Dear Mr. Fox: This letter regards the site inspection of your lot in Stonewall Industrial Park. It is my understanding that you have received finals on your plumbing, mechanical, and electric permits, as well as a final from the Fire Marshal. According to the Building Inspections Department, you still need to receive a final on the building itself (any questions pertaining to this should be addressed to that department 703-665-5650). Once the final on the building is obtained, I will sign -off on a Temporary Occupancy Permit. A Temporary Occupancy Permit will enable you to begin getting the building set up for operations. I would encourage you to keep the truck traffic off of the site until the parking lot/ maneuvering area is complete (this will prevent tire ruts which assist in ponding on site). The following items will need to be finished prior to your receipt of a Final Occupancy Permit: 1)' Compaction of the stone layer of the parking/maneuvering area. 2) Application of the prime and double seal surface. 3 ) Delineation of the 19 parking spaces for trucks and 11 parking spaces for automobiles (using concrete wheel stops is acceptable and will prevent the continuous maintenance associated with painting this type of surface). 4) Designation of the handicapped parking space (Signage is appropriate). 5) Mark the loading zone in a fashion that will discourage automobile parking. 6) Complete all grading work and stabilize all denuded areas (straw bales throughout the drainage easements will prevent erosion problems until they become stabilized). At this meeting a number of items were discussed and I would like to outline herewith my understanding so that we will not run into any difficulties as this project progresses. These are not in the order that they were discussed but are in the order of most importance to us and to be assured that we may proceed if we follow these directives. 1. This project is to be designed in accordance with the Frederick County, Virginia Ordinance Chapter 21 of the Frederick County Code adopted November 1, 1973 as amended. 2. It was stated that the water supply that now exists is less than ideal; however, it will not affect occupancy of the building when the project is complete. 3. The plans must be reviewed and approved by you before a Building Permit will be issued and we can start construction. 4. Approvals would be required from the Virginia Department of Transportation, Robert Childress, (703) 984-4133, located in Edinburg, Virginia. 5. Approval from the Fire Marshall in accordance with Chapter 10 Fire Regulations. a. Fire lanes should be provided on three sides of the building and kept a minimum of 10 feet away from the building. Included with this would be a second hydrant with Siamese connections. 7. One handicapped parking space needs to be provided. Each regular - parking space would be 180 square feet. B. A large water storage tank is to be located in the vicinity of Lots 19 and 20. It is understood that, as this project progresses, we will be meeting with you to review the plans to determine that they are in accordance with your requirements and that modifications can be made. If my understanding is not in accordance with your regulations, please let me know wherein you differ so that we can make adjustments. Hopefully, this letter will explain our procedures, where we are on your project at this time, and what we will need from you in order to complete this project. The review process needs to be thought of as two separate entities. First is the site plan review, and second is the structural review. The site plan review enables all review agencies to comment on their respective requirements to insure compliance with the various codes. I have talked with the Virginia Department of Transportation, the Sanitation Authority, the Fire Marshal, and our Engineer to verify that their reviews are complete. I have received approved comments from all of the agencies with the exception of our Engineer. The concerns of our Engineer may be worked out at a later date. I also have to work out some details with Mr. Stabler regarding my review. I will contact him Tuesday, September 4th once he returns from vacation. I have enclosed the original copy of our land disturbance permit at your request. I need you to sign this form on page two, and send me a copy of the form plus a check for $262.50 to cover the cost of this permit. The fee breakdown is a $200 base fee plus $25 per acre. Please keep this permit with your files, as it is not necessary to have this posted at the job site. The structural review is critical at this point. The structural review must be complete prior to the issuance of any building permit. I have enclosed a sheet that lists the requirements for commercial/industrial building permit application for your benefit. If the information is provided that is listed on this sheet, you should have no problem making application for your building permits. I told Mr. Pitcock that your building has not been ordered at this time, but that it will be a pre-engineered building. He told me that he will require a set of engineered plans for your building, and engineered footing details to review. The footing details must be engineered because the building is pre-engineered. Mr. Pitcock also informed me that a compaction test may be required due to the soil conditions in Stonewall Industrial Park. If this is the case, you need to hire a private engineer to accomplish this. You should bring in your engineered plans when you apply for your building permits. Mr. Pitcock said that he would be glad to review your engineered footing details in order to allow you to begin that phase of construction. We need to coordinate our strategy at this point to allow for a smooth transition from plan approval to completion of your building and site requirements. You now have a land disturbance permit to complete all grading on this site. Your next step is to apply for the required building permits and provide the Building Inspection Department with engineered footing details (at a minimum) and the pre-engineered structural plans. I understand that you have not decided on a building at this time, yet.this must be accomplished in order to allow Mr. Pitcock to complete his review. You should try to have this information submitted prior to the completion of your grading work. This will allow you to receive a footer foundation permit as soon as the grading is finished. Erosion and Sedimentation Control 1) None of the comments recommended in the first review was addressed. These include: A complete E&S control narrative describing construction phasing, soil stability, maintenance, final removal of measures and final stabilization. (Ref. the E&S Handbook) - Perimeter protection such as silt fencing, and silt trap in the ditch south of the existing metal building. B. Stormwater Management 1) They are not proposing on site stormwater management for this project. The site is not covered by a local stormwater management facility and is therefore going to ultimately increase runoff to the receiving streams. Hopefully, this letter will answer the questions from your July 20, 1990 correspondence. The site plan in question is lot #25 in Stonewall Industrial Park. I met with the Subdivision Administrator and found that this is not an approved lot at this time. Lot #25 will appear on the August 15, 1990 Planning Commission Agenda as a formal subdivision request. The planning staff report for this agenda item states that the County's consulting engineer will comment on this lot during the site plan review. With this in mind, our department will need to receive final copies of the approved subdivision plat, as well as engineer comments prior to the issuance of an early grading permit. I have enclosed a comment sheet from Donohue and Associates for your use. I would strongly suggest that you contact Mr. Paul Bernard from Donohue and Associates to insure that you submit the required information that he will need to review this site. I have reviewed the site plan in reference to the Frederick County Zoning Ordinance, adopted November 1, 1973, as amended.
