This is to acknowledge receipt of your letter of August 30, 1990 and request
to construct a temporary construction entrance at the above referenced
location. As requested you are given permission to construct the entrance.
This letter is to be considered your permit to do so.
The following are to be a part of this permit agreement:
1. While working on the State's right-of-way it will be
necessary to use "Men Working" signs which must be erected
prior to starting work and removed daily.
2. Traffic control will be in strict accordance with the
attached.
3. Positive drainage is to be maintained within the
right-of-way at all times. A 15" or equivalent culvert
will be required under the entrance.
4. All work on the right-of-way is to be confined to the
temporary entrance location only.
5. A minimum 8" of coarse aggregate by 30' in width will be
required to be placed from the edge of the roadway and
extended back onto private property far enough to prevent
carrying of mud onto the roadway.
6. Any damages to the pavement structure of Route 522 adjacent
to this entrance will be corrected by your firm to the
satisfaction of the Virginia Department of Transportation.
7. It should be understood any disturbed turf on the State's
right-of-way will be topsoiled and reseeded.

EROSION AND SEDIMENT CONTROL NARRATIVE
ELK'S CLUB
August 6, 1990
PROJECT DESCRIPTION
The purpose of this project is the construction of a
12,000 sq. ft., one story building to be used for a lodge
meeting hall. The total area of the site is approximately
7.16 acres and is located 4000 ft. south of the intersec -
tion of Rt. 50 and Rt. 522. An additional area will be
graded for parking and access road. A total area of
approximately 3.9 acres will be disturbed during
construction.
EXISTING SITE CONDITIONS
The proposed site is an area of slight to moderatly
sloped rolling land covered with grasses, scattered trees
and some wooded areas.
The site is divided into

This site is bordered on the north by Haster Industries
(zoned B-2), on the east by the Wilson Trucking Company
(zoned M-2), on the south by an existing trailer park (zoned
MH-1) and on the west by Interstate Rt. 81.
SOILS
The predominate soils which will be disturbed are Carbo
silty loam and clay and Oaklet silty loam. The Carbo soils
are moderately deep, well drained soils in the limestone
valley. The surface soil is a dark, yellowish brown, silt
loam from 0 to 9 inches. The surface layer is underlain from
9 to 13 inches with a dark brown silty clay with 10 percent
limestone channels. Ths subsoil from 13 to 26 inches is a
strong brown clay, massive, firm, very sticky and very
plastic. The Oaklet soil is a dark brown silt loam from 0 to
5 inches. The subsurface soil from 5 to 11 inches consists
of a yellowish brown silt loam. The soil from 11 to 31
inches is a yellowish brown clay, moderately fine and medium
subangular blocky structure, firm, sticky and plastic. The
permeability of the Carbo and Oaklet soils is slow in the
topsoil and substrata and very slow to slow in the subsoil.
The erodiability factor (K) is 0.37 in the topsoil and from
0.24 0.28 in the subsoil.

CRITICAL EROSION AREAS
There are no critical erosion areas on this site due to
the moderate slopes and vegetative cover to be left in
place.
EROSION AND SEDIMENT CONTROL MEASURES
Unless otherwise indicated, all vegetative and
structural erosion and sediment control practices will be
constructed and maintained in accordance with the minimum
standards and specifications of the Virginia Erosion and
Sediment Control Handbook.
STRUCTURAL PRACTICES
1. Temporary Construction Entrance - 1.01
A temporary construction entrance shall be installed
where the access road intersects with Route 522. During wet
weather conditions, drivers of construction vehicles will be
required to wash their wheels before entering onto the
highway.
2. Straw Bale Barrier - 1.05
A straw bale barrier is to be placed between the
proposed parking area, across the proposed swale and the
proposed S.W.M. pond to reduce the velocity of the surface
flow and--to-protect the S.W.M. pond from excess siltation
during construction.
3. Silt Fence -1.06
A filter fabric stretched across and attached to
supporting posts and entrenched shall be placed along the
edge of the disturbed areas where required'to intercept and
detain small amounts of sediment from disturbed areas from
leaving the site.
4. Permanent Seeding - 1.66
The S.W.M. pond, drainage ditches and other disturbed
areas shall be seeded and mulched immediately after grading
in accordance with the Standards and Specifications. Selec -
tion of the appropriate seed mixture will depend upon the
time of the year it is to be applied.
5. Tree Preservation and Protection - 1.85
Care must be taken to prevent existing trees from
mechanical and other injury during.land disturbing and
construction activity to insure survival of desirable trees.
6. Outlet Protection - 1.36
Outlet protection consisting of Class II Rip Rap shall
be installed at the outlet end of the principle spillway
from the S.W.M. pond to prevent scour and minimize the
potential for downstream erosion by reducing the velocity of
the discharge flow.
MANAGEMENT STRATAGIES
1. Construction shall be sequenced so that grading
operations can begin and end as -quickly as possible.

