
shall 'begin with a thirty-six (36') feet tapered section as noted in my
continents to Mr. Robert W. Watkins dated February 19, 1988. The two (2)
proposed DI-3B drop inlets will be required as previously shown on our
cemme__nts .
4. =f Streets A is to be cons~ructed in conjunction with this proposal, it
will be necessary to submit to our office more information as it is too
incomplete to comment on at this time.

Dear Bruce:
This is to acknowledge receipt of revised plans dated May 24, 1988 to the above
referenced development. The plans appear satisfactory per our request.
Final pavement design will be determined by C13R Tests conducted by the Virginia
Department of Transportation at the developer's expense. These tests will be required
after the rough grading has been completed.
A standard VDOT stop sign will be required on both streets at the intersection with
Route 11 as well as a permit for each proposed entrance.
The materials used and method of construction shall apply to current observed VDOT Road
and Bridge Specifications applicable during construction of this development.
A precornstruction conference held by VDOT with the attendance of the developer, engineer,
contractor and various county agencies will be conducted prior to initiation of work.
Our review and comments are general in nature; should conditions in the field exist such
that additional measures are warranted, such measures shall be completed to the
satisfaction of the Department prior to inclusion into the Secondary System.
We have enclosed a copy of minimum requirements and data for subdivision streets and
private entrances prior to acceptance into the State's Secondary System. This will be
the responsibility of the developer. Please advise the developer accordingly.,
