Existing commercial entrance adequate. However, should use of property expand future the entrance may have to be upgraded. Health Department - Health dept. has no objection to this proposal as long as it does not involve an increase in water use. Frederick Co. Planning & Zoning - The following issues should be considered: Location: The site is outside of the urban development area but is an interstate interchange location. The site is located immediately on an interchange. B-3 uses tend to be located and are recommended in the vicinity of such interchanges to the rear of B-2 uses. B-2 zoning is adjacent to the north, along Route 672. Site Suitability: The site is level and physically suited for commercial development. Public sewer and water service are not available at the site. The site has an approved septic system. Public water is available approximately 500 feet from the site at the intersection of Routes 11 and 672. Appropriate access will need to be provided through the site to Route 672. Potential Impacts: Development under B-3 zoning generally results in less traffic than B-2. Under B-3 there tend to be heavier vehicles. Good access to I-81 will alleviate traffic concerns. No adverse impacts on surrounding property or uses would be expected. Concern should be expressed for the lack of public water for fire protection. Certain heavier uses should be discouraged if full fire protection provisions are not present. The applicant is proffering that no warehouses will be constructed until public water is provided to the site. Conclusion: The site is located at an interstate interchange. The parcel is open pasture land fronting Interstate Route 81 approximately 2/3 of the parcel is located in level open grass pasture land. Approximately 1/3 of the site is located in a triangular shape area that includes Clearbrook Stream and some uncleared areas surrounding Clearbrook Stream. Generally however., this site is level and well -drained. There are some limitations associated with the 1/3 portion of the property located along and near Clearbrook Stream however this area is not planned for development. This site is generally suited for development. This site has excellent interchange access to Route 81 and is considered an interchange business development area. SURROUNDING PROPERTIES: The primary use of the surrounding property is a vacant agricultural/business uses. The properties to the north of the site include the remaining eleven (11) acres currently used for Kingdom Farm Animal Hospital and a flea market. This property is primarily vacant with a small portion being used for commercial use. The property immediately to the east is a railroad right-of-way. Just east of the railroad right-of-way is limited commercial use, with a restaurant -truck stop and continued vacant agricultural land. The property to the south of the site is primarily vacant. The property to the west of the site is Interstate Route 81. West of Interstate 81 is agricultural uses. TRAFFIC: Because this site is currently zoned B-2 it can be used for a number of retail/commercial uses. There appears to be no general increase in the impact of traffic for this rezoning. The proposed B-3 site to be used for freight brokerage and retailing/wholesaling of large goods will not generate any additional traffic than the current B-2 zone that would allow for general retailing uses and higher traffic volume type uses. No additional traffic is expected to be generated as a result of the rezoning. Currently Route 672 serves as access to the Clearbrook area from Interstate Route 81. This area is characterized by a number of manufacturing and retail uses that serve both freight and general traffic. Because this rezoning request will not increase significantly the traffic generated from a B-2 to a B-3 use a detailed traffic analysis is not proposed. SEWAGE CONVEYANCE AND TREATMENT: Proposed sewage conveyance and treatment is through the use of approved septic system by the Winchester -Frederick County Health Department. This system will be designed to be build to meet all appropriate standards. WATER SUPPLY: Water supply will utilize wells approved and built in accordance with the Winchester -Frederick County Health Department standards. DRAINAGE: The property has natural drainage through Clearbrook Stream. All appropriate measures will be taken to protect Clearbrook Stream from any development impacts. These impacts will be further detailed on erosion control plans and site plans. EMERGENCY SERVICES: The distance to the Clearbrook Fire Station is minimal. No additional facilities will be needed to serve this site. All building are planned to be built in conformance with the BOCA codes meeting all appropriate fire protection standards. 0 • SOLID WASTE DISPOSAL FACILITIES: The impact of this rezoning on the solid waste disposal facilities is anticipated to be minimal and may in fact be a reduction from waste generated in the B-2 zone. HISTORIC SITES AND STRUCTURES: There are no historic sites and structures known on this site. ENVIRONMENT: The most significant feature of this site is the location is Clearbrook Stream. All measures will be taken during the development of the site to protect Clearbrook Stream from the impacts of development during construction.