2, Sediment trapping,measures shall be installed as a
first step in grading and shall be seeded and mulched
immediately following installation.
3. Temporary seeding or other stabilization, if
required, shall follow immediately after grading.
4. Areas which are not to be disturbed shall be
clearly marked by flags, signs, etc.
5. The job superintendant shall be repsonsible for the
installation, maintenance, and removal of all erosion and
sediment control practices.
PERMANENT STABILIZATION
All areas disturbed by construction will be stabilized
with permanent seeding immediately following finish grading.
Seeding will be done with Kentucky 31 Tall Fescue according
to standard and specification 1.66 of the 1980 Virginia
Erosion and Sediment Control Handbook. Permanently seeded
areas shall be protected during establishment with straw
mulch.
STORMWATER MANAGEMENT
A stormwater management pond is required to accommodate
the increase runoff due to development of this site. (see
runoff calculations)
MAINTENANCE
In general, all erosion and sediment control measures
will be checked weekly and after each significant rainfall.
The following items will be checked in particular:
1. The temporary construction entrance and rip rap
outlet protection will be checked regularly for sediment
buildup. If the rip rap is clogged with silt, it will be
removed, cleaned and/or replaced.
2. The straw barrier and silt fences will be checked
regularly for undermining or deterioration.
3. All seeded areas will be checked regularly to see
that a good stand is maintained. Areas should be fertilized
and reseeded as required.

In regards to your plan submittal for providing water and sewer service
to the proposed Elks Club building, the following recommendations are put
forth:
1. On sheet 1 of 3, proposed 4" sewer connection is not shown properly
being connected to the existing sewer line located in the easement in front
of the Elks Club facility. Plan should detail location and inverts of sewer
along the easement fronting the property to be developed.
2. Regarding the location of water meter and water service, our
recommendation would be to relocate the meter vault installation to the edge
of the easement area at the beginning of the proposed drive to the building.
Details should be given for the meter vault and associated hardware to be
utilized to provide both domestic and fire protection.
As a general note, because of the proximity to Frederick County
Sanitation Authority water supply it would be necessary that the FCSA provide
in writing their willingness for the City to provide both water and sewer
service to this proposed development since it is located within Frederick
County.
I would suggest that in the future any plan review transmittals be
submitted through the Planning Department, attention Tim Youmans. In this
way full review in the most expedient manner will be obtained. I have
forwarded on a set of proposed plans to the Engineering Department for review
and comments.

SUBJECT: Elks Club Extension Plans
Dear Ms. Culp:
In completing your sewer and water extension plans for the proposed Elks
Club building off 522 South you will need to address the following items as
a minimum. These are highlights and are not intended as complete comment.
- Water main in the City system must be DIP.
- Water main must be at least 10 foot away from the sewer main
horizontally. The water main must also be at least 5 feet away from
a combined easement edge. This will mandate additional easement being
provided.
- Is the current easement only for sewer? If so, then it must be
revised to cover the water main as well. Don't forget the Deed Book
reference (s) .
- There is no plan or profile for the water main.
- The proposed water main and existing sewer main must be shown on the
plan and profile on sheet 2 of 3. There has to be at least one
sanitary sewer manhole or more that are along the entrance road that
are not shown. No consideration has been shown regarding the effect
of this proposal on them.
- Crossing storm sewer pipes may be a conflict. Resolve the elevations
now, not in construction.
- There should be physical ties provided so that the Contractor can
layout the improvements.
- No details are provided for the sewer manhole adjustments.
- The sewer lateral is drawn to the easement line rather than the sewer.
- Under new policy, no plan will be reviewed unless the responsible,
licensed designer has signed all sheets of the plans. An unsigned
seal is no longer acceptable.
The initial inquiry to my office on this project identified it as a service
connection. In the future, please properly identify projects that entail
sewer and/or water extensions as that. These types of projects require
engineering review and proper construction drawings as well as an extension
agreement. Proper initial identification can avoid delays in the projects
receiving approvals.

