Planning & Zoning: - The proposed office building is a permitted use in the B-2 Zoning District. This site was rezoned with conditions, of which #Is 1,3,6 & 8 are of particular concern to the staff at this time (a list of all conditions is required to be included on the site plan). The overall concept of this plan is fine; however, the staff shares the concerns of Donohue regarding stormwater management, placement of guardrails on both sides of the entrance road by the proposed ponds, and the placement of rip - rap on the southern edge of the eastern -most detention pond. The staff feels that the comments made by the Fire Marshal should also be considered by the Planning Commission. Requirements of the Zoning Ordinance are currently being addressed by Mr. Scott Marsh of G.W. Clifford & Associates. Our recommendations may be found on the attached plans marked in red and as follows: 1. A standard CG-11 entrance design will be required in lieu of the proposed CG-9D. Also standard CG-7 curb and gutter with standard 3:1 tapers will be required. 2. The existing vegetation along Route 644 is to be removed as noted in order to provide for minimum sight distances. 3. A 15" or equivalent 17"x13" C.M.P. will be required under the entrance as noted with the ditch line swaled to drain properly. 4. Existing sight distances, references and speed limits are to be added to the plans as noted. Please revise and resubmit four (4) copies for final approval. Should any changes be deemed necessary please design them to meet or exceed the above recommendations. After reviewing the stormwater detention pond calculations, we have several questions. In using the rational method for determining stormwater runoff, the time of concentration (Tc) should coincide with the peak of the inflow hydrograph. A Tc of 15 minutes is used for comparing pre- and post- development peak flows. This value seems reasonable for the 37.1 acre drainage area. However, the inflow hydrograph shows a peak between 30 and 40 minutes. Please explain your reasoning for a peak flow during this period in lieu of the Tc. 2. When calculating for the 100-year, one hour storm, an average intensity of 2.3 inches/hour was used. We believe the correct value should be 2.75 inches/hour (reference: VDOT Frederick County, Va. Intensity Duration - Frequency Curves). TRANSPORTATION 1. Roadway geometry information is missing from the plans. 2. Recommend a guardrail be installed on both sides of the entrance road in the vicinity of the proposed ponds. EROSION AND SEDIMENTATION CONTROL 1. The plans show rip -rap embankment protection on a portion of the eastern detention pond. Recommend rip -rap also be placed on the southern edge of this embankment. 2. This type of construction is general office facilties to serve as headquarters for the developer. The project will also involve installation of an entrance road from VA Rt. 644. The site is served by well and septic field. The total developed area is 24 acres. Existing Site Conditions Prior to construction, the site was characterized by rolling terrain, lightly wooded with some undergrowth, all typical of undeveloped areas in the upper Shenandoah Valley. The site is in the Wiekert-Berks-Blairton Soil Association. This area is characterized by gently sloping, shallow to moderately deep, somewhat poorly drained soils that have a medium to fine textured subsoil; formed in material weathered from shale. Adjacent Areas Most of the areas surrounding the development are agricultural in nature, and undeveloped. Deerfield Estates, a large lot residential subdivision lies farther to the south. There is no RP land in the area. Soils For purposes of design run off conditions, antecedent moisture condition H (normal consideration for the mid -Atlantic region) is assumed. The soil is considered to have a moderate rate of water transmission, therefore, SCS Soil Class "C" is adopted. Soils are for the most part of the Blairton (3B) Series. A copy of the respective soil map is enclosed. Permanent Stabilization Seeding for permanent stabilization is specified in the V.E.S.C. Handbook. Any area denuded in which work is not proceeding for a period of 30 days or more will be stabilized by a temporary seeding in accordance with State guidelines and procedures. All areas to be seeded will receive seed application by hydroseed methods immediately upon obtaining grades. Specific seed and fertilization mixtures and application rates are specified in the plans. Storm Water Management Consideration A copy of the site plan has been attached. Drainage from almost all of the site is carried a short distance by roadside ditches and sheet flow to a wet detention pond located along the centerline of the site. The pond limits the ten year runoff from the east edge of the developed property to the two year predevelopment runoff rate. There is no increase in runoff from any other side of the site. All developed areas will drain to the pond. A predevelopment C factor of .15 was used for all the site. Maintenance All soil erosion control structures shall be checked weekly by the contractor during this construction period and after construction is completed until grass cover is established. Sediment retained by these structures shall be continuously removed and placed in an area of the site specified, damage to soil erosion control structures shall immediately be repaired when identified by the contractor. The contractor shall cooperate with all agents of the County, the Engineer and others who may identify needed facilities or work in order to protect the environment within the subject of this report. ENGINEERS ARCHITECTS Dear Wayne: SCIENTISTS I have reviewed the referenced site plan and have the following comments: STORMWATER MANAGEMENT 1. After reviewing the stormwater detention pond calculations, we have several questions. In using the rational method for determining stormwater runoff, the time of concentration (Tc) should coincide with the peak of the inflow hydrograph. A Te of 15 minutes is used for comparing pre- and post- development peak flows. This value seems reasonable for the 37.1 acre drainage area. However, the inflow hydrograph shows a peak between 30 and 40 minutes. Please er.piain your reasoning for a peak flow during this period in lieu of the Tc. 2. When calculating for the 100-year, one hour storm, an average intensity of 2.3 inches/hour was used. We believe the correct value should be 2.75 inches/hour (reference: VDOT Frederick County, Va. Intensity Duration - Frequency Curves). TRANSPORTATION 1. Roadway geometry information is missing from the plans. 2. Recommend a guardrail be installed on both sides of the entrance road in the vicinity of the proposed ponds. EROSION AND SEDIMENTATION CONTROL 1. The plans show rip -rap embankment protection on a portion of the eastern detention pond. Recommend rip -rap also be placed on the southern edge of this embankment. 2.
