Wsw 612'IS SITE PLAN NO. 012-78 Charles Heath B-2 (Business -General) Approxji.mately 2.4 acres Location: State Route 642 (see attached map). Adjoining Land Use: B-2, largely vacant. R-2 at the rear of the property. Proposed Use: Model Home and Sales Office with Storage building. Improvements: Proposed two (2) story Model Home and sales office, storage building, entrance, driveway, and parking. Review Evaluation: Frederick -Winchester Health Department -- A drainfield site has been located and a permit can be issued based on three employees. The drainfield area could be enlarged, if necessary, in the future. Virginia Dept. of Highways and Transportation -- Satisfactory. Department of Public Works -- Land Disturbing Permit required. Zoning -- The submitted Sitp Plan is satisfactory except that sufficient parking for both structures is not shown. The storage building - woodworking shop alone requires eighteen (18) parking spaces. The proposed parking spaces as shown are more than adequate for the Model Home and Sales Offices but not for the other building. This Site Plan has been submitted to the Commission because the applicant would like to reduce the requirements of the Zoning Ordinance in regards to number of parking spaces required, and he would like to have the requirement of paved parking waived. Section 21.-149 does not seem to allow for reduction of Site Plan requirements. Planning -- No Comment. Staff Recommendation: The Staff recommends that the storage and shop building which is not intended for construction at this time be removed - that will take care of the parking problem until a definite plan for the building is drawn and parking requirements are calculated. Further, it is recommended that the driveway only be paved to the house (135 feet) and the parking be left in gravel. This would accomplish the need to reduce dust and keep stone off the state roadway, but would not be unrealistically expensive.