Dear Evan.
We have reviewed the above referenced site plan as
submitted by Construction Management, Inc, and have the
following comments:
ACCESS ISSUES
The plan indicates that the site connects to an existing
22 foot access road which connects to Route 522. The
service entrance plan and profile does not indicate that
the road is existing. It appears that the service road is
to be built or significantly improved to its connection
with Route 522. As part of the improvements, a turn lane
from Route 522 may need to be considered. Traffic projec-
tions from this project have not been provided. This info-
rmation is needed in determining the turn lane
requirements. I would anticipate that the operation hours
for functions sponsored by the Elks Club will be
concentrated. Therefore, peak traffic loads at the Route
522 entrance could be significant. Fortunately, it would
seem to me that these concentrated traffic loadings would
be at off peak hours for traffic along Route 522. The
owner and designer should identify what the uses of this
facility is going to be and anticipated hours of operation
and projected traffic flow. With this information it would
be more apparent if a turn lane would be needed from Route
522.
Sight distance is another point of consideration for this
access plan. It appears from the 200 foot scale map that
the horizontal sight distance should be acceptable.
Vertical sight distance looks like it may be alright, but
it is difficult to confirm at this scale. This should be
verified.

DRAINAGE ISSUES
Stormwater management calculations, storm sewer calcu-
lations and drainage divide map was provided.
The calculations appear to be complete and accurate,
�Rc'tii�rFF crs exceppt in the outlet channel spillway the slope —
O.1Oft/ft not O.Olft/ft, thereon, the velocity and "Q"
will be higher than indicated.
Typically, I do not recommend that the emergency spillway
be placed over the dam section. With high flow volume and
velocities, it would wash out the dam. To place it over
the dam I would recommend a heavily rip -rapped section,
velocities would determine if grouting is needed. See VDOT
Drainage Manual.
The plans do not provide any detailing or dimensions for
the construction of the dam, spillway or pond itself.
No details or profile is provided for the 2 proposed RCP
culverts under the access road at the entrance to Route
522 or the site.
EROSION AND SEDIMENTATION CONTROL
The E & S Narrative is incomplete. It does not include
much of the basic requirements as required by the Virginia
E & S Handbook such as timing, phasing of E & S measures,
maintenance of measures, seeding and stabilization,
removal of measures.
Measures need to be shown with typical standards and/or
details referenced on the plan.
A temporary construction entrance will be needed to ensure
mud and sediment do not get tracked onto Route 522.
These items need to be addressed before we can recommend
approval of the plans as submitted. With appropriate
erosion and sedimentation controls, I would not have a
problem with recommending the approval of an early grading
permit. All other permits should be held until final
approval.

EROSION AND SEDIMENT CONTROL NARRATIVE
ELK'S CLUB
August 6, 1990
PROJECT DESCRIPTION
The purpose of this project is the construction of a
12,000 sq. ft., one story building to be used for a lodge
meeting hall. The total area of the site is approximately
7.16 acres and is located 4000 ft. south of the intersec -
tion of Rt. 50 and Rt. 522. An additional area will be
graded for parking and access road. A total area of
approximately 3.9 acres will be disturbed during
construction. 17
EXISTING SITE CONDITIONS
The proposed site is an area of slight to moderatly
sloped rolling land covered with grasses, scattered trees
and some wooded areas.
The site is divided into three drainage areas noted as
areas I, II and III and shown on Map No. 2. This drainage
area combines with the surface flow along I-81 and flows
into Abrams Creek. The slopes throughout the site are
moderate at 5% and sheet flow from the site to the drainage
swale provided for I-81.
ADJACENT PROPERTY
This site is bordered on the north by Haster Industries
(zoned B-2), on the east by the Wilson Trucking Company
(zoned M-2), on the south by an existing trailer park (zoned
MH-1) and on the west by Interstate Rt. 81.
SOILS
The predominate soils which will be disturbed are Carbo
silty loam and clay and Oaklet silty loam. The Carbo soils
are moderately deep, well drained soils in the limestone
valley. The surface soil is a dark, yellowish brown, silt
loam from 0 to 9 inches. The surface layer is underlain from
9 to 13 inches with a dark brown silty clay with 10 percent
limestone channels. Ths subsoil from 13 to 26 inches is a
strong brown clay, massive, firm, very sticky and very
plastic. The Oaklet soil is a dark brown silt loam from 0 to
5 inches. The subsurface soil from 5 to 11 inches consists
of a yellowish brown silt loam. The soil from 11 to 31
inches is a yellowish brown clay, moderately fine and medium
subangular blocky structure, firm, sticky and plastic. The
permeability of the Carbo and Oaklet soils is slow in the
topsoil and substrata and very slow to slow in the subsoil.
The erodiability factor (K) is 0.37 in the topsoil and from
0.24 0.28 in the subsoil.

