Ronald Berg, Director Department of Planning and Development County of Frederick 9 Court Square Winchester, Virginia 22601 Re: Proposed Fredericktown Mall Dear Ron: We have a preliminary site plan for the above project that was submitted in conjunction with proposed utilities service. This was furnished the Federal Aviation Administration and airport consulting engineers to ascertain any adverse impact the proposed facility would have on the Airport. Without having any definitive information regarding building heights, elevations, building materials, building use, site plan simensions, etc., the following comments were made: 1. CLEAR ZONE - RUNWAY 14 - A corner of the Clear Zone for the future extended runway falls in the mall property in an area marked as "future development". The developer should provide information regarding what this future development would consist of, and also agree to provide an easement for clear zone purposes. 2. APPROACH ZONE - RUNWAY 14 - The sketch shows two (2) pro- posed buildings in the approach zone, one of which is almost on the Runway centerline extended and the other north of the extended center- line along Route 522. Runway 14/32 has been masterplanned as a non - precision instrument runway with 34:1 approach slopes. These build- ings may be a potential obstruction in the approach zone and in- formation is needed regarding their height and elevation. 3. TVOR - The proposed mall construction could conflict with the proposed TVOR that the FAA is planning to locate adjacent to Runway 14. Conflicts would be dependent upon the height of the buildings and any reflective materials incorporated in the roofs or walls of the buildings. C,ND 02,(-IS Mr. H. Ronald Berg -2- March 21, 1979 4. NOISE - The proposed mall will be in the 100-115 CNR contours (composite noise rating) which should be compatible with general commercial use associated with shopping centers. However; if doctors offices, dental offices, medical laboratories, or other offices with sensitive instruments are located in the mall, noise associated com- plaints could be expected in the future. Enclosed is a copy of FAA Form 760-1 ''Notice of Proposed Con- struction or Alteration". The FAA and Engineers have requested that the developer fill in this form with the pertinent information and that more detailed site plans and building plans be provided to determine adverse impacts, if any, as soon as possible.
