Improvements: 85' X 60' Building, 9 parking spaces, landscaping, access
to site from Lenoir Drive.
Review Evaluations: Sanitation Authority - Availability of central water and
sewer service is dependent upon the developer or other,
installing lines to serve the lots within the industrial park..
All indications to date show an availability of service in
late November, 1979.
Va. Department of Highways and Transportation - Highway Permit
No. 8-16182 has been issued to Kenneth Gilpin care of
Buckley-Lages, Inc. to construct a thirty foot (30')
entrance to change this to a standard secondary road
intersection.
Department of Public Works - Entrance off Lenoir Drive into
the right-of-way should meet State specifications (22'
pavement width). Also, require total watershed calculation
on current draining to Lenoir Drive_
Department of Inspections - O.K. as submitted.
Zoning - The Site Plan as submitted shows only a 2.5 acre
portion of the total 5 acre tract. Since there:.is no record of
the property being subdivided, a revision is need to the Site
Plan showing the total acreage.
Staff Recommendation:
Staff recommends approval, provided that the required changes to the Site Plan
have been submitted by September 5, 1979.
Planning Ccmunission Recommendation:
The Planning Commission unanimously moved to reccmend approval to the Board with a
change to the Site Plan that the entire 5 acre tract be shown and noted. The Planning
Commission expressed concern that no Master Plan for the Gilpin site is on file for
future site development.

With reference to our conversation previously about the
proposed entrance into the project Bulbs International, I have
talked to Tom Gilpin , who represents the Stonewall Industrial
Park, and he said this proposed entrance would serve only Bulbs,
International. He would liketD construct the entrance as per
plan.
We expressed our concerns over the entrance's capability,
and he agreed that if any future development of any kind were to
be done to be served by this entrance of the 60 ' right-of-way,
he would then go back and put in a standard intersection which
would meet all VDH&T and Frederick County specifications.
In light of this, I would go along with the proposed en-
trance to the site plan.

This letter is to confirm that the building erected under permit number
6699 conforms to the minimum standards mandated by the Virginia Uniform State-
wide Building Code.
This letter does not, however, constitute a final certificate of occupancy.
All provisions stipulated on the approved site plan must be completed before the
certificate of occupancy can be issued.
Until such time, the temporary certificate of occupancy issued on June 3,
1980 remains in effect.