CRITICAL EROSION AREAS
There. are no critical erosion areas on this site due to
the moderate slopes and vegetative cover to be left in
place.
EROSION AND SEDIMENT CONTROL MEASURES
Unless otherwise indicated, all vegetative and
structural erosion and sediment control practices will be
constructed and maintained in accordance with the minimum
standards and specifications of the Virginia Erosion and
Sediment Control Handbook.
STRUCTURAL PRACTICES
1. Temporary Construction Entrance - 1.01
A temporary construction entrance shall be installed
where the access road intersects with Route 522. During wet
weather conditions, drivers of construction vehicles will be
required to wash their wheels before entering onto the
highway.
2. Straw Bale Barrier - 1.05
A straw bale barrier is to be placed between the
proposed parking area, across the proposed swale and the
proposed S.W.M. pond to reduce the velocity of the surface
flow and to protect the S.W.M. pond from excess siltation
during construction.
3. Silt Fence -1.06
A fi-lter fabric stretched across and attached to
supporting posts and entrenched shall be placed along the
edge of the disturbed areas where required to intercept and
detain small amounts of sediment from disturbed areas from
leaving the site.
4. Permanent Seeding - 1.66
The S.W.M. pond, drainage ditches and other disturbed
areas shall be seeded and mulched immediately after grading
in accordance with the Standards and Specifications. Selec -
tion of the appropriate seed mixture will depend upon the
time of the year it is to be applied.
5. Tree Preservation and Protection - 1.85
Care must be taken to prevent existing trees from
mechanical and other injury during.land disturbing and
construction activity to insure survival of desirable trees.
6. Outlet Protection - 1.36
Outlet protection consisting of Class II Rip Rap shall
be installed at the outlet end of the principle spillway
from the S.W.M. pond to prevent scour and minimize the
potential for downstream erosion by reducing the velocity of
the discharge flow.
MANAGEMENT STRATAGIES
1. Construction shall be sequenced so that grading
operations can begin and end as quickly as possible.
2. Sediment trapping,measures shall be installed as a
first step in grading and shall be seeded and mulched
immediately following installation.
3. Temporary seeding or other stabilization, if
required, shall follow immediately after grading.
4. Areas which are not to be disturbed shall be
clearly marked by flags, signs, etc.
5. The job superintendant shall be repsonsible for the
installation, maintenance, and removal of all erosion and
sediment control practices.
PERMANENT STABILIZATION
All areas disturbed by construction will be stabilized
with permanent seeding immediately following finish grading.
Seeding will be done with Kentucky 31 Tall Fescue according
to standard and specification 1.66 of the 1980 Virginia
Erosion and Sediment Control Handbook. Permanently seeded
areas shall be protected during establishment with straw
mulch.
STORMWATER MANAGEMENT
A stormwater management pond is required to accommodate
the increase runoff due to development of this site. (see
runoff calculations)
MAINTENANCE
In general, all erosion and sediment control measures
will be checked weekly and after each significant rainfall.
The following items will be checked in particular:
1. The temporary construction entrance and rip rap
outlet protection will be checked regularly for sediment
buildup. If the rip rap is clogged with silt, it will be
removed, cleaned and/or replaced.
2. The straw barrier and silt fences will be checked
regularly for undermining or deterioration.
3. All seeded areas will be checked regularly to see
that a good stand is maintained. Areas should be fertilized
and reseeded as required.
